3 These are the leaders of the province who lived in Jerusalem, but in the towns of Judah all lived on their property in their towns: Israel, the priests, the Levites, the temple servants, and the descendants of Solomon’s servants.(B) 4 And in Jerusalem lived some of the Judahites and the Benjaminites. Of the Judahites: Athaiah son of Uzziah son of Zechariah son of Amariah son of Shephatiah son of Mahalalel, of the descendants of Perez;(C) 5 and Maaseiah son of Baruch son of Col-hozeh son of Hazaiah son of Adaiah son of Joiarib son of Zechariah son of the Shelahnite.[a] 6 All the descendants of Perez who lived in Jerusalem were four hundred sixty-eight valiant warriors.

The New Residents of Jerusalem(A)
11 Now the leaders of the people settled in Jerusalem. The rest of the people cast lots to bring one out of every ten of them to live in Jerusalem,(B) the holy city,(C) while the remaining nine were to stay in their own towns.(D) 2 The people commended all who volunteered to live in Jerusalem.
3 These are the provincial leaders who settled in Jerusalem (now some Israelites, priests, Levites, temple servants and descendants of Solomon’s servants lived in the towns of Judah, each on their own property in the various towns,(E) 4 while other people from both Judah and Benjamin(F) lived in Jerusalem):(G)
From the descendants of Judah:
Athaiah son of Uzziah, the son of Zechariah, the son of Amariah, the son of Shephatiah, the son of Mahalalel, a descendant of Perez; 5 and Maaseiah son of Baruch, the son of Kol-Hozeh, the son of Hazaiah, the son of Adaiah, the son of Joiarib, the son of Zechariah, a descendant of Shelah. 6 The descendants of Perez who lived in Jerusalem totaled 468 men of standing.
7 From the descendants of Benjamin:
Sallu son of Meshullam, the son of Joed, the son of Pedaiah, the son of Kolaiah, the son of Maaseiah, the son of Ithiel, the son of Jeshaiah, 8 and his followers, Gabbai and Sallai—928 men. 9 Joel son of Zikri was their chief officer, and Judah son of Hassenuah was over the New Quarter of the city.

