Cities for the Levites

35 And the Lord spoke to Moses in (A)the plains of Moab by the Jordan across from Jericho, saying: (B)“Command the children of Israel that they give the Levites cities to dwell in from the inheritance of their possession, and you shall also give the Levites (C)common-land around the cities. They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.

“Now among the cities which you will give to the Levites you shall appoint (D)six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. So all the cities you will give to the Levites shall be (E)forty-eight; these you shall give with their common-land. And the cities which you will give shall be (F)from the possession of the children of Israel; (G)from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”

Cities of Refuge(H)

Then the Lord spoke to Moses, saying, 10 “Speak to the children of Israel, and say to them: (I)‘When you cross the Jordan into the land of Canaan, 11 then (J)you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12 (K)They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13 And of the cities which you give, you shall have (L)six cities of refuge. 14 (M)You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15 These six cities shall be for refuge for the children of Israel, (N)for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.

16 (O)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (P)The[a] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (Q)If he pushes him out of hatred or, (R)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.

22 ‘However, if he pushes him suddenly (S)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (T)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (U)he shall remain there until the death of the high priest (V)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [b]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.

29 ‘And these things shall be (W)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (X)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (Y)defiles the land, and no [c]atonement can be made for the land, for the blood that is shed on it, except (Z)by the blood of him who shed it. 34 Therefore (AA)do not defile the land which you inhabit, in the midst of which I dwell; for (AB)I the Lord dwell among the children of Israel.’ ”

And as for the cities that you shall give (E)from the possession of the people of Israel, (F)from the larger tribes you shall take many, and from the smaller tribes you shall take few; each, in proportion to the inheritance that it inherits, shall give of its cities to the Levites.”

Cities of Refuge

16 (L)“But if he struck him down with an iron object, so that he died, he is a murderer. The murderer shall be put to death. 17 And if he struck him down with a stone tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. 18 Or if he struck him down with a wooden tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. 19 (M)The avenger of blood shall himself put the murderer to death; when he meets him, he shall put him to death. 20 And if he pushed him out of hatred or hurled something at him, (N)lying in wait, so that he died, 21 or in enmity struck him down with his hand, so that he died, then he who struck the blow shall be put to death. He is a murderer. (O)The avenger of blood shall put the murderer to death when he meets him.

22 “But if he pushed him suddenly without enmity, or hurled anything on him (P)without lying in wait 23 or used a stone that could cause death, and without seeing him dropped it on him, so that he died, though he was not his enemy and did not seek his harm, 24 then (Q)the congregation shall judge between the manslayer and (R)the avenger of blood, in accordance with these rules. 25 And the congregation shall rescue the manslayer from the hand of the avenger of blood, and the congregation shall restore him to his city of refuge to which he had fled, and he shall live in it (S)until the death of the high priest (T)who was anointed with the holy oil. 26 But if the manslayer shall at any time go beyond the boundaries of his city of refuge to which he fled, 27 and (U)the avenger of blood finds him outside the boundaries of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of blood. 28 For he must remain in his city of refuge (V)until the death of the high priest, but after the death of the high priest the manslayer may return to the land of his possession. 29 And these things shall be for (W)a statute and rule for you throughout your generations in all your dwelling places.

30 “If anyone kills a person, the murderer shall be put to death on the (X)evidence of witnesses. But no person shall be put to death on the testimony of one witness. 31 Moreover, you shall accept no ransom for the life of a murderer, who is guilty of death, but he shall be put to death. 32 And you shall accept no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the high priest. 33 You shall not (Y)pollute the land in which you live, for blood (Z)pollutes the land, and no atonement can be made for the land for the blood that is shed in it, except (AA)by the blood of the one who shed it. 34 (AB)You shall not defile the land in which you live, in the midst of which I dwell, (AC)for I the Lord dwell in the midst of the people of Israel.”

35 L’Eternel parla à Moïse, dans les steppes de Moab, sur la rive du Jourdain en face de Jéricho, en disant : Ordonne aux Israélites de donner aux lévites sur la part de propriété qu’ils recevront, des villes où ils pourront s’établir avec des pâturages autour d’elles[a]. Ces villes leur serviront de résidence ; et ils disposeront des terres alentour pour leur bétail, leurs biens et tous leurs animaux. Les terrains attenant aux villes que vous donnerez aux lévites s’étendront sur une distance de cinq cents mètres tout autour, à partir du mur de la ville. Vous délimiterez donc, à l’extérieur de la ville, un carré de mille mètres[b] de côté au milieu duquel se situera la ville. Tels seront les territoires autour de leurs villes. Vous donnerez aux lévites les six villes de refuge que vous aurez désignées pour que des meurtriers involontaires puissent s’y réfugier ainsi que quarante-deux autres villes, vous leur céderez donc en tout quarante-huit villes, chacune avec ses terres avoisinantes. Vous prendrez ces villes sur les patrimoines fonciers des Israélites, en en prenant davantage des tribus qui ont reçu un plus grand nombre de villes, et moins de celles qui en ont moins ; chaque tribu cédera de ses villes aux lévites en proportion du territoire qu’elle aura reçu.

