Numbers 15:29-30
Amplified Bible
29 You shall have one law for him who sins unintentionally, whether he is native-born among the Israelites or a stranger who is living among them as a resident alien. 30 But the person who does [anything wrong] [a]willfully and defiantly, whether he is native-born or a stranger, that one is blaspheming the Lord, and that person shall be cut off from among his people [excluding him from the atonement made for them].

Deuteronomy 25:2-3

2 then it shall be that if the guilty man deserves to be beaten, the judge shall make him lie down and be beaten in his presence with a [certain] number of stripes in proportion to his offense. 3 He may have him beaten forty times, but no more. He is not to be beaten with more stripes than these and he is not to be degraded [that is, treated like an animal] in your sight.

2 If the guilty person deserves to be beaten,(A) the judge shall make them lie down and have them flogged in his presence with the number of lashes the crime deserves, 3 but the judge must not impose more than forty lashes.(B) If the guilty party is flogged more than that, your fellow Israelite will be degraded in your eyes.(C)
