Orthodox Jewish Bible
28 The rasha flee when none pursueth; but the tzaddikim are bold as a lion.
2 For the peysha eretz (land in rebellion) many are the sarim (rulers) thereof, but by an adam meiven yodei’a (a man of wisdom and knowledge) shall be lasting order.
3 A gever rahsh (poor man) that oppresseth the dalim (poor ones) is like a sweeping matar (rain) which leaveth no lechem (food, crop).
4 They that forsake the torah praise the rasha, but such as be shomer over the torah contend against them.
5 Anshei rah understand not mishpat, but they that seek Hashem understand all things.
6 Better is the rahsh (poor) that walketh in his integrity, than he that is perverse in his drakhim (ways), though he be rich.
7 He who keepeth torah is a ben meiven, but he that is a companion of zolelim (gluttons) shameth aviv.
8 He that by neshekh (interest) and increase increaseth his substance, he shall gather it for him that will pity the dalim (poor ones).
9 He that turneth away his ozen from mishmo’a torah (heeding torah), even his tefillah (prayer) shall be to’evah (abomination).
10 He who causeth the yesharim (upright ones) to go astray in a derech rah, he shall fall himself into his own trap, but the blameless ones shall inherit tov.
11 The ish oisher is chacham in his own eyes, but the dal meiven (poor man with understanding) searcheth him out.
12 When tzaddikim do triumph, there is rabbah tiferet (great glory), but when the resha’im rise, the people go into hiding.
13 He that covereth his peysha’im (sins) shall not prosper, but he who confesseth and forsaketh them shall find mercy.
14 Ashrei adam that is reverent always, but he that hardeneth his lev shall fall into ra’ah.
15 As a roaring ari, and a charging dov (bear), so is a wicked moshel (ruler) over the am dal (poor people).
16 The nagid (ruler) lacking tevunot (understanding) is also a great oppressor, but he that hateth betza (ill-gotten gain) shall prolong his yamim (days).
17 If an adam is burdened with dahm (blood, murder) of any nefesh, let him be a fugitive ad bor (till the pit, death); let no ish help him.
18 He who walketh tamim (blamelessly) shall be saved, but he that is perverse in his drakhim shall fall suddenly.
19 He that tilleth his adamah shall have plenty of lechem, but he that chaseth after empty things shall have poverty enough.
20 An ish emunot (faithful man, loyal man) shall abound with birkhot, but he that maketh haste to be rich shall not go unpunished.
21 To show partiality is not tov; for a piece of lechem that gever will transgress.
22 He that hasteth to be rich hath a rah ayin, and considereth not that want shall come upon him.
23 He that rebuketh an adam afterwards shall find more chen (favor) than he that flattereth with the lashon.
24 He who robbeth aviv or immo, and saith, It is no peysha (transgression), the same is the chaver (fellow, companion) of an ish mashchit (man of destruction).
25 The covetous stirreth up strife, but he that putteth his trust in Hashem shall be prospered.
26 He that trusteth in his own lev is a kesil (fool), but he who walketh in chochmah, he shall be delivered.
27 He that giveth unto the rahsh (poor) shall not lack, but he that hideth his eynayim meeteth many curses.
28 When the resha’im rise, adam hide themselves, but when they perish, the tzaddikim increase.

28 Tumatakbo ang masama kahit walang humahabol, ngunit ang matuwid ay matapang tulad ng leon.
2 Kapag ang isang bansa ay makasalanan, madalas nilang palitan ang kanilang pinuno. Ngunit kung may karunungan at pang-unawa ang kanilang pinuno, matatag ang kalagayan ng kanilang bayan.
3 Ang taong mahirap na ginigipit ang kapwa mahirap ay tulad ng malakas na ulan na sumisira sa pananim.
4 Pinupuri ng masama ang mga taong lumalabag sa utos, ngunit ang sumusunod dito, kinakalaban ang masama.
5 Hindi maintindihan ng masasama ang katarungan, ngunit lubos itong nauunawaan ng mga lumalapit sa Panginoon.
6 Mas mabuti pa ang mahirap na namumuhay nang matuwid kaysa sa mayaman na namumuhay sa kasalanan.
7 Ang matalinong anak ay sumusunod sa mga Kautusan, ngunit ang anak na bumabarkada sa mga pasaway,[a] mga magulang ang pinapahiya.
8 Kung yumaman ka sa pamamagitan ng patubuan, ang iyong kayamanan ay mapupunta sa matulungin sa mga nangangailangan.
9 Ang taong hindi sumusunod sa Kautusan, kahit panalangin niya ay kasusuklaman ng Dios.
10 Ang taong inililigaw ang matuwid para magkasala ay mabibiktima ng sarili niyang mga pakana. Ngunit ang taong namumuhay nang matuwid ay tatanggap ng maraming kabutihan.
11 Iniisip ng mayayaman na napakarunong na nila, ngunit alam ng taong mahirap na may pang-unawa kung anong klaseng tao talaga sila.
