Romans 9:14-18

14 (A)What shall we say then? (B)Is there any unrighteousness with God? (C)May it never be! 15 For He says to Moses, “(D)I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” 16 So then it does not depend on the one who wills or the one who (E)runs, but on (F)God who has mercy. 17 For the Scripture says to Pharaoh, “(G)For this very purpose I raised you up, in order to demonstrate My power in you, and in order that My name might be proclaimed [a]throughout the whole earth.” 18 So then He has mercy on whom He desires, and He (H)hardens whom He desires.

14 What will we say then? Does this mean that God is unjust? Absolutely not! 15 For God says to Moses:
I will show mercy to whom I show mercy,
and I will have compassion on whom I have compassion.[a]
16 So then, it does not depend on human desire or effort, but on God’s mercy.
17 Indeed, the Scripture says in regard to Pharaoh, “For this very purpose I caused you to stand, that I may demonstrate my power in how I deal with you, and that my name may be proclaimed in all the earth.”[b] 18 So then, God shows mercy to whom he desires, and he hardens whom he desires.
