Israel’s Refusal to Enter Canaan
14 Then the whole community broke into loud cries, and the people wept that night. 2 All the Israelites complained about Moses and Aaron,(A) and the whole community told them, “If only we had died in the land of Egypt, or if only we had died in this wilderness! 3 Why is the Lord bringing us into this land to die by the sword? Our wives and little children will become plunder.(B) Wouldn’t it be better for us to go back to Egypt?”(C) 4 So they said to one another, “Let’s appoint a leader and go back to Egypt.”
5 Then Moses and Aaron fell down with their faces to the ground in front of the whole assembly of the Israelite community. 6 Joshua son of Nun and Caleb son of Jephunneh, who were among those who scouted out the land, tore their clothes 7 and said to the entire Israelite community: “The land we passed through and explored is an extremely good land.(D) 8 If the Lord is pleased with us, He will bring us into this land, a land flowing with milk and honey,(E) and give it to us. 9 Only don’t rebel against the Lord, and don’t be afraid of the people of the land, for we will devour them.(F) Their protection(G) has been removed from them, and the Lord is with us. Don’t be afraid of them!”
10 While the whole community threatened to stone them,(H) the glory of the Lord appeared to all the Israelites at the tent of meeting.
God’s Judgment of Israel’s Rebellion
11 The Lord said to Moses, “How long will these people despise Me? How long will they not trust in Me despite all the signs I have performed among them?(I) 12 I will strike them with a plague and destroy them. Then I will make you into a greater and mightier nation than they are.”(J)
13 But Moses replied to the Lord, “The Egyptians will hear about it, for by Your strength You brought up this people from them. 14 They will tell it to the inhabitants of this land.(K) They have heard that You, Lord, are among these people, how You, Lord, are seen face to face, how Your cloud stands over them, and how You go before them in a pillar of cloud by day and in a pillar of fire by night.(L) 15 If You kill this people with a single blow,[a](M) the nations that have heard of Your fame(N) will declare, 16 ‘Since the Lord wasn’t able to bring this people into the land He swore to give them,(O) He has slaughtered them in the wilderness.’(P)
17 “So now, may my Lord’s power be magnified just as You have spoken: 18 The Lord is slow to anger and rich in faithful love,(Q) forgiving wrongdoing and rebellion.(R) But He will not leave the guilty unpunished,(S) bringing the consequences of the fathers’ wrongdoing on the children to the third and fourth generation.(T) 19 Please pardon the wrongdoing of this people, in keeping with the greatness of Your faithful love,(U) just as You have forgiven them from Egypt until now.”
20 The Lord responded, “I have pardoned them as you requested. 21 Yet as surely as I live and as the whole earth is filled with the Lord’s glory,(V) 22 none of the men who have seen My glory and the signs I performed in Egypt and in the wilderness, and have tested Me these 10 times and did not obey Me, 23 will ever see the land I swore to give their fathers.(W) None of those who have despised Me(X) will see it. 24 But since My servant Caleb has a different spirit and has followed Me completely, I will bring him into the land where he has gone, and his descendants will inherit it.(Y) 25 Since the Amalekites and Canaanites are living in the lowlands,[b] turn back tomorrow and head for the wilderness in the direction of the Red Sea.”(Z)
26 Then the Lord spoke to Moses and Aaron: 27 “How long must I endure this evil community that keeps complaining about Me? I have heard the Israelites’ complaints that they make against Me.(AA) 28 Tell them: As surely as I live,” this is the Lord’s declaration, “I will do to you exactly as I heard you say. 29 Your corpses will fall in this wilderness—all of you who were registered in the census, the entire number of you 20 years old or more(AB)—because you have complained about Me. 30 I swear that none of you will enter the land I promised[c] to settle you in, except Caleb son of Jephunneh and Joshua son of Nun. 31 I will bring your children whom you said would become plunder(AC) into the land you rejected, and they will enjoy it.(AD) 32 But as for you, your corpses will fall in this wilderness. 33 Your children will be shepherds in the wilderness for 40 years and bear the penalty for your acts of unfaithfulness until all your corpses lie scattered in the wilderness. 34 You will bear the consequences of your sins 40 years based on the number of the 40 days that you scouted the land, a year for each day.[d](AE) You will know My displeasure.[e] 35 I, Yahweh, have spoken. I swear that I will do this to the entire evil community that has conspired against Me.(AF) They will come to an end in the wilderness, and there they will die.”(AG)
36 So the men Moses sent to scout out the land, and who returned and incited the entire community to complain about him by spreading a negative report about the land— 37 those men who spread the negative report about the land were struck down by the Lord. 38 Only Joshua son of Nun and Caleb son of Jephunneh remained alive of those men who went to scout out the land.
