Numbers 15:14-16
English Standard Version
14 And if a stranger is sojourning with you, or anyone is living permanently among you, and he wishes to offer a food offering, with a pleasing aroma to the Lord, he shall do as you do. 15 For the assembly, (A)there shall be one statute for you and for the stranger who sojourns with you, a statute forever throughout your generations. You and the sojourner shall be alike before the Lord. 16 One law and one rule shall be for you and for the stranger who sojourns with you.”

14 If an alien dwells among you, or whoever is in your midst throughout your generations,[a] and prepares an offering made by fire, a fragrance of appeasement for Yahweh, he should do as you do. 15 For the assembly, there will be one decree for you and for the alien who dwells among you; it is an eternal decree for all your generations. You as well as the alien[b] will be before Yahweh.[c] 16 There will be one law and one stipulation for you and for the alien dwelling among you.’”