12 Kapag matuwid ang namumuno nagdiriwang ang mga tao, ngunit kapag ang pumalit ay masama, mga taoʼy nagtatago.
13 Hindi ka uunlad kung hindi mo ipapahayag ang iyong mga kasalanan, ngunit kung ipapahayag mo ito at tatalikdan, kahahabagan ka ng Dios.
14 Mapalad ang taong laging may paggalang sa Panginoon, ngunit mapapahamak ang taong matigas ang ulo.
15 Panganib sa mahihirap ang masamang pinuno gaya ng mabangis na leon at osong naghahanap ng mabibiktima.
16 Ang pinunong walang pang-unawa ay lubhang malupit.
Hahaba naman ang buhay ng pinuno na sa kasakiman ay galit.
17 Ang taong hindi pinatatahimik ng kanyang budhi dahil sa pagpatay sa kanyang kapwa ay tatakas kahit saan hanggang sa siya ay mamatay. Huwag ninyo siyang tulungan.
18 Ang taong namumuhay nang matuwid ay ligtas sa kapahamakan, ngunit ang taong namumuhay sa maling pamamaraan ay bigla na lamang mapapahamak.
19 Ang masipag na magsasaka ay sasagana sa pagkain, ngunit maghihirap ang taong nag-aaksaya ng oras niya.
20 Ang taong tapat ay sasagana sa pagpapala, ngunit ang taong nagmamadaling yumaman ay parurusahan.
21 Hindi mabuti ang may kinikilingan, ngunit may mga gumagawa nito dahil sa kaunting suhol.
22 Nagmamadaling yumaman ang taong sa pera ay gahaman, ngunit ang hindi niya alam patungo pala siya sa kahirapan.
23 Pasasalamatan ka pa ng tao sa huli kapag sinaway mo siya ng tapat kaysa panay ang papuri mo sa kanya kahit hindi nararapat.
24 Ang taong nagnanakaw sa magulang at sasabihing hindi iyon kasalanan ay kasamahan ng mga kriminal.
25 Ang taong sakim ay nagpapasimula ng kaguluhan, ngunit ang taong nagtitiwala sa Panginoon ay magtatamo ng kasaganaan.
26 Hangal ang taong nagtitiwala sa kanyang sariling kakayahan. Ang taong namumuhay na may karunungan ay ligtas sa kapahamakan.
27 Ang taong mapagbigay sa mahihirap ay hindi kukulangin, ngunit ang nagbubulag-bulagan ay makakatanggap ng mga sumpa.
28 Kapag masama ang mga pinuno, mga tao ay nagtatago. Ngunit kapag namatay sila, ang matutuwid ang mamumuno.

New International Version
2 When a country is rebellious, it has many rulers,
but a ruler with discernment and knowledge maintains order.
3 A ruler[a] who oppresses the poor
is like a driving rain that leaves no crops.
4 Those who forsake instruction praise the wicked,
but those who heed it resist them.
5 Evildoers do not understand what is right,
but those who seek the Lord understand it fully.
6 Better the poor whose walk is blameless
than the rich whose ways are perverse.(D)
7 A discerning son heeds instruction,
but a companion of gluttons disgraces his father.(E)
8 Whoever increases wealth by taking interest(F) or profit from the poor
amasses it for another,(G) who will be kind to the poor.(H)
9 If anyone turns a deaf ear to my instruction,
even their prayers are detestable.(I)
10 Whoever leads the upright along an evil path
will fall into their own trap,(J)
but the blameless will receive a good inheritance.
11 The rich are wise in their own eyes;
one who is poor and discerning sees how deluded they are.
12 When the righteous triumph, there is great elation;(K)
but when the wicked rise to power, people go into hiding.(L)
13 Whoever conceals their sins(M) does not prosper,
but the one who confesses(N) and renounces them finds mercy.(O)
14 Blessed is the one who always trembles before God,
but whoever hardens their heart falls into trouble.
15 Like a roaring lion or a charging bear
is a wicked ruler over a helpless people.
16 A tyrannical ruler practices extortion,
but one who hates ill-gotten gain will enjoy a long reign.
17 Anyone tormented by the guilt of murder
will seek refuge(P) in the grave;
let no one hold them back.
18 The one whose walk is blameless is kept safe,(Q)
but the one whose ways are perverse will fall(R) into the pit.[b]
19 Those who work their land will have abundant food,
but those who chase fantasies will have their fill of poverty.(S)
20 A faithful person will be richly blessed,
but one eager to get rich will not go unpunished.(T)
22 The stingy are eager to get rich
and are unaware that poverty awaits them.(X)
23 Whoever rebukes a person will in the end gain favor
rather than one who has a flattering tongue.(Y)
24 Whoever robs their father or mother(Z)
and says, “It’s not wrong,”
is partner to one who destroys.(AA)
27 Those who give to the poor will lack nothing,(AF)
but those who close their eyes to them receive many curses.(AG)
28 When the wicked rise to power, people go into hiding;(AH)
but when the wicked perish, the righteous thrive.