Israel Routed
39 When Moses reported these words to all the Israelites, the people were overcome with grief. 40 They got up early the next morning and went up the ridge of the hill country, saying, “Let’s go to the place the Lord promised, for we were wrong.”(AH)
41 But Moses responded, “Why are you going against the Lord’s command? It won’t succeed. 42 Don’t go, because the Lord is not among you and you will be defeated by your enemies. 43 The Amalekites and Canaanites are right in front of you, and you will fall by the sword. The Lord won’t be with you, since you have turned from following Him.”
44 But they dared to go up the ridge of the hill country, even though the ark of the Lord’s covenant and Moses did not leave the camp. 45 Then the Amalekites and Canaanites who lived in that part of the hill country came down, attacked them, and routed them as far as Hormah.(AI)

The People Complain Again
14 That night all the people in the camp began crying loudly. 2 All the Israelites complained against Moses and Aaron. All the people said to them, “We should have died in Egypt. Or we should have died in the desert. 3 Why is the Lord bringing us to this land? We will be killed with swords. Our wives and children will be taken away. We would be better off going back to Egypt.” 4 They said to each other, “Let’s get a leader and go back to Egypt.”
5 Then Moses and Aaron bowed facedown in front of all the Israelites gathered there. 6 Joshua son of Nun and Caleb son of Jephunneh were among those who had explored the land. They tore their clothes. 7 They said to all of the Israelites, “The land we went to explore is very good. 8 If the Lord is pleased with us, he will lead us into that land. He will give us that land where much food grows. 9 Don’t turn against the Lord! Don’t be afraid of the people in that land! We will chew them up. They have no protection, but we have the Lord. So don’t be afraid of them.”
10 Then all the people talked about killing them with stones. But the glory of the Lord appeared at the Meeting Tent to the Israelites. 11 The Lord said to Moses, “How long will these people ignore me? How long will it be before they believe me? I have done miracles among them. 12 I will give them a terrible sickness. I will destroy them. But I will make you into a great nation. It will be stronger than they are.”
13 Then Moses said to the Lord, “The Egyptians will hear about it! You brought these people from there by your great power. 14 And the Egyptians will tell this to those who live in this land. They have already heard about you, Lord. They know that you are with your people. And they know you were seen face to face. They know your cloud stays over your people. They know you lead your people with that cloud during the day and with fire at night. 15 The nations have heard about your power. If you put to death your people all at once, the nations will talk. They will say, 16 ‘The Lord was not able to bring them into the land he promised them. So he killed them in the desert.’
17 “So show your strength now, my Lord. Do what you said. You said: 18 ‘The Lord doesn’t become angry quickly. The Lord has great love. The Lord forgives sin and law breaking. He has great mercy. But the Lord does not forget to punish guilty people. When parents sin, he will also punish their children. He will punish their grandchildren, great-grandchildren and great-great-grandchildren.’ 19 Show your great love. Forgive these people’s sin. Forgive them as you have from the time they left Egypt until now.”
20 The Lord answered, “I have forgiven them as you asked. 21 But, as surely as I live, I make this promise. As surely as my glory fills the whole earth, I make this promise. 22 All these men saw my glory. They saw the miracles I did in Egypt and in the desert. But they disobeyed me and tested me 10 times. 23 So not one will see the land I promised to their ancestors. No one who angered me will see that land. 24 But my servant Caleb has a different spirit. He follows me completely. So I will bring him into the land he has already seen. And his children will own that land. 25 The Amalekites and the Canaanites are living in the valleys. So leave tomorrow and go back. Follow the desert road toward the Gulf of Aqaba.”
