9 I went to the governors of the region west of the Euphrates and gave them the king’s letters.(A) The king had also sent officers of the infantry and cavalry with me. 10 When Sanballat the Horonite(B) and Tobiah the Ammonite official heard that someone had come to seek the well-being of the Israelites, they were greatly displeased.(C)

9 When I came to the governors of the province west of the Euphrates River, I delivered the king’s letters to them. The king, I should add, had sent along army officers and horsemen[a] to protect me. 10 But when Sanballat the Horonite and Tobiah the Ammonite official heard of my arrival, they were very displeased that someone had come to help the people of Israel.
