Romans 13

13 Let every person be loyally subject to the governing (civil) authorities. For there is no authority except from God [by His permission, His sanction], and those that exist do so by God’s appointment.(A)
2 Therefore he who resists and sets himself up against the authorities resists what God has appointed and arranged [in divine order]. And those who resist will bring down judgment upon themselves [receiving the penalty due them].
3 For civil authorities are not a terror to [people of] good conduct, but to [those of] bad behavior. Would you have no dread of him who is in authority? Then do what is right and you will receive his approval and commendation.
4 For he is God’s servant for your good. But if you do wrong, [you should dread him and] be afraid, for he does not bear and wear the sword for nothing. He is God’s servant to execute His wrath (punishment, vengeance) on the wrongdoer.
5 Therefore one must be subject, not only to avoid God’s wrath and escape punishment, but also as a matter of principle and for the sake of conscience.
6 For this same reason you pay taxes, for [the civil authorities] are official servants under God, devoting themselves to attending to this very service.
7 Render to all men their dues. [Pay] taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, and honor to whom honor is due.
8 Keep out of debt and owe no man anything, except to love one another; for he who loves his neighbor [who practices loving others] has fulfilled the Law [relating to one’s fellowmen, meeting all its requirements].
9 The commandments, You shall not commit adultery, You shall not kill, You shall not steal, You shall not covet (have an evil desire), and any other commandment, are summed up in the single command, You shall love your neighbor as [you do] yourself.(B)
10 Love does no wrong to one’s neighbor [it never hurts anybody]. Therefore love meets all the requirements and is the fulfilling of the Law.
11 Besides this you know what [a critical] hour this is, how it is high time now for you to wake up out of your sleep (rouse to reality). For salvation (final deliverance) is nearer to us now than when we first believed (adhered to, trusted in, and relied on Christ, the Messiah).
12 The night is far gone and the day is almost here. Let us then drop (fling away) the works and deeds of darkness and put on the [full] armor of light.
13 Let us live and conduct ourselves honorably and becomingly as in the [open light of] day, not in reveling (carousing) and drunkenness, not in immorality and debauchery (sensuality and licentiousness), not in quarreling and jealousy.
14 But clothe yourself with the Lord Jesus Christ (the Messiah), and make no provision for [indulging] the flesh [put a stop to thinking about the evil cravings of your physical nature] to [gratify its] desires (lusts).

8 Owe no one anything except to love one another, for (H)he who loves another has fulfilled the law. 9 For the commandments, (I)“You shall not commit adultery,” “You shall not murder,” “You shall not steal,” [b]“You shall not bear false witness,” “You shall not covet,” and if there is any other commandment, are all summed up in this saying, namely, (J)“You shall love your neighbor as yourself.” 10 Love does no harm to a neighbor; therefore (K)love is the fulfillment of the law.
Put on Christ
11 And do this, knowing the time, that now it is high time (L)to awake out of sleep; for now our salvation is nearer than when we first believed. 12 The night is far spent, the day is at hand. (M)Therefore let us cast off the works of darkness, and (N)let us put on the armor of light. 13 (O)Let us walk [c]properly, as in the day, (P)not in revelry and drunkenness, (Q)not in lewdness and lust, (R)not in strife and envy. 14 But (S)put on the Lord Jesus Christ, and (T)make no provision for the flesh, to fulfill its lusts.

Fulfilling the Law Through Love

The divine purpose, and limited role, of ruling authorities
13 Every person must be subject to the ruling authorities. There is no authority, you see, except from God, and those that exist have been put in place by God. 2 As a result, anyone who rebels against authority is resisting what God has set up, and those who resist will bring judgment on themselves. 3 For rulers hold no terrors for people who do good, but only for people who do evil.
If you want to have no fear of the ruling power, do what is good, and it will praise you. 4 It is God’s servant, you see, for you and your good. But if you do evil, be afraid; the sword it carries is no empty gesture. It is God’s servant, you see: an agent of justice to bring his anger on evildoers. 5 That is why it is necessary to submit, not only to avoid punishment but because of conscience.
6 That, too, is why you pay taxes. The officials in question are God’s ministers, attending to this very thing. 7 So pay each of them what is owed: tribute to those who collect it, revenue to those who collect it. Respect those who should be respected. Honor the people one ought to honor.
Love, the law and the coming day
8 Don’t owe anything to anyone, except the debt of mutual love. If you love your neighbor, you see, you have fulfilled the law. 9 Commandments like “don’t commit adultery, don’t kill, don’t steal, don’t covet”—and any other commandment—are summed up in this: “Love your neighbor as yourself.” 10 Love does no wrong to its neighbor; so love is the fulfillment of the law.
11 This is all the more important because you know what time it is. The hour has come for you to wake up from sleep. Our salvation, you see, is nearer now than it was when first we came to faith. 12 The night is nearly over, the day is almost here. So let’s put off the works of darkness, and put on the armor of light. 13 Let’s behave appropriately, as in the daytime: not in wild parties and drunkenness, not in orgies and shameless immorality, not in bad temper and jealousy. 14 Instead, put on the Lord Jesus, the Messiah, and don’t make any allowance for the flesh and its lusts.
