Now there was a great cry from the people, and from their wives, against their brethren the Jews.

For there were those who said, “We, our sons and our daughters, are many. Therefore, let us get grain, so that we may eat and live.”

And there were those who said, “We must gage our lands and our vineyards and our houses, and get grain for the famine.”

There were also those who said, “We have borrowed money for the king’s tribute on our lands and our vineyards.

“And now, our flesh is as the flesh of our brethren, and our sons as their sons. And lo, we bring our sons and our daughters into subjection, as servants. And our daughters are now in subjection. And there is no power in our hands. For other men have our lands and our vineyards.”

Then I was very angry when I heard their cry and these words.

And I thought in my mind. And I rebuked the princes and the rulers and said to them, “Each of you lays burdens upon his brethren.” And I set a great assembly against them.

And I said to them, “We, according to our ability, have redeemed our brethren the Jews who were sold to the heathen. And will you sell your brethren back, or shall they be sold to us?” Then they held their peace and could not answer.

I also said, “That which you do is not good. Ought you not to walk in the fear of our God for the reproach of the heathen, our enemies?

10 “For even I, my brethren, and my servants, lend them money and grain. Please, let us stop this usury!

11 “Please restore to them this day their lands, their vineyards, their olives, and their houses, and one hundredth of the silver and of the grain, of the wine, and of the oil that you exacted from them!”

12 Then they said, “We will restore it and will not require it of them. We will do as you have said.” Then I called the priests and required an oath from them that they would do according to this promise.

13 So I shook my lap, and said, “So let God shake out every man from His House, and from His labor, who will not perform this promise. Thus let him be shaken out and emptied!” And all the Congregation said, “Amen!” and praised the LORD. And the people did according to this promise.

14 And from the time that the king gave me charge to be governor in the land of Judah, from the twentieth year until the thirty-second year of King Artaxerxes (twelve years), I and my brethren have not eaten the bread of the governor.

15 For the former governors who were before me had laid burdens on the people, and had taken bread and wine from them, besides forty shekels of silver. Yea, and their servants bore rule over the people. But I did not do so, because of the fear of God.

16 But rather, I fortified a portion in the work of this wall. And we bought no land. And all my servants came there together to work.

17 Moreover, there were at my table one hundred fifty of the Jews and rulers who came to us from among the heathen who are around us.

18 And an ox was prepared daily, and six chosen sheep. And birds were prepared for me. And every ten days, there was wine for all in abundance. Yet for all this, I did not require the bread of the governor. For the bondage was grievous to this people.

19 Remember me, O my God, in goodness, according to all that I have done for this people.

Social Injustice

There was a widespread outcry from the people and their wives against their Jewish countrymen. Some were saying, “We, our sons, and our daughters are numerous. Let us get grain so that we can eat and live.” Others were saying, “We are mortgaging our fields, vineyards, and homes to get grain during the famine.”(A) Still others were saying, “We have borrowed money to pay the king’s tax(B) on our fields and vineyards.(C) We and our children are just like our countrymen and their children, yet we are subjecting our sons and daughters to slavery.(D) Some of our daughters are already enslaved,(E) but we are powerless[a] because our fields and vineyards belong to others.”

I became extremely angry(F) when I heard their outcry and these complaints. After seriously considering the matter, I accused the nobles and officials, saying to them, “Each of you is charging his countrymen interest.”(G) So I called a large assembly against them and said, “We have done our best to buy back our Jewish countrymen who were sold to foreigners, but now you sell your own countrymen, and we have to buy them back.”(H) They remained silent and could not say a word.(I) Then I said, “What you are doing isn’t right. Shouldn’t you walk in the fear of our God(J) and not invite the reproach of our foreign enemies?(K) 10 Even I, as well as my brothers and my servants, have been lending them money and grain. Please, let us stop charging this interest.[b] 11 Return their fields, vineyards, olive groves, and houses to them immediately, along with the percentage[c] of the money, grain, new wine, and olive oil(L) that you have been assessing them.”

12 They responded: “We will return these things and require nothing more from them.(M) We will do as you say.”

So I summoned the priests and made everyone take an oath(N) to do this. 13 I also shook the folds of my robe and said, “May God likewise shake from his house and property everyone who doesn’t keep this promise. May he be shaken out(O) and have nothing!”

The whole assembly said, “Amen,” and they praised the Lord. Then the people did as they had promised.(P)

Good and Bad Governors

14 Furthermore, from the day King Artaxerxes(Q) appointed me to be their governor in the land of Judah—from the twentieth year until his thirty-second year, 12 years(R)—I and my associates never ate from the food allotted to the governor. 15 The governors(S) who preceded me had heavily burdened the people, taking food and wine from them, as well as a pound[d] of silver. Their subordinates also oppressed the people, but I didn’t do this, because of the fear of God.(T) 16 Instead, I devoted myself to the construction of the wall,(U) and all my subordinates were gathered there for the work. We didn’t buy any land.(V)

17 There were 150 Jews and officials, as well as guests from the surrounding nations at my table.(W) 18 Each[e] day, one ox, six choice sheep, and some fowl were prepared for me. An abundance of all kinds of wine was provided every 10 days.(X) But I didn’t demand the food allotted to the governor, because the burden on the people was so heavy.

19 Remember me favorably, my God, for all that I have done for this people.(Y)