Cities Allotted to the Levites
21 Then the heads of the families of the Levites came to the priest Eleazar and to Joshua son of Nun and to the heads of the families of the tribes of the Israelites;(A) 2 they said to them at Shiloh in the land of Canaan, “The Lord commanded through Moses that we be given towns to live in, along with their pasturelands for our livestock.”(B) 3 So by command of the Lord the Israelites gave to the Levites the following towns and pasturelands out of their inheritance.
4 The lot came out for the families of the Kohathites. So those Levites who were descendants of Aaron the priest received by lot thirteen towns from the tribes of Judah, Simeon, and Benjamin.(C)
5 The rest of the Kohathites received by lot ten towns from the families of the tribe of Ephraim, from the tribe of Dan, and from the half-tribe of Manasseh.(D)
6 The Gershonites received by lot thirteen towns from the families of the tribe of Issachar, from the tribe of Asher, from the tribe of Naphtali, and from the half-tribe of Manasseh in Bashan.(E)
7 The Merarites according to their families received twelve towns from the tribe of Reuben, the tribe of Gad, and the tribe of Zebulun.(F)
8 These towns and their pasturelands the Israelites gave by lot to the Levites, as the Lord had commanded through Moses.(G)
9 Out of the tribe of Judah and the tribe of Simeon they gave the following towns mentioned by name, 10 which went to the descendants of Aaron, one of the families of the Kohathites who belonged to the Levites, since the lot fell to them first. 11 They gave them Kiriath-arba (Arba being the father of Anak), that is, Hebron, in the hill country of Judah, along with the pasturelands around it.(H) 12 But the fields of the town and its villages had been given to Caleb son of Jephunneh as his holding.
13 To the descendants of Aaron the priest they gave Hebron, the city of refuge for the slayer, with its pasturelands, Libnah with its pasturelands,(I) 14 Jattir with its pasturelands, Eshtemoa with its pasturelands, 15 Holon with its pasturelands, Debir with its pasturelands,(J) 16 Ain with its pasturelands, Juttah with its pasturelands, and Beth-shemesh with its pasturelands—nine towns out of these two tribes.(K) 17 Out of the tribe of Benjamin: Gibeon with its pasturelands, Geba with its pasturelands, 18 Anathoth with its pasturelands, and Almon with its pasturelands—four towns.(L) 19 The towns of the descendants of Aaron, the priests, were thirteen in all, with their pasturelands.
20 As to the rest of the Kohathites belonging to the Kohathite families of the Levites, the towns allotted to them were out of the tribe of Ephraim. 21 To them were given Shechem, the city of refuge for the slayer, with its pasturelands in the hill country of Ephraim, Gezer with its pasturelands,(M) 22 Kibzaim with its pasturelands, and Beth-horon with its pasturelands—four towns. 23 Out of the tribe of Dan: Elteke with its pasturelands, Gibbethon with its pasturelands, 24 Aijalon with its pasturelands, Gath-rimmon with its pasturelands—four towns. 25 Out of the half-tribe of Manasseh: Taanach with its pasturelands, and Gath-rimmon with its pasturelands—two towns. 26 The towns of the families of the rest of the Kohathites were ten in all, with their pasturelands.
27 To the Gershonites, one of the families of the Levites, were given out of the half-tribe of Manasseh, Golan in Bashan with its pasturelands, the city of refuge for the slayer, and Beeshterah with its pasturelands—two towns.(N) 28 Out of the tribe of Issachar: Kishion with its pasturelands, Daberath with its pasturelands, 29 Jarmuth with its pasturelands, En-gannim with its pasturelands—four towns. 30 Out of the tribe of Asher: Mishal with its pasturelands, Abdon with its pasturelands, 31 Helkath with its pasturelands, and Rehob with its pasturelands—four towns. 32 Out of the tribe of Naphtali: Kedesh in Galilee with its pasturelands, the city of refuge for the slayer, Hammoth-dor with its pasturelands, and Kartan with its pasturelands—three towns.(O) 33 The towns of the several families of the Gershonites were in all thirteen, with their pasturelands.
34 To the rest of the Levites—the Merarite families—were given out of the tribe of Zebulun: Jokneam with its pasturelands, Kartah with its pasturelands,(P) 35 Dimnah with its pasturelands, Nahalal with its pasturelands—four towns. 36 Out of the tribe of Reuben: Bezer with its pasturelands, Jahzah with its pasturelands,(Q) 37 Kedemoth with its pasturelands, and Mephaath with its pasturelands—four towns. 38 Out of the tribe of Gad: Ramoth in Gilead with its pasturelands, the city of refuge for the slayer, Mahanaim with its pasturelands, 39 Heshbon with its pasturelands, Jazer with its pasturelands—four towns in all. 40 As for the towns of the several Merarite families, that is, the remainder of the families of the Levites, those allotted to them were twelve in all.
41 The towns of the Levites within the holdings of the Israelites were in all forty-eight towns with their pasturelands.(R) 42 Each of these towns had its pasturelands around it; so it was with all these towns.
43 Thus the Lord gave to Israel all the land that he swore to their ancestors that he would give them, and having taken possession of it, they settled there.(S) 44 And the Lord gave them rest on every side, just as he had sworn to their ancestors; not one of all their enemies had withstood them, for the Lord had given all their enemies into their hands.(T) 45 Not one of all the good promises that the Lord had made to the house of Israel had failed; all came to pass.(U)

Towns for the Levites(A)
21 Now the family heads of the Levites approached Eleazar the priest, Joshua son of Nun, and the heads of the other tribal families of Israel(B) 2 at Shiloh(C) in Canaan and said to them, “The Lord commanded through Moses that you give us towns(D) to live in, with pasturelands for our livestock.”(E) 3 So, as the Lord had commanded, the Israelites gave the Levites the following towns and pasturelands out of their own inheritance:
4 The first lot came out for the Kohathites,(F) according to their clans. 9 From the tribes of Judah and Simeon they allotted the following towns by name 10 (these towns were assigned to the descendants of Aaron who were from the Kohathite clans of the Levites, because the first lot fell to them):
11 They gave them Kiriath Arba(O) (that is, Hebron(P)), with its surrounding pastureland, in the hill country of Judah. (Arba was the forefather of Anak.) 12 But the fields and villages around the city they had given to Caleb son of Jephunneh as his possession.(Q)

