Ang mga Lunsod para sa mga Levita

35 Sinabi(A) ni Yahweh kay Moises nang sila'y nasa kapatagan ng Moab, sa may Jordan sa Jerico, “Sabihin mo sa mga Israelita na bigyan nila ng sariling mga lunsod at mga pastulan ang mga Levita. Ang mga lunsod na iyon ay magiging pag-aari ng mga Levita at doon sila maninirahan. Ang mga pastulang iyon ay para sa kanilang mga bakahan at kawan. Ang sukat ng pastulang ibibigay ninyo sa kanila ay 450 metro mula sa pader ng lunsod, 450 metro sa silangan, 450 sa timog, 450 sa kanluran, at 450 sa hilaga. Bigyan rin ninyo sila ng anim na lunsod-kanlungan na takbuhan ng mga nakapatay nang hindi sinasadya. Sinabi(C) ni Yahweh kay Moises, 10 “Sabihin mo sa mga Israelita: Pagtawid ninyo ng Ilog Jordan patungong Canaan, 11 pumili kayo ng mga lunsod-kanlungan na matatakbuhan ng sinumang makapatay nang di sinasadya. 12 Doon siya magtatago habang nililitis pa ang kanyang kaso upang huwag mapatay ng malapit na kamag-anak na gustong maghiganti. 13 Pumili kayo ng anim na lunsod-kanlungan; 14 tatlo sa silangan ng Jordan at tatlo sa Canaan. 15 Ang mga lunsod na ito'y maaaring pagtaguan ng sinumang makapatay nang di sinasadya, maging siya'y Israelita o isang dayuhan.

16-18 “Ang sinumang pumatay ng kapwa sa pamamagitan ng sandatang bakal, bato o kahoy ay nagkasala ng pagpaslang. Siya ay dapat patayin. 19 Tungkulin ng pinakamalapit na kamag-anak ng napatay na patayin ang pumaslang, kapag nakita niya ito.

20 “Papatayin din ang sinuman na dahil sa galit ay nakapatay sa pamamagitan ng panunulak, o pagpukol ng anuman, 21 o sa pamamagitan ng suntok, sapagkat siya'y nagkasala ng pagpaslang. Siya ay dapat patayin. Tungkulin ng pinakamalapit na kamag-anak ng napatay na patayin ang pumaslang, kapag nakita niya ito.

22 “Ngunit ang sinumang nakapatay nang hindi sinasadya, maging sa pamamagitan ng tulak, o pukol ng anumang bagay; 23 o kaya'y naghagis ng bato at may natamaang di niya nakikita, at hindi naman niya kaaway, 24 ang taong iyon ay hindi dapat ipaubaya ng sambayanan sa mga kamag-anak ng namatay upang paghigantihan ng mga ito. 25 Siya ay pangangalagaan ng sambayanan sa kamag-anak na gustong maghiganti; ibabalik siya sa lunsod-kanlungan at mananatili roon habang nabubuhay ang kasalukuyang pinakapunong pari. 26 Kapag ang nakapatay ay lumabas ng lunsod-kanlungan 27 at napatay siya ng pinakamalapit na kamag-anak ng napatay niya, ito'y walang pananagutan sa batas. 28 Ang nakapatay ay dapat manatili sa pinagtataguan niyang lunsod-kanlungan habang nabubuhay ang nanunungkulang pinakapunong pari. Pagkamatay nito, maaari nang umuwi ang nakapatay sa kanyang sariling bayan. 29 Ang mga tuntuning ito ay para sa inyo at sa lahat ng inyong mga salinlahi saanman kayo manirahan.

30 “Sinumang(D) pumatay ng kapwa ay papatayin din batay sa patotoo ng dalawa o higit pang saksi; walang papatayin dahil sa patotoo ng iisang saksi lang. 31 Sinumang pumatay nang sinasadya ay hindi maaaring tubusin ng salapi; dapat siyang patayin. 32 Sinumang nakapatay nang hindi sinasadya at nagtago sa isang lunsod-kanlungan ay hindi maaaring payagang umalis agad doon sa pamamagitan ng pagbabayad. Kailangang manatili siya roon habang nabubuhay pa ang nanunungkulang pinakapunong pari. 33 Kapag ginawa ninyo ito, dinudungisan ninyo ng dugo ang lupaing inyong tinitirhan. Ang dugo ng pagpaslang ay nagpaparumi sa lupa, at walang ibang makapagpapalinis nito kundi ang dugo ng pumaslang. 34 Huwag ninyong dungisan ang lupaing inyong tinitirhan, sapagkat akong si Yahweh ay naninirahang kasama ng sambayanang Israel.”

