13 Therefore I speak to them in parables; because while (A)seeing they do not see, and while hearing they do not hear, nor do they understand. 14 And [a]in their case the prophecy of Isaiah is being fulfilled, which says,

[b](B)You shall keep on listening, [c]but shall not understand;
And [d]you shall keep on looking, [e]but shall not perceive;
15 (C)For the heart of this people has become dull,
With their ears they scarcely hear,
And they have closed their eyes,
Otherwise they might see with their eyes,
Hear with their ears,
Understand with their heart, and return,
And I would heal them.’

13 This is why I speak to them in parables:

“Though seeing, they do not see;
    though hearing, they do not hear or understand.(A)

14 In them is fulfilled(B) the prophecy of Isaiah:

“‘You will be ever hearing but never understanding;
    you will be ever seeing but never perceiving.
15 For this people’s heart has become calloused;
    they hardly hear with their ears,
    and they have closed their eyes.
Otherwise they might see with their eyes,
    hear with their ears,
    understand with their hearts
and turn, and I would heal them.’[a](C)

37 But though He had performed so many [a]signs in their sight, they still were not believing in Him. 38 This happened so that the word of Isaiah the prophet which he spoke would be fulfilled: “(A)Lord, who has believed our report? And to whom has the arm of the Lord been revealed?” 39 For this reason they could not believe, for Isaiah said again, 40 (B)He has blinded their eyes and He (C)hardened their heart, so that they will not see with their eyes and understand with their heart, and [b]be converted, and so I will not heal them.”

Belief and Unbelief Among the Jews

37 Even after Jesus had performed so many signs(A) in their presence, they still would not believe in him. 38 This was to fulfill the word of Isaiah the prophet:

“Lord, who has believed our message
    and to whom has the arm of the Lord been revealed?”[a](B)

39 For this reason they could not believe, because, as Isaiah says elsewhere:

40 “He has blinded their eyes
    and hardened their hearts,
so they can neither see with their eyes,
    nor understand with their hearts,
    nor turn—and I would heal them.”[b](C)

24 (A)Some were being persuaded by the things said by Paul, but others would not believe. 25 And when they disagreed with one another, they began leaving after Paul said one parting statement: “The Holy Spirit rightly spoke through Isaiah the prophet to your fathers, 26 saying,

(B)Go to this people and say,
[a](C)You will keep on hearing, and will not understand;
And [b]you will keep on seeing, and will not perceive;
27 (D)For the hearts of this people have become [c]insensitive,
And with their ears they [d]hardly hear,
And they have closed their eyes;
Otherwise they might see with their eyes,
And hear with their ears,
And understand with their heart and return,
And I would heal them.”’

24 Some were convinced by what he said, but others would not believe.(A) 25 They disagreed among themselves and began to leave after Paul had made this final statement: “The Holy Spirit spoke the truth to your ancestors when he said(B) through Isaiah the prophet:

26 “‘Go to this people and say,
“You will be ever hearing but never understanding;
    you will be ever seeing but never perceiving.”
