9 Then I came to the governors beyond the River, and gave them the king’s letters. Now the king had sent captains of the army and horsemen with me. 10 When Sanballat the Horonite, and Tobiah the servant, the Ammonite, heard of it, it grieved them exceedingly, because a man had come to seek the welfare of the children of Israel.

International Standard Version
9 So I went to the Trans-Euphrates[a] governors and gave them the king’s letters of authorization. The king also sent army officers and cavalry to accompany me.
Opposition and Inspection
10 But when Sanballat the Horonite and his servant Tobiah the Ammonite heard of this, they were greatly distressed because someone had come to do good for the Israelis.
