For the magistrates are not a terror unto those who do good, but to the doer of evil. Is thy desire therefore to not fear the power? do that which is good, and thou shalt have praise of the same;

for he is a minister of God for thy good. But if thou do that which is evil, be afraid; for he does not bear the sword in vain, for he is a minister of God, a revenger to execute wrath upon him that does evil.

Therefore it is necessary that ye be subject, not only for punishment, but also for conscience sake.

For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.(A) For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.(B) Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.(C)
