35 And the Lord spake unto Moses in the plains of Moab by Jordan near Jericho, saying,

Command the children of Israel, that they give unto the Levites of the inheritance of their possession cities to dwell in; and ye shall give also unto the Levites suburbs for the cities round about them.

And the cities shall they have to dwell in; and the suburbs of them shall be for their cattle, and for their goods, and for all their beasts.

And the suburbs of the cities, which ye shall give unto the Levites, shall reach from the wall of the city and outward a thousand cubits round about.

And ye shall measure from without the city on the east side two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits; and the city shall be in the midst: this shall be to them the suburbs of the cities.

And among the cities which ye shall give unto the Levites there shall be six cities for refuge, which ye shall appoint for the manslayer, that he may flee thither: and to them ye shall add forty and two cities.

So all the cities which ye shall give to the Levites shall be forty and eight cities: them shall ye give with their suburbs.

And the cities which ye shall give shall be of the possession of the children of Israel: from them that have many ye shall give many; but from them that have few ye shall give few: every one shall give of his cities unto the Levites according to his inheritance which he inheriteth.

And the Lord spake unto Moses, saying,

10 Speak unto the children of Israel, and say unto them, When ye be come over Jordan into the land of Canaan;

11 Then ye shall appoint you cities to be cities of refuge for you; that the slayer may flee thither, which killeth any person at unawares.

12 And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.

13 And of these cities which ye shall give six cities shall ye have for refuge.

14 Ye shall give three cities on this side Jordan, and three cities shall ye give in the land of Canaan, which shall be cities of refuge.

15 These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.

16 And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.

17 And if he smite him with throwing a stone, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

18 Or if he smite him with an hand weapon of wood, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

19 The revenger of blood himself shall slay the murderer: when he meeteth him, he shall slay him.

20 But if he thrust him of hatred, or hurl at him by laying of wait, that he die;

21 Or in enmity smite him with his hand, that he die: he that smote him shall surely be put to death; for he is a murderer: the revenger of blood shall slay the murderer, when he meeteth him.

22 But if he thrust him suddenly without enmity, or have cast upon him any thing without laying of wait,

23 Or with any stone, wherewith a man may die, seeing him not, and cast it upon him, that he die, and was not his enemy, neither sought his harm:

24 Then the congregation shall judge between the slayer and the revenger of blood according to these judgments:

25 And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.

26 But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled;

27 And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood:

28 Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.

29 So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.

30 Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.

31 Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.

32 And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

33 So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.

34 Defile not therefore the land which ye shall inhabit, wherein I dwell: for I the Lord dwell among the children of Israel.

Cetăţile leviţilor

35 Domnul a vorbit lui Moise în câmpia Moabului, lângă Iordan, în faţa Ierihonului, şi a zis: „Porunceşte(A) copiilor lui Israel să dea leviţilor din moştenirea pe care o vor avea, nişte cetăţi în care să poată locui. Să mai daţi leviţilor şi un loc gol împrejurul acestor cetăţi. Cetăţile să fie ale lor, ca să locuiască în ele, iar locurile goale să fie pentru vitele lor, pentru averile lor şi pentru toate dobitoacele lor. Locurile goale din jurul cetăţilor pe care le veţi da leviţilor să aibă, începând de la zidul cetăţii în afară, o mie de coţi de jur împrejur. Să măsuraţi afară din cetate două mii de coţi în partea de răsărit, două mii de coţi în partea de miazăzi, două mii de coţi în partea de apus şi două mii de coţi în partea de miazănoapte, aşa încât cetatea să fie la mijloc. Acestea să fie locurile goale din jurul cetăţilor lor. Dintre cetăţile pe care le veţi da leviţilor, şase(B) să fie cetăţi de scăpare, unde va putea să fugă ucigaşul şi afară de acestea, să le mai daţi alte patruzeci şi două de cetăţi. Toate cetăţile pe care le veţi da leviţilor să fie patruzeci şi opt(C) de cetăţi, împreună cu locurile lor goale. Cetăţile pe care le veţi da din(D) moşiile copiilor lui Israel să fie date mai multe de(E) cei ce au mai multe şi mai puţine de cei ce au mai puţine; fiecare să dea leviţilor din cetăţile lui după moştenirea pe care o va avea.”