The Lord Punishes the People
26 The Lord said to Moses and Aaron, 27 “How long will these evil people complain about me? I have heard these Israelites’ grumbling and complaining. 28 So tell them, ‘This is what the Lord says. I heard what you said. As surely as I live, I will do those things to you. 29 You will die in this desert. Every one of you who is 20 years old or older and who was counted with the people will die. You complained against me, the Lord. 30 Not one of you will enter and live in the land I promised to you. Only Caleb son of Jephunneh and Joshua son of Nun will go in. 31 You said that your children would be taken away. But I will bring them into the land. They will enjoy what you refused. 32 As for you, you will die in this desert. 33 Your children will be shepherds here for 40 years. They will suffer because you were not loyal. They will suffer until you lie dead in the desert. 34 For 40 years you will suffer for your sins. That is a year for each of the 40 days you explored the land. You will know me as your enemy.’ 35 I, the Lord, have spoken. I will certainly do these things to all these evil people. They have come together against me. So they will all die here in this desert.”
36 The men Moses had sent to explore the land had returned. They had spread complaints among all the Israelites. They had given a bad report about the land. 37 They were responsible for the bad report. So the Lord killed them with a terrible sickness. 38 Only two of the men did not die. They were Joshua son of Nun and Caleb son of Jephunneh.
39 When Moses told these things to the Israelites, they were very sad. 40 Early the next morning they started to go toward the beginning of the mountains. They said, “We have sinned. We will go where the Lord told us.”
41 But Moses said, “Why are you disobeying the Lord’s command? You will not win! 42 Don’t go. The Lord is not with you. You will be beaten by your enemies. 43 You will run into the Amalekites and Canaanites. They will kill you with swords. You have turned away from the Lord. He will not be with you.”
44 But they were proud. They went toward the beginning of the mountains. But Moses and the Ark of the Covenant with the Lord did not leave the camp. 45 The Amalekites and the Canaanites who lived in those mountains came down. And they attacked the Israelites. They beat them back all the way to Hormah.

Grumblers Will Not Enter the Land
14 All through that night, the entire community raised up their voices. The people wept. 2 All Bnei-Yisrael grumbled against Moses and Aaron and the whole community said, “If only we had died in Egypt! If only we had died in this wilderness! 3 Why is Adonai bringing us to this land to fall by the sword? Our wives and children will be like plunder! Wouldn’t it be better for us to return to Egypt?”
4 They said to each other, “Let’s choose a leader and let’s go back to Egypt!”
5 Then Moses and Aaron fell on their faces before the entire assembly of the community of Bnei-Yisrael. 6 Joshua son of Nun and Caleb son of Jephunneh, who were among those who had explored the land, tore their clothes. 7 They said to the whole assembly of Bnei-Yisrael, “The land through which we passed is an exceptionally good land! 8 If Adonai is pleased with us, He will lead us into that land and will give it to us—a land flowing with milk and honey. 9 Only don’t rebel against Adonai, and don’t be afraid of the people of the land. They will be food for us. The protection over them is gone. Adonai is with us! Do not fear them.”
10 But the whole assembly talked about violently stoning them.
Then the glory of Adonai appeared at the Tent of Meeting to all Bnei-Yisrael. 11 Adonai said to Moses, “How long will these people treat Me contemptibly? How long will they neglect to trust in Me—in spite of all the miraculous signs I have performed among them? 12 I will strike them with the plague. I will destroy them. But you I will make into a nation greater and stronger than they!”
13 Moses said to Adonai, “The Egyptians will hear about it, because You brought up this people by Your power from among them. 14 They will tell the residents of this land about it. Already they have heard that You, Adonai, are in the midst of this people, that You, Adonai, have been seen eye to eye, that Your cloud remains over them, and that in a pillar of cloud by day and a pillar of fire by night You go before them. 15 If you kill these people all at once, the nations who have heard this report about You will say, 16 ‘Because Adonai was unable to bring this people to the land He had promised them, He has slaughtered them in the wilderness.’
