29 Whether a native-born of Bnei-Yisrael or an outsider living among them, one Torah applies to you for the one sinning unintentionally.
30 “But the person who sins defiantly, whether native or outsider, reviles Adonai and that person is to be cut off from his people. 31 Because he has despised the word of Adonai and has broken His commandment, that person will certainly be cut off—his guilt will remain on him.”

New International Version
29 One and the same law applies to everyone who sins unintentionally, whether a native-born Israelite or a foreigner residing among you.(A)
30 “‘But anyone who sins defiantly,(B) whether native-born or foreigner,(C) blasphemes the Lord(D) and must be cut off from the people of Israel.(E) 31 Because they have despised(F) the Lord’s word and broken his commands,(G) they must surely be cut off; their guilt remains on them.(H)’”
