25 as He also says in Hosea:

(A)I will call those who were not My people, ‘My people,’
And her who was not beloved, ‘beloved.’”
26 (B)And it shall be that in the place where it was said to them, ‘you are not My people,’
There they shall be called sons of (C)the living God.”

27 Isaiah cries out concerning Israel, “(D)Though the number of the sons of Israel may be (E)like the sand of the sea, only (F)the remnant will be saved; 28 (G)for the Lord will execute His word on the earth, [a]thoroughly and [b]quickly.” 29 And just as Isaiah foretold:

(H)If (I)the Lord [c]of armies had not left us [d](J)descendants,
(K)We would have become like Sodom, and would have [e]been like Gomorrah.”

30 (L)What shall we say then? That Gentiles, who did not pursue righteousness, attained righteousness, but (M)the righteousness that is [f]by faith; 31 however, Israel, (N)pursuing a law of righteousness, did not (O)arrive at that law. 32 Why? Because they did not pursue it [g]by faith, but as though they could [h]by works. They stumbled over (P)the stumbling stone, 33 just as it is written:

(Q)Behold, I am laying in Zion (R)a stone of stumbling and a rock of offense,
(S)And the one who believes in Him (T)will not be [i]put to shame.”

The Word of Faith Brings Salvation

10 Brothers and sisters, my heart’s desire and my prayer to God for them is for their salvation. For I testify about them that they have (U)a zeal for God, but not in accordance with knowledge. For not knowing about (V)God’s righteousness and (W)seeking to establish their own, they did not subject themselves to the righteousness of God. For (X)Christ is the [j]end of the Law for righteousness to (Y)everyone who believes.

For Moses writes of the righteousness that is [k]based on the Law, that the person who performs [l]them (Z)will live by [m]them. But (AA)the righteousness [n]based on faith speaks as follows: “(AB)Do not say in your heart, ‘Who will go up into heaven?’ (that is, to bring Christ down), or ‘Who will descend into the (AC)abyss?’ (that is, to (AD)bring Christ up from the dead).” But what does it say? “(AE)The word is near you, in your mouth and in your heart”—that is, the word of faith which we are preaching, [o]that (AF)if you confess with your mouth Jesus as Lord, and (AG)believe in your heart that (AH)God raised Him from the dead, you will be saved; 10 for with the heart a person believes, [p]resulting in righteousness, and with the mouth he confesses, [q]resulting in salvation. 11 For the Scripture says, “(AI)Whoever believes in Him will not be [r]put to shame.” 12 For (AJ)there is no distinction between Jew and Greek; for the same Lord is (AK)Lord of (AL)all, abounding in riches for all who call on Him; 13 for “(AM)Everyone who calls on the name of the Lord will be saved.”

25 Concerning the Gentiles, God says in the prophecy of Hosea,

“Those who were not my people,
    I will now call my people.
And I will love those
    whom I did not love before.”[a]

26 And,

“Then, at the place where they were told,
    ‘You are not my people,’
there they will be called
    ‘children of the living God.’”[b]

27 And concerning Israel, Isaiah the prophet cried out,

“Though the people of Israel are as numerous as the sand of the seashore,
    only a remnant will be saved.
28 For the Lord will carry out his sentence upon the earth
    quickly and with finality.”[c]

29 And Isaiah said the same thing in another place:

“If the Lord of Heaven’s Armies
    had not spared a few of our children,
we would have been wiped out like Sodom,
    destroyed like Gomorrah.”[d]

Israel’s Unbelief

30 What does all this mean? Even though the Gentiles were not trying to follow God’s standards, they were made right with God. And it was by faith that this took place. 31 But the people of Israel, who tried so hard to get right with God by keeping the law, never succeeded. 32 Why not? Because they were trying to get right with God by keeping the law[e] instead of by trusting in him. They stumbled over the great rock in their path. 33 God warned them of this in the Scriptures when he said,

“I am placing a stone in Jerusalem[f] that makes people stumble,
    a rock that makes them fall.
But anyone who trusts in him
    will never be disgraced.”[g]

10 Dear brothers and sisters,[h] the longing of my heart and my prayer to God is for the people of Israel to be saved. I know what enthusiasm they have for God, but it is misdirected zeal. For they don’t understand God’s way of making people right with himself. Refusing to accept God’s way, they cling to their own way of getting right with God by trying to keep the law. For Christ has already accomplished the purpose for which the law was given.[i] As a result, all who believe in him are made right with God.

Salvation Is for Everyone

For Moses writes that the law’s way of making a person right with God requires obedience to all of its commands.[j] But faith’s way of getting right with God says, “Don’t say in your heart, ‘Who will go up to heaven?’ (to bring Christ down to earth). And don’t say, ‘Who will go down to the place of the dead?’ (to bring Christ back to life again).” In fact, it says,

“The message is very close at hand;
    it is on your lips and in your heart.”[k]

And that message is the very message about faith that we preach: If you openly declare that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved. 10 For it is by believing in your heart that you are made right with God, and it is by openly declaring your faith that you are saved. 11 As the Scriptures tell us, “Anyone who trusts in him will never be disgraced.”[l] 12 Jew and Gentile[m] are the same in this respect. They have the same Lord, who gives generously to all who call on him. 13 For “Everyone who calls on the name of the Lord will be saved.”[n]
