Israel's Unbelief

30 What shall we say, then? (A)That Gentiles who did not pursue righteousness have attained it, that is, (B)a righteousness that is by faith; 31 but that Israel (C)who pursued a law that would lead to righteousness[a] (D)did not succeed in reaching that law. 32 Why? Because they did not pursue it by faith, but as if it were based on works. They have stumbled over the (E)stumbling stone, 33 as it is written,

(F)“Behold, I am laying in Zion (G)a stone of stumbling, and a rock of offense;
    (H)and whoever believes in him will not be (I)put to shame.”

10 Brothers,[b] my heart's desire and prayer to God for them is that they may be saved. For I bear them witness that (J)they have a zeal for God, (K)but not according to knowledge. For, being ignorant of (L)the righteousness of God, and seeking to establish their own, they did not submit to God's righteousness. For (M)Christ is the end of the law for righteousness to everyone who believes.[c]

The Message of Salvation to All

For (N)Moses writes about the righteousness that is based on the law, that (O)the person who does the commandments shall live by them. But (P)the righteousness based on faith says, (Q)“Do not say in your heart, ‘Who will ascend into heaven?’” (that is, to bring Christ down) “or ‘Who will descend into the (R)abyss?’” (that is, (S)to bring Christ up from the dead). But what does it say? (T)“The word is near you, in your mouth and in your heart” (that is, the word of faith that we proclaim); because, if (U)you confess with your mouth that Jesus is Lord and (V)believe in your heart (W)that God raised him from the dead, you will be saved. 10 For with the heart one believes and is justified, and with the mouth one confesses and is saved. 11 For the Scripture says, (X)“Everyone who believes in him will not be put to shame.” 12 (Y)For there is no distinction between Jew and Greek; (Z)for the same Lord is Lord of all, (AA)bestowing his riches on all who call on him. 13 For (AB)“everyone who calls on the name of the Lord will be saved.”

Submission to the Authorities

13 Let every person (A)be subject to the governing authorities. For (B)there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you (C)will receive his approval, for (D)he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, (E)an avenger who carries out God's wrath on the wrongdoer. Therefore one must be in subjection, not only to avoid God's wrath but also (F)for the sake of conscience. For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing. (G)Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed.

Fulfilling the Law Through Love

(H)Owe no one anything, except to love each other, for (I)the one who loves another has fulfilled the law. For the commandments, (J)“You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet,” and any other commandment, are summed up in this word: (K)“You shall love your neighbor as yourself.” 10 Love does no wrong to a neighbor; therefore (L)love is the fulfilling of the law.

11 Besides this you know the time, that the hour has come for you (M)to wake from sleep. (N)For salvation is nearer to us now than when we first believed. 12 (O)The night is far gone; the day is at hand. So then let us (P)cast off (Q)the works of darkness and (R)put on the armor of light. 13 (S)Let us walk properly as in the daytime, (T)not in orgies and drunkenness, not in sexual immorality and sensuality, (U)not in quarreling and jealousy. 14 But (V)put on the Lord Jesus Christ, and make no provision for the flesh, (W)to gratify its desires.