Cetăţile de scăpare

Domnul a vorbit lui Moise şi a zis: 10 „Vorbeşte copiilor lui Israel şi spune-le: ‘Când(F) veţi trece Iordanul şi veţi intra în ţara Canaanului, 11 să vă(G) alegeţi nişte cetăţi care să vă fie cetăţi de scăpare, unde să poată scăpa ucigaşul care va omorî pe cineva fără voie. 12 Aceste(H) cetăţi să vă slujească drept cetăţi de scăpare împotriva răzbunătorului sângelui, pentru ca ucigaşul să nu fie omorât înainte de a se înfăţişa în faţa adunării ca să fie judecat. 13 Din cetăţile pe care le veţi da, şase(I) să vă fie cetăţi de scăpare. 14 Să daţi trei cetăţi dincoace(J) de Iordan şi trei cetăţi în ţara Canaanului: acestea să vă fie cetăţi de scăpare. 15 Aceste şase cetăţi să fie cetăţi de scăpare pentru copiii lui Israel, pentru străin(K) şi pentru cel ce locuieşte în mijlocul vostru: acolo va putea să scape orice om care va ucide pe cineva fără voie. 16 Dacă(L) un om loveşte pe aproapele său cu o unealtă de fier şi acesta moare, este un ucigaş: ucigaşul să fie pedepsit cu moartea. 17 Dacă-l loveşte cu o piatră pe care o ţine în mână, de care poate muri, şi moare, este un ucigaş: ucigaşul să fie pedepsit cu moartea. 18 Dacă-l loveşte cu vreo unealtă de lemn pe care o ţine în mână, de care poate muri, şi moare, este un ucigaş; ucigaşul să fie pedepsit cu moartea. 19 Răzbunătorul(M) sângelui să omoare pe ucigaş; când îl va întâlni, să-l omoare. 20 Dacă(N) un om împinge pe aproapele său din ură sau dacă-l pândeşte(O) şi aruncă ceva asupra lui şi moare, 21 sau dacă-l loveşte cu mâna(P) din vrăjmăşie şi moare, cel ce l-a lovit să fie pedepsit cu moartea; este un ucigaş: răzbunătorul sângelui să omoare pe ucigaş când îl va întâlni. 22 Dar dacă un om împinge pe aproapele lui fără veste, şi nu din vrăjmăşie, sau dacă aruncă ceva asupra lui fără să-l fi pândit, 23 sau dacă aruncă asupra lui din nebăgare de seamă o piatră care-i poate pricinui moartea şi moare, fără să-l urască şi fără să caute să-i facă rău, 24 iată legile după care va judeca adunarea(Q) între cel ce l-a lovit şi răzbunătorul sângelui: 25 Adunarea va izbăvi pe ucigaş din mâna răzbunătorului sângelui şi-l va face să se întoarcă în cetatea de scăpare unde fugise. Să locuiască acolo(R) până la moartea marelui preot care este uns(S) cu untdelemn sfânt. 26 Dacă ucigaşul iese din hotarul cetăţii de scăpare unde fugise 27 şi dacă răzbunătorul sângelui îl întâlneşte afară din hotarul cetăţii de scăpare şi ucide pe ucigaş, nu va fi vinovat de omor. 28 Căci ucigaşul trebuia să locuiască în cetatea lui de scăpare până la moartea marelui preot, şi, după moartea marelui preot, putea să se întoarcă la moşia lui. 29 Iată poruncile(T) de drept pentru voi şi pentru urmaşii voştri, în toate locurile în care veţi locui.