17 “So please, let Adonai show His strength, just as You have spoken saying, 18 ‘Adonai is slow to anger and abundant in lovingkindness, forgiving iniquity and transgression. Still, He does not leave the guilty unpunished, bringing the iniquity of the fathers upon the children to the third and fourth generations.’ 19 Forgive now the guiltiness of this people in accordance with the greatness of Your lovingkindness, just as You have pardoned this people from Egypt until now!”
20 Adonai answered, “I have forgiven them just as you have spoken. 21 But as certainly as I live and as certainly as the glory of Adonai fills the entire earth, 22 none of the people who saw My glory and My miraculous signs I performed in Egypt and in the wilderness—yet tested Me these ten times and did not obey My Voice— 23 not one of them will see the land I promised to their forefathers. None of those who treated Me with contempt will see it! 24 However, My servant Caleb, because a different spirit is with him and he is wholeheartedly behind Me, I will bring him into the land where he went—his offspring will inherit it. 25 Now since the Amalekites and Canaanites are inhabiting the valley, turn back tomorrow and set out by the wilderness route toward the Sea of Reeds.”
26 Adonai then said to Moses and Aaron saying, 27 “How long will this wicked community be grumbling against Me? I have heard the complaints of Bnei-Yisrael grumbling against Me. 28 So tell them, ‘As surely as I live,’ says Adonai, ‘I will do to you just as I heard you say in My ears. 29 In this very wilderness your bodies will drop—every one of you 20 years of age and older who was numbered in the census and grumbled against Me. 30 Not one of you will enter the land about which I lifted My hand to make home for you—except Caleb son of Jephunneh and Joshua son of Nun.
31 “As for your children—whom you said would be like plunder—I will bring them in and they will experience the land that you spurned. 32 But your bodies will drop in this wilderness. 33 Your children will be herdsmen in the wilderness for 40 years. They will suffer because of your unfaithfulness until your corpses are consumed in the wilderness. 34 For 40 years, corresponding to the number of the 40 days you explored the land—one year for each day—you will suffer for your iniquities and know My hostility. 35 I, Adonai, have spoken and certainly will I do this to all this wicked community banding together against Me. In this wilderness they will meet their end and there they will die!”
36 Then the men whom Moses had sent to explore the land, who had returned and caused the whole community to grumble against him by spreading a bad report about the land, 37 these men, spreading the bad report about the land, died of the plague in Adonai’s presence. 38 Of those men who had gone to explore the land, only Joshua son of Nun and Caleb son of Jephunneh survived.
39 When Moses related these things to all of Bnei-Yisrael, the people mourned bitterly. 40 They rose the next morning and went up to the high mountains, saying, “Look! Let’s go up to the place which Adonai promised. For we have sinned.”
41 But Moses said, “Why are you disobeying the mouth of Adonai? That will never succeed. 42 You should not go up, because Adonai will not be among you and you will be defeated before your enemies! 43 For the Amalekites and Canaanites are there in front of you, and you will fall by the sword. Adonai will not be with you, because you turned away from following Adonai.”
44 But presumptuously they went up to the high mountain country, though neither the Ark of Adonai’s covenant nor Moses moved from within the camp. 45 The Amalekites and Canaanites living in the mountain country came down, attacked them, and beat them down all the way to Hormah.