34 The Merarite clans (the rest of the Levites) were given:

36 from the tribe of Reuben,
38 from the tribe of Gad,
Ramoth(BI) in Gilead(BJ) (a city of refuge for one accused of murder), Mahanaim,(BK) 39 Heshbon and Jazer,(BL) together with their pasturelands—four towns in all.
40 The total number of towns allotted to the Merarite clans, who were the rest of the Levites, came to twelve.(BM)
41 The towns of the Levites in the territory held by the Israelites were forty-eight in all, together with their pasturelands.(BN) 42 Each of these towns had pasturelands surrounding it; this was true for all these towns.
43 So the Lord gave Israel all the land he had sworn to give their ancestors,(BO) and they took possession(BP) of it and settled there.(BQ) 44 The Lord gave them rest(BR) on every side, just as he had sworn to their ancestors. Balaam’s Third Oracle
24 Now Balaam saw that it pleased the Lord to bless Israel, so he did not go, as at other times, to look for omens but set his face toward the wilderness.(A) 2 Balaam looked up and saw Israel camping tribe by tribe. Then the spirit of God came upon him,(B) 3 and he uttered his oracle, saying,
“The oracle of Balaam son of Beor,
the oracle of the man whose eye is clear,[a](C)
4 the oracle of one who hears the words of God,
who sees the vision of the Almighty,[b]
who falls down but with eyes uncovered:(D)
5 How fair are your tents, O Jacob,
your encampments, O Israel!
6 Like palm groves that stretch far away,
like gardens beside a river,
like aloes that the Lord has planted,
like cedar trees beside the waters.(E)
7 Water shall flow from his buckets,
and his seed shall have abundant water;
his king shall be higher than Agag,
and his kingdom shall be exalted.(F)
8 God, who brings him out of Egypt,
is like the horns of a wild ox for him;
he shall devour the nations that are his foes
and break their bones.
He shall strike with his arrows.[c](G)
9 He crouched; he lay down like a lion

10 Then Balak’s anger was kindled against Balaam, and he struck his hands together. Balak said to Balaam, “I summoned you to curse my enemies, but instead you have blessed them these three times. 11 Now be off with you! Go home! I said, ‘I will reward you richly,’ but the Lord has denied you any reward.”(I) 12 And Balaam said to Balak, “Did I not speak to your messengers whom you sent to me, saying, 13 ‘If Balak should give me his house full of silver and gold, I would not be able to go beyond the word of the Lord, to do either good or bad of my own will; what the Lord says, that is what I will say’?(J) 14 So now, I am going to my people; let me advise you what this people will do to your people in days to come.”(K)
Balaam’s Fourth Oracle
15 So he uttered his oracle, saying,
“The oracle of Balaam son of Beor,
the oracle of the man whose eye is clear,[d]
16 the oracle of one who hears the words of God
and knows the knowledge of the Most High,[e]
who sees the vision of the Almighty,[f]
who falls down but with eyes uncovered:
17 I see him but not now;
I behold him but not near—
a star shall come out of Jacob,
and a scepter shall rise out of Israel;
it shall crush the foreheads[g] of Moab
and the heads[h] of all the Shethites.(L)
18 Edom will become a possession,
Seir a possession of its enemies,
while Israel does valiantly.(M)
19 One out of Jacob shall rule
and destroy the survivors of Ir.”(N)
20 Then he looked on Amalek and uttered his oracle, saying,
“First among the nations was Amalek,
but its end is to perish forever.”(O)
21 Then he looked on the Kenite and uttered his oracle, saying,
“Enduring is your dwelling place,
and your nest is set in the rock,
22 yet Kain is destined for burning.
How long shall Asshur take you away captive?”
23 Again he uttered his oracle, saying,

24 But ships shall come from Kittim
and shall afflict Asshur and Eber,

Balaam’s Fourth Message
15 Then he spoke his message:
“The prophecy of Balaam son of Beor,
the prophecy of one whose eye sees clearly,
16 the prophecy of one who hears the words(AD) of God,
who has knowledge from the Most High,(AE)
who sees a vision from the Almighty,
who falls prostrate, and whose eyes are opened:

20 Then Balaam saw Amalek(AP) and spoke his message:
“Amalek was first among the nations,
but their end will be utter destruction.”(AQ)
Balaam’s Sixth Message
21 Then he saw the Kenites(AR) and spoke his message:
“Your dwelling place is secure,(AS)
your nest is set in a rock;
22 yet you Kenites will be destroyed
when Ashur(AT) takes you captive.”
Balaam’s Seventh Message
23 Then he spoke his message:
“Alas! Who can live when God does this?[e]
24 Ships will come from the shores of Cyprus;(AU)
they will subdue Ashur(AV) and Eber,(AW)
but they too will come to ruin.(AX)”
25 Then Balaam(AY) got up and returned home, and Balak went his own way.