Pedeapsa pentru omor

30 Dacă un om omoară pe cineva, ucigaşul să fie omorât pe(U) mărturia martorilor. Un singur martor nu va fi de ajuns ca să fie osândit cineva la moarte. 31 Să nu primiţi răscumpărare pentru viaţa unui ucigaş vinovat de moarte, ci să fie pedepsit cu moartea. 32 Să nu primiţi răscumpărare pentru cel ce trebuie să fugă în cetatea lui de scăpare, ca să se întoarcă să locuiască în ţară până la moartea preotului. 33 Să nu(V) pângăriţi ţara unde veţi fi, căci sângele celui nevinovat pângăreşte ţara; şi ispăşirea sângelui vărsat în ţară nu se va putea face decât prin sângele(W) celui ce-l va vărsa. 34 (X) nu pângăriţi deci ţara în care veţi merge să locuiţi şi în mijlocul căreia voi locui şi Eu, căci Eu(Y) sunt Domnul, care locuieşte în mijlocul copiilor lui Israel’.”

Cities for the Levites

35 And the Lord spoke to Moses in (A)the plains of Moab by the Jordan across from Jericho, saying: (B)“Command the children of Israel that they give the Levites cities to dwell in from the inheritance of their possession, and you shall also give the Levites (C)common-land around the cities. They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.

“Now among the cities which you will give to the Levites you shall appoint (D)six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. So all the cities you will give to the Levites shall be (E)forty-eight; these you shall give with their common-land. And the cities which you will give shall be (F)from the possession of the children of Israel; (G)from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”

Cities of Refuge(H)

Then the Lord spoke to Moses, saying, 10 “Speak to the children of Israel, and say to them: (I)‘When you cross the Jordan into the land of Canaan, 11 then (J)you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12 (K)They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13 And of the cities which you give, you shall have (L)six cities of refuge. 14 (M)You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15 These six cities shall be for refuge for the children of Israel, (N)for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.

16 (O)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (P)The[a] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (Q)If he pushes him out of hatred or, (R)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.

22 ‘However, if he pushes him suddenly (S)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (T)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (U)he shall remain there until the death of the high priest (V)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [b]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.

29 ‘And these things shall be (W)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (X)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (Y)defiles the land, and no [c]atonement can be made for the land, for the blood that is shed on it, except (Z)by the blood of him who shed it. 34 Therefore (AA)do not defile the land which you inhabit, in the midst of which I dwell; for (AB)I the Lord dwell among the children of Israel.’ ”

Cities for the Levites

16 (L)“But if he struck him down with an iron object, so that he died, he is a murderer. The murderer shall be put to death. 17 And if he struck him down with a stone tool that could cause death, and he died, he is a murderer. 22 “But if he pushed him suddenly without enmity, or hurled anything on him (P)without lying in wait 23 or used a stone that could cause death, and without seeing him dropped it on him, so that he died, though he was not his enemy and did not seek his harm, 24 then (Q)the congregation shall judge between the manslayer and (R)the avenger of blood, in accordance with these rules. 25 And the congregation shall rescue the manslayer from the hand of the avenger of blood, and the congregation shall restore him to his city of refuge to which he had fled, and he shall live in it (S)until the death of the high priest (T)who was anointed with the holy oil. 26 But if the manslayer shall at any time go beyond the boundaries of his city of refuge to which he fled, 27 and (U)the avenger of blood finds him outside the boundaries of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of blood. 28 For he must remain in his city of refuge (V)until the death of the high priest, but after the death of the high priest the manslayer may return to the land of his possession. 29 And these things shall be for (W)a statute and rule for you throughout your generations in all your dwelling places.

30 “If anyone kills a person, the murderer shall be put to death on the (X)evidence of witnesses. But no person shall be put to death on the testimony of one witness. 31 Moreover, you shall accept no ransom for the life of a murderer, who is guilty of death, but he shall be put to death. 32 And you shall accept no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the high priest. 33 You shall not (Y)pollute the land in which you live, for blood (Z)pollutes the land, and no atonement can be made for the land for the blood that is shed in it, except (AA)by the blood of the one who shed it. 34 (AB)You shall not defile the land in which you live, in the midst of which I dwell, (AC)for I the Lord dwell in the midst of the people of Israel.”