The People Rebel
14 That night all the members of the community raised their voices and wept aloud.(A) 2 All the Israelites grumbled(B) against Moses and Aaron, and the whole assembly said to them, “If only we had died in Egypt!(C) Or in this wilderness!(D) 3 Why is the Lord bringing us to this land only to let us fall by the sword?(E) Our wives and children(F) will be taken as plunder.(G) Wouldn’t it be better for us to go back to Egypt?(H)” 4 And they said to each other, “We should choose a leader and go back to Egypt.(I)”
5 Then Moses and Aaron fell facedown(J) in front of the whole Israelite assembly(K) gathered there. 6 Joshua son of Nun(L) and Caleb son of Jephunneh, who were among those who had explored the land, tore their clothes(M) 7 and said to the entire Israelite assembly, “The land we passed through and explored is exceedingly good.(N) 8 If the Lord is pleased with us,(O) he will lead us into that land, a land flowing with milk and honey,(P) and will give it to us.(Q) 9 Only do not rebel(R) against the Lord. They have already heard(AG) that you, Lord, are with these people(AH) and that you, Lord, have been seen face to face,(AI) that your cloud stays over them,(AJ) and that you go before them in a pillar of cloud by day and a pillar of fire by night.(AK) 15 If you put all these people to death, leaving none alive, the nations who have heard this report about you will say, 16 ‘The Lord was not able to bring these people into the land he promised them on oath,(AL) so he slaughtered them in the wilderness.’(AM)
17 “Now may the Lord’s strength be displayed, just as you have declared: 18 ‘The Lord is slow to anger, abounding in love and forgiving sin and rebellion.(AN) Yet he does not leave the guilty unpunished; he punishes the children for the sin of the parents to the third and fourth generation.’(AO) 19 In accordance with your great love, forgive(AP) the sin of these people,(AQ) just as you have pardoned them from the time they left Egypt until now.”(AR)
20 The Lord replied, “I have forgiven them,(AS) as you asked. 21 Nevertheless, as surely as I live(AT) and as surely as the glory of the Lord(AU) fills the whole earth,(AV) 22 not one of those who saw my glory and the signs(AW) I performed in Egypt and in the wilderness but who disobeyed me and tested me ten times(AX)— 23 not one of them will ever see the land I promised on oath(AY) to their ancestors. No one who has treated me with contempt(AZ) will ever see it.(BA) 24 But because my servant Caleb(BB) has a different spirit and follows me wholeheartedly,(BC) I will bring him into the land he went to, and his descendants will inherit it.(BD) 25 Since the Amalekites(BE) and the Canaanites(BF) are living in the valleys, turn(BG) back tomorrow and set out toward the desert along the route to the Red Sea.[a](BH)”
26 The Lord said to Moses and Aaron: 27 “How long will this wicked community grumble against me? I have heard the complaints of these grumbling Israelites.(BI) 28 So tell them, ‘As surely as I live,(BJ) declares the Lord, I will do to you(BK) the very thing I heard you say: 29 In this wilderness your bodies will fall(BL)—every one of you twenty years old or more(BM) who was counted in the census(BN) and who has grumbled against me. 30 Not one of you will enter the land(BO) I swore with uplifted hand(BP) to make your home, except Caleb son of Jephunneh(BQ) and Joshua son of Nun.(BR) 31 As for your children that you said would be taken as plunder, I will bring them in to enjoy the land you have rejected.(BS) 32 But as for you, your bodies will fall(BT) in this wilderness. 33 Your children will be shepherds here for forty years,(BU) suffering for your unfaithfulness, until the last of your bodies lies in the wilderness. 34 For forty years(BV)—one year for each of the forty days you explored the land(BW)—you will suffer for your sins and know what it is like to have me against you.’ 35 I, the Lord, have spoken, and I will surely do these things(BX) to this whole wicked community, which has banded together against me. They will meet their end in this wilderness; here they will die.(BY)”
36 So the men Moses had sent(BZ) to explore the land, who returned and made the whole community grumble(CA) against him by spreading a bad report(CB) about it— 37 these men who were responsible for spreading the bad report(CC) about the land were struck down and died of a plague(CD) before the Lord. 38 Of the men who went to explore the land,(CE) only Joshua son of Nun and Caleb son of Jephunneh survived.(CF)
39 When Moses reported this(CG) to all the Israelites, they mourned(CH) bitterly. 40 Early the next morning they set out for the highest point in the hill country,(CI) saying, “Now we are ready to go up to the land the Lord promised. Surely we have sinned!(CJ)”
41 But Moses said, “Why are you disobeying the Lord’s command? This will not succeed!(CK) 42 Do not go up, because the Lord is not with you. You will be defeated by your enemies,(CL) 43 for the Amalekites(CM) and the Canaanites(CN) will face you there. Because you have turned away from the Lord, he will not be with you(CO) and you will fall by the sword.”
44 Nevertheless, in their presumption they went up(CP) toward the highest point in the hill country, though neither Moses nor the ark of the Lord’s covenant moved from the camp.(CQ) 45 Then the Amalekites and the Canaanites(CR) who lived in that hill country(CS) came down and attacked them and beat them down all the way to Hormah.(CT)
