Romans 13:3-5
New International Version
3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.(A) 4 For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.(B) 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.(C)

3 For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? (A)Do what is good, and you will have praise from the same. 4 For he is God’s minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God’s minister, an avenger to execute wrath on him who practices evil. 5 Therefore (B)you must be subject, not only because of wrath (C)but also for conscience’ sake.

3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you (A)will receive his approval, 4 for (B)he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, (C)an avenger who carries out God's wrath on the wrongdoer. 5 Therefore one must be in subjection, not only to avoid God's wrath but also (D)for the sake of conscience.
