9 (A)I am telling the truth in Christ, I am not lying, my conscience testifies with me in the Holy Spirit, 2 that I have great sorrow and unceasing grief in my heart. 3 For (B)I could [a]wish that I myself were (C)accursed, separated from Christ for the sake of my brothers, my kinsmen (D)according to the flesh, 4 who are (E)Israelites, to whom belongs (F)the adoption as sons, and (G)the glory and (H)the covenants and (I)the giving of the Law and (J)the temple service and (K)the promises, 5 whose are (L)the fathers, and (M)from whom is the [b]Christ according to the flesh, (N)who is (O)God over all, (P)blessed [c]forever. Amen.
6 But it is not as though (Q)the word of God has failed. (R)For they are not all Israel who are descended from Israel; 7 nor are they all children (S)because they are Abraham’s seed, but: “[d](T)through Isaac your seed will be named.” 8 That is, the children of the flesh are not the (U)children of God, but the (V)children of the promise are considered as seed. 9 For this is the word of promise: “(W)At this time I will come, and Sarah shall have a son.” 10 (X)And not only this, but there was (Y)Rebekah also, when she had conceived twins by one man, our father Isaac; 11 for though the twins were not yet born and had not done anything good or bad, so that the (Z)purpose of God according to His choice would [e]stand, not [f]because of works but [g]because of Him who calls, 12 it was said to her, “(AA)The older shall serve the younger.” 13 Just as it is written, “(AB)Jacob I loved, but Esau I hated.”
14 (AC)What shall we say then? (AD)Is there any unrighteousness with God? (AE)May it never be! 15 For He says to Moses, “(AF)I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.” 16 So then it does not depend on the one who wills or the one who (AG)runs, but on (AH)God who has mercy. 17 For the Scripture says to Pharaoh, “(AI)For this very purpose I raised you up, in order to demonstrate My power in you, and in order that My name might be proclaimed [h]throughout the whole earth.” 18 So then He has mercy on whom He desires, and He (AJ)hardens whom He desires.
19 (AK)You will say to me then, “(AL)Why does He still find fault? For (AM)who resists His will?” 20 On the contrary, who are you, (AN)O man, who (AO)answers back to God? (AP)Will the thing molded say to the molder, “Why did you make me like this”? 21 Or does not the potter have authority over the clay, to make from the same lump one vessel [i]for honorable use and another [j]for dishonorable use? 22 And [k]what if God, wanting to demonstrate His wrath and to make His power known, endured with much (AQ)patience vessels of wrath (AR)having been prepared for destruction, 23 and in order that He might make known (AS)the riches of His glory upon (AT)vessels of mercy, which He (AU)prepared beforehand for glory— 24 even us, whom He also (AV)called, (AW)not from among Jews only, but also from among Gentiles? 25 As He says also in Hosea,
“(AX)I will call those who were not My people, ‘My people,’
And her who was not beloved, ‘beloved.’”
26 “(AY)And it shall be that in the place where it was said to them, ‘you are not My people,’
There they shall be called sons of (AZ)the living God.”
27 And Isaiah cries out concerning Israel, “(BA)Though the number of the sons of Israel be (BB)like the sand of the sea, it is (BC)the remnant that will be saved; 28 (BD)for the Lord will execute His word on the land, [l]thoroughly and [m]quickly.” 29 And just as Isaiah foretold,
“(BE)Unless (BF)the Lord of [n]Sabaoth had left to us a seed,
(BG)We would have become like Sodom, and would have [o]resembled Gomorrah.”
30 (BH)What shall we say then? That Gentiles, who did not pursue righteousness, laid hold of righteousness, even (BI)the righteousness which is [p]by faith; 31 but Israel, (BJ)pursuing a law of righteousness, did not (BK)attain that law. 32 Why? Because they did not pursue it [q]by faith, but as though it were [r]by works. They stumbled over (BL)the stumbling stone, 33 just as it is written,
“(BM)Behold, I am laying in Zion (BN)a stone of stumbling and a rock of offense,
(BO)And the one who believes upon Him (BP)will not be put to shame.”