6 So he returned to Balak,[a] who was standing beside his burnt offerings with all the officials of Moab. 7 Then Balaam[b] uttered his oracle, saying,
“Balak has brought me from Aram,
the king of Moab from the eastern mountains:
‘Come, curse Jacob for me.
Come, denounce Israel!’(A)
8 How can I curse whom God has not cursed?
How can I denounce those whom the Lord has not denounced?(B)
9 For from the top of the crags I see him;
from the hills I behold him.
Here is a people living alone
and not reckoning itself among the nations!(C)
10 Who can count the dust of Jacob
or number the dust cloud[c] of Israel?
Let me die the death of the upright,
and let my end be like his!”(D)
11 Then Balak said to Balaam, “What have you done to me? I brought you to curse my enemies, but now you have done nothing but bless them.”(E) 12 He answered, “Must I not take care to say what the Lord puts into my mouth?”(F)
Balaam’s Second Oracle
13 So Balak said to him, “Come with me to another place from which you may see them; you shall see only part of them and shall not see them all; then curse them for me from there.” 14 So he took him to the field of Zophim, to the top of Pisgah. He built seven altars and offered a bull and a ram on each altar.(G) 15 Balaam[d] said to Balak, “Stand here beside your burnt offerings, while I meet the Lord over there.” 16 The Lord met Balaam, put a word into his mouth, and said, “Return to Balak, and this is what you shall say.”(H) 17 When he came to him, he was standing beside his burnt offerings with the officials of Moab. Balak said to him, “What has the Lord said?” 18 Then Balaam[e] uttered his oracle, saying,
“Rise, Balak, and hear;
listen to me, O son of Zippor:
19 God is not a human being, that he should lie,
or a mortal, that he should change his mind.
Has he promised, and will he not do it?
Has he spoken, and will he not fulfill it?(I)
20 See, I received a command to bless;
he has blessed, and I cannot revoke it.(J)
21 He has not beheld misfortune in Jacob,
nor has he seen trouble in Israel.
The Lord their God is with them,
acclaimed as a king among them.(K)
22 God, who brings them out of Egypt,
is like the horns of a wild ox for them.(L)
23 Surely there is no enchantment against Jacob,
no divination against Israel;
now it shall be said of Jacob and Israel,
‘See what God has done!’

“Balak brought me from Aram,(D)

‘Come,’ he said, ‘curse Jacob for me;
come, denounce Israel.’(F)
8 How can I curse
those whom God has not cursed?(G)
How can I denounce
those whom the Lord has not denounced?(H)
9 From the rocky peaks I see them,
from the heights I view them.(I)
I see a people who live apart
and do not consider themselves one of the nations.(J)
10 Who can count the dust of Jacob(K)
or number even a fourth of Israel?
Let me die the death of the righteous,(L)
and may my final end be like theirs!(M)”
11 Balak said to Balaam, “What have you done to me? I brought you to curse my enemies,(N) but you have done nothing but bless them!”(O)
12 He answered, “Must I not speak what the Lord puts in my mouth?”(P)
Balaam’s Second Message
13 Then Balak said to him, “Come with me to another place(Q) where you can see them; you will not see them all but only the outskirts of their camp.(R) And from there, curse them for me.(S)” 14 So he took him to the field of Zophim on the top of Pisgah,(T) and there he built seven altars and offered a bull and a ram on each altar.(U)
15 Balaam said to Balak, “Stay here beside your offering while I meet with him over there.”
16 The Lord met with Balaam and put a word in his mouth(V) and said, “Go back to Balak and give him this word.”
17 So he went to him and found him standing beside his offering, with the Moabite officials.(W) Balak asked him, “What did the Lord say?”
18 Then he spoke his message:(X)
“Arise, Balak, and listen;
hear me, son of Zippor.(Y)
19 God is not human,(Z) that he should lie,(AA)
not a human being, that he should change his mind.(AB)
Does he speak and then not act?
Does he promise(AC) and not fulfill?
20 I have received a command to bless;(AD)
he has blessed,(AE) and I cannot change it.(AF)
21 “No misfortune is seen in Jacob,(AG)
no misery observed[a] in Israel.(AH)
The Lord their God is with them;(AI)
the shout of the King(AJ) is among them.
22 God brought them out of Egypt;(AK)
they have the strength of a wild ox.(AL)
23 There is no divination against[b] Jacob,
no evil omens(AM) against[c] Israel.
It will now be said of Jacob
and of Israel, ‘See what God has done!’