Cities for the Levites

35 And the Lord spoke to Moses in (A)the plains of Moab by the Jordan across from Jericho, saying: (B)“Command the children of Israel that they give the Levites cities to dwell in from the inheritance of their possession, and you shall also give the Levites (C)common-land around the cities. They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.

“Now among the cities which you will give to the Levites you shall appoint (D)six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. So all the cities you will give to the Levites shall be (E)forty-eight; these you shall give with their common-land. And the cities which you will give shall be (F)from the possession of the children of Israel; (G)from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”

Cities of Refuge(H)

Then the Lord spoke to Moses, saying, 10 “Speak to the children of Israel, and say to them: (I)‘When you cross the Jordan into the land of Canaan, 11 then (J)you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12 (K)They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13 And of the cities which you give, you shall have (L)six cities of refuge. 14 (M)You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15 These six cities shall be for refuge for the children of Israel, (N)for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.

16 (O)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (P)The[a] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (Q)If he pushes him out of hatred or, (R)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.

22 ‘However, if he pushes him suddenly (S)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (T)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (U)he shall remain there until the death of the high priest (V)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [b]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.

29 ‘And these things shall be (W)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (X)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (Y)defiles the land, and no [c]atonement can be made for the land, for the blood that is shed on it, except (Z)by the blood of him who shed it. 34 Therefore (AA)do not defile the land which you inhabit, in the midst of which I dwell; for (AB)I the Lord dwell among the children of Israel.’ ”

Towns for the Levites

35 On the plains of Moab by the Jordan across from Jericho,(A) the Lord said to Moses, “Command the Israelites to give the Levites towns to live in(B) from the inheritance the Israelites will possess. And give them pasturelands(C) around the towns. Then they will have towns to live in and pasturelands for the cattle they own and all their other animals.(D)

“The pasturelands around the towns that you give the Levites will extend a thousand cubits[a] from the town wall. Outside the town, measure two thousand cubits[b](E) on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the center. They will have this area as pastureland for the towns.(F)

Cities of Refuge(G)

“Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee.(H) In addition, give them forty-two other towns. In all you must give the Levites forty-eight towns, together with their pasturelands. The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”(I)

Then the Lord said to Moses: 10 “Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan,(J) 11 select some towns to be your cities of refuge, to which a person who has killed someone(K) accidentally(L) may flee. 12 They will be places of refuge from the avenger,(M) so that anyone accused of murder(N) may not die before they stand trial before the assembly.(O) 13 These six towns you give will be your cities of refuge.(P) 14 Give three on this side of the Jordan and three in Canaan as cities of refuge. 15 These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.

16 “‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death.(Q) 17 Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18 Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19 The avenger of blood(R) shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death.(S) 20 If anyone with malice aforethought shoves another or throws something at them intentionally(T) so that they die 21 or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death;(U) that person is a murderer. The avenger of blood(V) shall put the murderer to death when they meet.

22 “‘But if without enmity someone suddenly pushes another or throws something at them unintentionally(W) 23 or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24 the assembly(X) must judge between the accused and the avenger of blood according to these regulations. 25 The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest,(Y) who was anointed(Z) with the holy oil.(AA)

26 “‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27 and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28 The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.

29 “‘This is to have the force of law(AB) for you throughout the generations to come,(AC) wherever you live.(AD)

30 “‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness.(AE)

31 “‘Do not accept a ransom(AF) for the life of a murderer, who deserves to die. They are to be put to death.

32 “‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.

33 “‘Do not pollute the land where you are. Bloodshed pollutes the land,(AG) and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34 Do not defile the land(AH) where you live and where I dwell,(AI) for I, the Lord, dwell among the Israelites.’”
