¹⁸ So you see, God chooses to show mercy to some, and he chooses to harden the hearts of others so they refuse to listen.

²⁰ For the Lord hardened their hearts and caused them to fight the Israelites. So they were completely destroyed without mercy, as the Lord had commanded Moses.

¹⁵ For God said to Moses,

¹⁶ So it is God who decides to show mercy. We can neither choose it nor work for it.

²¹ And the Lord told Moses, “When you arrive back in Egypt, go to Pharaoh and perform all the miracles I have empowered you to do. But I will harden his heart so he will refuse to let the people go.

¹⁰ He will use every kind of evil deception to fool those on their way to destruction, because they refuse to love and accept the truth that would save them. ¹¹ So God will cause them to be greatly deceived, and they will believe these lies. ¹² Then they will be condemned for enjoying evil rather than believing the truth.

⁷ So this is the situation: Most of the people of Israel have not found the favor of God they are looking for so earnestly. A few have—the ones God has chosen—but the hearts of the rest were hardened. ⁸ As the Scriptures say,

³⁰ “But King Sihon of Heshbon refused to allow us to pass through, because the Lord your God made Sihon stubborn and defiant so he could help you defeat him, as he has now done.

²⁰ God’s law was given so that all people could see how sinful they were. But as people sinned more and more, God’s wonderful grace became more abundant. ²¹ So just as sin ruled over all people and brought them to death, now God’s wonderful grace rules instead, giving us right standing with God and resulting in eternal life through Jesus Christ our Lord.

²⁴ So God abandoned them to do whatever shameful things their hearts desired. As a result, they did vile and degrading things with each other’s bodies. ²⁵ They traded the truth about God for a lie. So they worshiped and served the things God created instead of the Creator himself, who is worthy of eternal praise! Amen. ²⁶ That is why God abandoned them to their shameful desires. Even the women turned against the natural way to have sex and instead indulged in sex with each other. ²⁷ And the men, instead of having normal sexual relations with women, burned with lust for each other. Men did shameful things with other men, and as a result of this sin, they suffered within themselves the penalty they deserved.

²⁸ Since they thought it foolish to acknowledge God, he abandoned them to their foolish thinking and let them do things that should never be done.

²⁸ So I want you to know that this salvation from God has also been offered to the Gentiles, and they will accept it.”^[b]
