35 And the Lord spoke these things also to Moses in the plains of Moab by the Jordan, over against Jericho:
2 Command the children of Israel that they give to the Levites out of their possessions,
3 Cities to dwell in, and their suburbs round about: that they may abide in the towns, and the suburbs may be for their cattle and beasts:
4 Which suburbs shall reach from the walls of the cities outward, a thousand paces on every side:
5 Toward the east shall be two thousand cubits: and toward the south in like manner shall be two thousand cubits: toward the sea also, which looketh to the west, shall be the same extent: and the north side shall be bounded with the like limits. And the cities shall be in the midst, and the suburbs without.
6 And among the cities, which you shall give to the Levites, six shall be separated for refuge to fugitives, that he who hath shed blood may flee to them: and besides these there shall be other forty-two cities,
7 That is, in all forty-eight with their suburbs.
8 And of these cities which shall be given out of the possessions of the children of Israel, from them that have more, more shall be taken: and from them that have less, fewer. Each shall give towns to the Levites according to the extent of their inheritance.
9 The Lord said to Moses:
10 Speak to the children of Israel, and thou shalt say to them: When you shall have passed over the Jordan into the land of Chanaan,
11 Determine what cities shall be for the refuge of fugitives, who have shed blood against their will.
12 And when the fugitive shall be in them, the kinsman of him that is slain may not have power to kill him, until he stand before the multitude, and his cause be judged.
13 And of those cities, that are separated for the refuge of fugitives,
14 Three shall be beyond the Jordan, and three in the land of Chanaan,
15 As well for the children of Israel as for strangers and sojourners, that he may flee to them, who hath shed blood against his will.
16 If any man strike with iron, and he die that was struck: he shall be guilty of murder, and he himself shall die.
17 If he throw a stone, and he that is struck die: he shall be punished in the same manner.
18 If he that is struck with wood die: he shall be revenged by the blood of him that struck him.
19 The kinsman of him that was slain, shall kill the murderer: as soon as he apprehendeth him, he shall kill him.
20 If through hatred any one push a man, or fling any thing at him with ill design:
21 Or being his enemy, strike; him with his hand, and he die: the striker shall be guilty of murder: the kinsman of him that was slain as soon as he findeth him, shall kill him.
22 But if by chance medley, and without hatred,
23 And enmity, he do any of these things,
24 And this be proved in the hearing of the people, and the cause be debated between him that struck, and the next of kin:
25 The innocent shall be delivered from the hand of the revenger, and shall be brought back by sentence into the city, to which he had fled, and he shall abide there until the death of the high priest, that is anointed with the holy oil.
26 If the murderer be found without the limits of the cities that are appointed for the banished,
27 And be struck by him that is the avenger of blood: he shall not be guilty that killed him.
28 For the fugitive ought to have stayed in the city until the death of the high priest: and after he is dead, then shall the manslayer return to his own country.
29 These things shall be perpetual, and for an ordinance in all your dwellings.
30 The murderer shall be punished by witnesses: none shall be condemned upon the evidence of one man.
31 You shall not take money of him that is guilty of blood, but he shall die forthwith.
32 The banished and fugitives before the death of the high priest may by no means return into their own cities.
33 Defile not the land of your habitation, which is stained with the blood of the innocent: neither can it otherwise be expiated, but by his blood that hath shed the blood of another.
34 And thus shall your possession he cleansed, myself abiding with you. For I am the Lord that dwell among the children of Israel.

35 Und der Herr redete zu Mose in der Ebene der Moabiter, am Jordan, Jericho gegenüber, und sprach: 2 Gebiete den Kindern Israel, daß sie von ihren Erbgütern den Leviten Städte geben, wo sie wohnen mögen; dazu sollt ihr den Leviten auch die Weideplätze um die Städte hergeben; 3 damit sie in den Städten wohnen und in den Weideplätzen ihr Vieh, ihre Fahrhabe und allerlei Tiere haben können.
4 Die Weideplätze der Städte aber, die sie den Leviten geben, sollen sich von der Stadtmauer nach außen hin eintausend Ellen weit ringsum erstrecken. 5 So sollt ihr nun messen außen vor der Stadt an der Seite gegen Morgen zweitausend Ellen und an der Seite gegen Mittag zweitausend Ellen und an der Seite gegen Abend zweitausend Ellen und an der Seite gegen Mitternacht zweitausend Ellen, so daß die Stadt in der Mitte sei. Das sollen ihre Weideplätze sein.
6 Und unter den Städten, die ihr den Leviten geben werdet, sollen die sechs Freistädte sein, die ihr ihnen zu geben habt, damit der Totschläger dorthin fliehe; dazu sollt ihr ihnen noch zweiundvierzig Städte geben, 7 so daß [die Zahl] aller Städte, die ihr samt ihren Weideplätzen den Leviten gebet, achtundvierzig betrage. 8 Und betreffend die Städte, die ihr vom Erbbesitz der Kinder Israel geben werdet, sollt ihr von einem großen [Stamm] viele nehmen, und von einem kleineren wenige; ein jeder soll gemäß dem ihm zugeteilten Erbteil den Leviten von seinen Städten geben.