5 Moreover, you shall offer one-fourth of a hin of wine as a drink offering with the burnt offering or the sacrifice, for each lamb.(A) 6 For a ram, you shall offer a grain offering, two-tenths of an ephah of choice flour mixed with one-third of a hin of oil,(B) 7 and as a drink offering you shall offer one-third of a hin of wine, a pleasing odor to the Lord. 8 When you offer a bull as a burnt offering or a sacrifice, to fulfill a vow or as an offering of well-being to the Lord,(C) 9 then you shall present with the bull a grain offering, three-tenths of an ephah of choice flour, mixed with half a hin of oil,(D) 10 and you shall present as a drink offering half a hin of wine, as an offering by fire,[a] a pleasing odor to the Lord.
11 “Thus it shall be done for each ox or ram or for each of the male lambs or the kids. 12 According to the number that you offer, so you shall do with each and every one. 13 Every native Israelite shall do these things in this way, in presenting an offering by fire,[b] a pleasing odor to the Lord. 14 An alien who lives with you or who takes up permanent residence among you and wishes to offer an offering by fire,[c] a pleasing odor to the Lord, shall do as you do. 15 As for the assembly, there shall be for both you and the resident alien a single statute, a perpetual statute throughout your generations; you and the alien shall be alike before the Lord.(E) 16 You and the alien who resides with you shall have the same law and the same ordinance.”
17 The Lord spoke to Moses, saying, 18 “Speak to the Israelites and say to them: After you come into the land to which I am bringing you,(F) 19 whenever you eat of the bread of the land you shall present a donation to the Lord.(G) 20 From your first batch of dough you shall present a loaf as a donation; you shall present it just as you present a donation from the threshing floor.(H) 21 Throughout your generations you shall give to the Lord a donation from the first of your batch of dough.
22 “But if you unintentionally fail to observe all these commandments that the Lord has spoken to Moses(I)— 23 everything that the Lord has commanded you by Moses, from the day the Lord gave commandment and thereafter, throughout your generations—

8 “‘When you prepare a young bull(K) as a burnt offering or sacrifice, for a special vow(L) or a fellowship offering(M) to the Lord, 9 bring with the bull a grain offering(N) of three-tenths of an ephah[c](O) of the finest flour mixed with half a hin[d] of olive oil, 10 and also bring half a hin of wine(P) as a drink offering.(Q) This will be a food offering, an aroma pleasing to the Lord.(R) 11 Each bull or ram, each lamb or young goat, is to be prepared in this manner. 12 Do this for each one, for as many as you prepare.(S)
13 “‘Everyone who is native-born(T) must do these things in this way when they present a food offering as an aroma pleasing to the Lord.(U) 14 For the generations to come,(V) whenever a foreigner(W) or anyone else living among you presents a food(X) offering(Y) as an aroma pleasing to the Lord, they must do exactly as you do. 15 The community is to have the same rules for you and for the foreigner residing among you; this is a lasting ordinance for the generations to come.(Z) You and the foreigner shall be the same before the Lord: 16 The same laws and regulations will apply both to you and to the foreigner residing among you.(AA)’”
17 The Lord said to Moses, 18 “Speak to the Israelites and say to them: ‘When you enter the land to which I am taking you(AB) 19 and you eat the food of the land,(AC) present a portion as an offering to the Lord.(AD) 20 Present a loaf from the first of your ground meal(AE) and present it as an offering from the threshing floor.(AF) 21 Throughout the generations to come(AG) you are to give this offering to the Lord from the first of your ground meal.(AH)

22 “‘Now if you as a community unintentionally fail to keep any of these commands the Lord gave Moses(AI)— 23 any of the Lord’s commands to you through him, from the day the Lord gave them and continuing through the generations to come(AJ)—
