Nehemiah 2:9-10

9 I went to the governors of the region west of the Euphrates and gave them the king’s letters.(A) The king had also sent officers of the infantry and cavalry with me. 10 When Sanballat the Horonite(B) and Tobiah the Ammonite official heard that someone had come to pursue the prosperity of the Israelites, they were greatly displeased.(C)

9 Then I went to the governors of Trans-Euphrates, and I presented to them the letters from the king. The king had sent with me officers of the army and horsemen. 10 When Sanballat the Horonite and Tobiah the Ammonite official[a] heard all this, they were very displeased that someone had come to seek benefit for the Israelites.