Les villes de refuge

L’Eternel parla encore à Moïse, et lui dit : 10 Dis aux Israélites : Vous allez traverser le Jourdain pour entrer dans le pays de Canaan, 11 et vous vous choisirez des villes qui vous serviront de cités de refuge où pourront se réfugier les auteurs d’homicides involontaires[c]. 12 Ces villes vous serviront d’asile pour protéger le meurtrier de l’homme chargé de punir le crime[d], afin qu’un meurtrier ne soit pas mis à mort avant d’avoir comparu devant la communauté pour être jugé. 13 Vous désignerez six villes de refuge : 14 trois villes au-delà du Jourdain, et trois autres dans le pays de Canaan. Elles serviront de refuge 15 aux Israélites, à l’immigré et au résident qui demeurera au milieu de vous ; quiconque aura tué quelqu’un involontairement pourra s’y réfugier.

16 S’il a frappé avec un objet en fer et causé la mort, c’est un meurtrier ; il sera puni de mort. 17-18 Il en sera de même s’il était armé d’une pierre ou d’un instrument en bois capable de causer la mort. 19 L’homme chargé de punir le crime le mettra à mort dès qu’il le trouvera. 20-21 S’il lui a lancé un projectile avec préméditation ou s’il l’a frappé du poing avec inimitié, et qu’il a causé sa mort, c’est un meurtrier : l’homme chargé de punir le crime le mettra à mort dès qu’il le trouvera.

22 Mais s’il l’a bousculé par accident et non par inimitié, ou lui a lancé un projectile sans mauvaise intention, 23 ou s’il a fait tomber sur lui une pierre sans l’avoir vu, et qu’il a causé sa mort sans avoir d’intention hostile à son égard et sans avoir cherché à lui faire de mal, 24 la communauté prononcera un jugement selon ces règles entre l’auteur de la mort et l’homme chargé de punir le crime. 25 Elle délivrera le meurtrier de l’homme chargé de punir le crime et le fera retourner dans la ville de refuge où il s’était réfugié.

Il devra y rester jusqu’à la mort du grand-prêtre qui a été oint d’huile sainte. 26 Mais s’il quitte l’enceinte de la ville de refuge où il s’est retiré, 27 et si l’homme chargé de punir le crime le rencontre à l’extérieur du territoire de sa ville de refuge et le tue, cet homme ne sera pas coupable de crime. 28 Car le meurtrier doit demeurer dans sa ville de refuge jusqu’à la mort du grand-prêtre ; après cela il pourra retourner sur les terres qui lui appartiennent.

29 Ces ordonnances auront pour vous force de loi, pour toutes les générations, partout où vous habiterez. 30 Toutes les fois qu’un meurtre aura été commis, c’est seulement sur la déposition de plusieurs témoins que le meurtrier sera mis à mort. La déclaration d’un seul témoin n’est pas suffisante pour prononcer une condamnation à la peine capitale[e].

31 D’autre part, vous n’accepterez pas de rançon en échange de la vie d’un meurtrier qui a été reconnu coupable d’un crime méritant la mort ; il doit être mis à mort. 32 Vous n’en accepterez pas non plus pour que le meurtrier qui s’est retiré dans sa ville de refuge puisse retourner habiter chez lui avant la mort du prêtre. 33 Ne profanez pas le pays où vous vous trouvez : en effet, le sang versé profane le pays ; car, pour le pays, il n’y a pas d’expiation pour le sang qui y a été versé sinon par le sang de celui qui l’a répandu. 34 Vous ne rendrez pas impur le pays où vous demeurerez et dans lequel j’habiterai, car je suis l’Eternel, qui habite au milieu des Israélites.

24 Then the congregation shall judge between the slayer and the revenger of blood according to these judgments:

25 And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.

26 But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled;

27 And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood:

28 Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.

29 So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.

30 Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.

31 Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.

32 And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

33 So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.

34 Defile not therefore the land which ye shall inhabit, wherein I dwell: for I the Lord dwell among the children of Israel.
