15 As soon as they arrived, they prayed for these new believers to receive the Holy Spirit. 16 The Holy Spirit had not yet come upon any of them, for they had only been baptized in the name of the Lord Jesus. 17 Then Peter and John laid their hands upon these believers, and they received the Holy Spirit.

18 When Simon saw that the Spirit was given when the apostles laid their hands on people, he offered them money to buy this power. 19 “Let me have this power, too,” he exclaimed, “so that when I lay my hands on people, they will receive the Holy Spirit!”

All glory to him, both now and forever! Amen.

That is why the Scriptures say,

“When he ascended to the heights,
he led a crowd of captives
and gave gifts to his people.”[a]

Notice that it says “he ascended.” This clearly means that Christ also descended to our lowly world.[b] 10 And the same one who descended is the one who ascended higher than all the heavens, so that he might fill the entire universe with himself.

11 Now these are the gifts Christ gave to the church: the apostles, the prophets, the evangelists, and the pastors and teachers. 12 Their responsibility is to equip God’s people to do his work and build up the church, the body of Christ.

Let me ask you this one question: Did you receive the Holy Spirit by obeying the law of Moses? Of course not! You received the Spirit because you believed the message you heard about Christ. How foolish can you be? After starting your new lives in the Spirit, why are you now trying to become perfect by your own human effort? Have you experienced[a] so much for nothing? Surely it was not in vain, was it?

I ask you again, does God give you the Holy Spirit and work miracles among you because you obey the law? Of course not! It is because you believe the message you heard about Christ.