Paul Mourns for Israel
9 I speak the truth in Christ. I am not lying. My mind tells me that what I say is true. It is guided by the Holy Spirit. 2 My heart is full of sorrow. My sadness never ends. 3 I am so concerned about my people, who are members of my own race. I am ready to be cursed, if that would help them. I am even willing to be separated from Christ. 4 They are the people of Israel. They have been adopted as God’s children. God’s glory belongs to them. So do the covenants. They received the law. They were taught to worship in the temple. They were given the promises. 5 The founders of our nation belong to them. The Messiah comes from their family line. He is God over all. May he always be praised! Amen.
God’s Free Choice
6 I do not mean that God’s word has failed. Not everyone in the family line of Israel really belongs to Israel. 7 Not everyone in Abraham’s family line is really his child. Not at all! Scripture says, “Your family line will continue through Isaac.” (Genesis 21:12) 8 In other words, God’s children are not just in the family line of Abraham. Instead, they are the children God promised to him. They are the ones considered to be Abraham’s children. 9 God promised, “I will return at the appointed time. Sarah will have a son.” (Genesis 18:10,14)
10 And that’s not all. Rebekah’s children were born at the same time by the same father. He was our father Isaac. 11 Here is what happened. Rebekah’s twins had not even been born. They hadn’t done anything good or bad yet. So they show that God’s purpose is based firmly on his free choice. 12 It was not because of anything they did but because of God’s choice. So Rebekah was told, “The older son will serve the younger one.” (Genesis 25:23) 13 It is written, “I chose Jacob instead of Esau.” (Malachi 1:2,3)
14 What should we say then? Is God unfair? Not at all! 15 He said to Moses,
“I will have mercy on whom I have mercy.
I will show love to those I love.” (Exodus 33:19)
16 So it doesn’t depend on what people want or what they do. It depends on God’s mercy. 17 In Scripture, God says to Pharaoh, “I had a special reason for making you king. I decided to use you to show my power. I wanted my name to become known everywhere on earth.” (Exodus 9:16) 18 So God does what he wants to do. He shows mercy to one person and makes another stubborn.
19 One of you will say to me, “Then why does God still blame us? Who can oppose what he wants to do?” 20 But you are a mere human being. So who are you to talk back to God? Scripture says, “Can what is made say to the one who made it, ‘Why did you make me like this?’ ” (Isaiah 29:16; 45:9) 21 Isn’t the potter free to make different kinds of pots out of the same lump of clay? Some are for special purposes. Others are for ordinary use.
22 What if God chose to show his great anger? What if he chose to make his power known? But he put up with the people he was angry with. They were made to be destroyed. 23 What if he put up with them to show the riches of his glory to other people? Those other people are the ones he shows his mercy to. He made them to receive his glory. 24 We are those people. He has chosen us. We do not come only from the Jewish race. Many of us are not Jews. 25 God says in Hosea,
“I will call those who are not my people ‘my people.’
I will call the one who is not my loved one ‘my loved one.’ ” (Hosea 2:23)
26 He also says,
“Once it was said to them,
‘You are not my people.’
In that very place they will be called ‘children of the living God.’ ” (Hosea 1:10)
27 Isaiah cries out concerning Israel. He says,
“The number of people from Israel may be like the sand by the sea.
But only a few of them will be saved.
28 The Lord will carry out his sentence.
He will be quick to carry it out on earth, once and for all.” (Isaiah 10:22,23)
29 Earlier Isaiah had said,
“The Lord who rules over all
left us children and grandchildren.
If he hadn’t, we would have become like Sodom.
We would have been like Gomorrah.” (Isaiah 1:9)
Israel Does Not Believe
30 What should we say then? Gentiles did not look for a way to be right with God. But they found it by having faith. 31 The people of Israel tried to obey the law to make themselves right with God. But they didn’t reach their goal of being right with God. 32 Why not? Because they tried to do it without faith. They tried to be right with God by what they did. They tripped over the stone that causes people to trip and fall. 33 It is written,
“Look! In Zion I am laying a stone that causes people to trip.
It is a rock that makes them fall.
The one who believes in him will never be put to shame.” (Isaiah 8:14; 28:16)

9 I (A)tell the truth in Christ, I am not lying, my conscience also bearing me witness in the Holy Spirit, 2 (B)that I have great sorrow and continual grief in my heart. 3 For (C)I could wish that I myself were accursed from Christ for my brethren, my [a]countrymen according to the flesh, 4 who are Israelites, (D)to whom pertain the adoption, (E)the glory, (F)the covenants, (G)the giving of the law, (H)the service of God, and (I)the promises; 5 (J)of whom are the fathers and from (K)whom, according to the flesh, Christ came, (L)who is over all, the eternally blessed God. Amen.
Israel’s Rejection and God’s Purpose(M)
6 (N)But it is not that the word of God has taken no effect. For (O)they are not all Israel who are of Israel, 7 (P)nor are they all children because they are the seed of Abraham; but, (Q)“In Isaac your seed shall be called.” 8 That is, those who are the children of the flesh, these are not the children of God; but (R)the children of the promise are counted as the seed. 9 For this is the word of promise: (S)“At this time I will come and Sarah shall have a son.”
10 And not only this, but when (T)Rebecca also had conceived by one man, even by our father Isaac 11 (for the children not yet being born, nor having done any good or evil, that the purpose of God according to election might stand, not of works but of (U)Him who calls), 12 it was said to her, (V)“The older shall serve the younger.” 13 As it is written, (W)“Jacob I have loved, but Esau I have hated.”
Israel’s Rejection and God’s Justice
14 What shall we say then? (X)Is there unrighteousness with God? Certainly not! 15 For He says to Moses, (Y)“I will have mercy on whomever I will have mercy, and I will have compassion on whomever I will have compassion.” 16 So then it is not of him who wills, nor of him who runs, but of God who shows mercy. 17 For (Z)the Scripture says to the Pharaoh, (AA)“For this very purpose I have raised you up, that I may show My power in you, and that My name may be declared in all the earth.” 18 Therefore He has mercy on whom He wills, and whom He wills He (AB)hardens.
19 You will say to me then, “Why does He still find fault? For (AC)who has resisted His will?” 20 But indeed, O man, who are you to reply against God? (AD)Will the thing formed say to him who formed it, “Why have you made me like this?” 21 Does not the (AE)potter have power over the clay, from the same lump to make (AF)one vessel for honor and another for dishonor?
22 What if God, wanting to show His wrath and to make His power known, endured with much longsuffering (AG)the vessels of wrath (AH)prepared for destruction, 23 and that He might make known (AI)the riches of His glory on the vessels of mercy, which He had (AJ)prepared beforehand for glory, 24 even us whom He (AK)called, (AL)not of the Jews only, but also of the Gentiles?

29 And as Isaiah said before:

Present Condition of Israel
30 What shall we say then? (AT)That Gentiles, who did not pursue righteousness, have attained to righteousness, (AU)even the righteousness of faith; 31 but Israel, (AV)pursuing the law of righteousness, (AW)has not attained to the law [d]of righteousness. 32 Why? Because they did not seek it by faith, but as it were, [e]by the works of the law. For (AX)they stumbled at that stumbling stone. 33 As it is written:
(AY)“Behold, I lay in Zion a stumbling stone and rock of offense,
And (AZ)whoever believes on Him will not be put to shame.”
