Be Subject to Government

13 Every [a](A)person is to be in (B)subjection to the governing authorities. For (C)there is no authority except [b]from God, and those which exist have been appointed by God. Therefore [c]whoever resists that authority has opposed the ordinance of God; and they who have opposed will receive condemnation upon themselves. For (D)rulers are not a cause of fear for [d]good behavior, but for evil. Do you want to have no fear of that authority? Do what is good, and you will have praise from the same; for it is a minister of God to you for good. But if you do what is evil, be afraid; for it does not bear the sword in vain, for it is a minister of God, an (E)avenger who brings wrath on the one who practices evil. Therefore it is necessary to be in subjection, not only because of that wrath, but also because of (F)conscience. For because of this you also pay taxes, for rulers are servants of God, devoting themselves to this very thing. (G)Render to all what is due them: (H)tax to whom tax is due; (I)custom to whom custom; fear to whom fear; honor to whom honor.

Owe nothing to anyone except to love one another; for (J)he who loves [e]his neighbor has fulfilled the law. For this, “(K)You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet,” and if there is any other commandment, it is summed up in this word, “(L)You shall love your neighbor as yourself.” 10 Love does not work evil against a neighbor; therefore (M)love is the fulfillment of the Law.

11 And do this, knowing the time, that it is (N)already the hour for you to (O)awaken from sleep; for now [f]salvation is nearer to us than when we believed. 12 (P)The night is almost gone, and (Q)the day is at hand. Therefore let us lay aside (R)the deeds of darkness and put on (S)the armor of light. 13 Let us (T)walk properly as in the day, (U)not in carousing and drunkenness, not in sexual promiscuity and sensuality, not in strife and jealousy. 14 But (V)put on the Lord Jesus Christ, and make no provision for the flesh (W)in regard to its lusts.

Governments Are Established by God

13 Everyone must submit to the governing authorities. For no authority exists except by God, and the authorities that do exist have been established by God. Therefore the one who rebels against the authority is opposing God’s institution, and those who oppose will bring judgment on themselves.

For rulers are not a terror to good conduct, but to evil. Would you like to have no fear of the one in authority? Do what is good, and you will receive praise from him, because he is God’s servant for your benefit. But if you do wrong, be afraid, because he does not carry the sword without reason. He is God’s servant, a punisher to bring wrath on the wrongdoer. Therefore it is necessary to submit, not only because of wrath, but also because of conscience.

For this reason you also pay taxes, because the authorities are God’s ministers, who are employed to do this very thing. Pay what you owe to all of them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, and honor to whom honor is owed.

Love One Another

Do not owe anyone anything except to love one another, for the one who loves another has fulfilled the law. For the commandments—do not commit adultery, do not murder, do not steal,[a] do not covet[b] (and if there is any other commandment)—are summed up in this statement: “Love your neighbor as yourself.”[c] 10 Love does no harm to a neighbor, so love is the fulfillment of the law.

The End of the World Is Approaching

11 And do this since you understand the present time. It is already the hour for you to wake up from sleep, because our salvation is nearer now than when we first believed. 12 The night is almost over, and the day is drawing near. So let us put away the deeds of darkness and put on the weapons of light. 13 Let us walk decently as in the daytime, not in carousing and drunkenness, not in sexual sin and wild living, not in strife and jealousy. 14 Instead, clothe yourselves with the Lord Jesus Christ, and do not give any thought to satisfying the desires of your sinful flesh.

Submit to Government

Put on Christ

(M)Therefore let us cast off the works of darkness, and (N)let us put on the armor of light. 13 (O)Let us walk [c]properly, as in the day, (P)not in revelry and drunkenness, (Q)not in lewdness and lust, (R)not in strife and envy. 14 But (S)put on the Lord Jesus Christ, and (T)make no provision for the flesh, to fulfill its lusts.