Die sechs Freistädte
9 Und der Herr redete zu Mose und sprach: 10 Sage den Kindern Israel und sprich zu ihnen: Wenn ihr über den Jordan in das Land Kanaan kommt, sollt ihr Städte verordnen, 11 die euch als Freistädte dienen, daß ein Totschläger, der eine Seele aus Versehen erschlägt, dorthin fliehe. 12 Und es sollen diese Städte euch als Freistatt dienen vor dem Bluträcher, damit der Totschläger nicht sterben müsse, bis er vor der Gemeinde vor Gericht gestanden hat. 13 Und unter den Städten, die ihr geben werdet, sollen euch sechs als Freistädte dienen. 14 Drei Städte sollt ihr diesseits des Jordans geben und drei sollt ihr im Lande Kanaan geben; das sollen Freistädte sein. 15 Diese sechs Städte sollen sowohl den Kindern Israel als auch den Fremdlingen und Beisassen unter euch als Freistatt dienen, daß dahin fliehe, wer eine Seele aus Versehen erschlagen hat.
16 Schlägt er ihn mit einem eisernen Werkzeug, so daß er stirbt, so ist er ein Totschläger, und ein solcher Totschläger soll unbedingt sterben. 17 Wirft er nach ihm mit einem handlichen Stein, mit dem jemand getötet werden kann, so daß er stirbt, so ist er ein Totschläger, und ein solcher Totschläger soll unbedingt sterben. 18 Schlägt er ihn mit einem hölzernen Werkzeug, womit man jemand totschlagen kann, so daß er stirbt, so ist er ein Totschläger, und ein solcher Totschläger soll unbedingt sterben.
Die Blutrache
19 Der Bluträcher soll den Totschläger töten; wenn er ihn antrifft, so soll er ihn töten. 20 Stößt einer den andern aus Haß, oder wirft er etwas auf ihn mit Vorsatz, so daß er stirbt, 21 oder schlägt er ihn aus Feindschaft mit seiner Hand, so daß er stirbt, so soll der, welcher ihn geschlagen hat, unbedingt sterben, denn er ist ein Totschläger. Der Bluträcher soll ihn töten, wenn er ihn antrifft.
22 Wenn er ihn aber von ungefähr, nicht aus Feindschaft stößt oder irgend etwas ohne Vorsatz auf ihn wirft, 23 oder wenn er irgend einen Stein, davon man sterben kann, auf ihn wirft, so daß er stirbt, und hat es nicht gesehen und ist nicht sein Feind, hat ihm auch nicht übel gewollt, 24 so soll die Gemeinde zwischen dem, der geschlagen hat, und dem Bluträcher nach diesen Rechten entscheiden. 25 Und die Gemeinde soll den Totschläger aus der Hand des Bluträchers erretten und ihn wieder zu seiner Freistatt führen, dahin er geflohen war; und er soll daselbst bleiben, bis der Hohepriester, den man mit dem heiligen Öl gesalbt hat, stirbt.
26 Würde aber der Totschläger aus dem Gebiet seiner Freistatt, dahin er geflohen ist, hinausgehen, 27 und der Bluträcher ihn außerhalb der Marke seiner Freistatt finden und ihn totschlagen, so würde er des Blutes nicht schuldig sein; 28 denn jener sollte bis zum Tode des Hohenpriesters in seiner Freistatt geblieben sein und erst nach dem Tode des Hohenpriesters wieder zum Lande seines Erbteils kommen.
29 Diese Rechtssatzung gilt für alle eure Geschlechter an allen euren Wohnorten.
30 Wer eine Seele erschlägt, den soll man töten, nach Aussage der Zeugen; ein einziger Zeuge aber genügt nicht zur Hinrichtung eines Menschen.
31 Und ihr sollt kein Lösegeld annehmen für die Seele des Totschlägers, welcher des Todes schuldig ist, sondern er soll unbedingt sterben. 32 Ihr sollt auch kein Lösegeld von dem annehmen, der zu seiner Freistatt geflohen ist und zurückkehrt, um im Lande zu wohnen, bevor der Priester gestorben ist. 33 Entweihet das Land nicht, darin ihr wohnt! Denn das Blut entweiht das Land; und das Land kann von dem Blut, das darin vergossen worden ist, durch nichts [anderes] gesühnt werden, als durch das Blut dessen, der es vergossen hat. 34 So verunreinigt nun das Land nicht, darin ihr wohnt, und darin Ich wohne! Denn Ich, der Herr, wohne unter den Kindern Israel.

Cities for the Levites
35 And the Lord spoke to Moses in (A)the plains of Moab by the Jordan across from Jericho, saying: 2 (B)“Command the children of Israel that they give the Levites cities to dwell in from the inheritance of their possession, and you shall also give the Levites (C)common-land around the cities. 3 They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. 4 The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. 5 And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.
6 “Now among the cities which you will give to the Levites you shall appoint (D)six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. 7 So all the cities you will give to the Levites shall be (E)forty-eight; these you shall give with their common-land. 8 And the cities which you will give shall be (F)from the possession of the children of Israel; (G)from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”
Cities of Refuge(H)
9 Then the Lord spoke to Moses, saying, 10 “Speak to the children of Israel, and say to them: (I)‘When you cross the Jordan into the land of Canaan, 11 then (J)you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12 (K)They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13 And of the cities which you give, you shall have (L)six cities of refuge. 14 (M)You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15 These six cities shall be for refuge for the children of Israel, (N)for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.
16 (O)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (P)The[a] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (Q)If he pushes him out of hatred or, (R)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.
22 ‘However, if he pushes him suddenly (S)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (T)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (U)he shall remain there until the death of the high priest (V)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [b]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.
29 ‘And these things shall be (W)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (X)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (Y)defiles the land, and no [c]atonement can be made for the land, for the blood that is shed on it, except (Z)by the blood of him who shed it. 34 Therefore (AA)do not defile the land which you inhabit, in the midst of which I dwell; for (AB)I the Lord dwell among the children of Israel.’ ”
