20 Then Isaiah is so bold as to say,

“I have been found by those who did not seek me;
    I have shown myself to those who did not ask for me.”(A)

21 But of Israel he says, “All day long I have held out my hands to a disobedient and contrary people.”(B)

Israel’s Rejection Is Not Final

11 I ask, then, has God rejected his people? By no means! I myself am an Israelite, a descendant of Abraham, a member of the tribe of Benjamin.(C) God has not rejected his people whom he foreknew. Do you not know what the scripture says of Elijah, how he pleads with God against Israel?(D) “Lord, they have killed your prophets, they have demolished your altars; I alone am left, and they are seeking my life.” But what is the divine reply to him? “I have kept for myself seven thousand who have not bowed the knee to Baal.”(E) So, too, at the present time there is a remnant chosen by grace. But if it is by grace, it is no longer on the basis of works, otherwise grace would no longer be grace.[a](F)

What then? Israel has not achieved what it was pursuing. The elect have achieved it, but the rest were hardened,(G) as it is written,

“God gave them a sluggish spirit,
    eyes that would not see
    and ears that would not hear,
down to this very day.”(H)

And David says,

“Let their table become a snare and a trap,
    a stumbling block and a retribution for them;(I)
10 let their eyes be darkened so that they cannot see,
    and keep their backs forever bent.”

The Salvation of the Gentiles

11 So I ask, have they stumbled so as to fall? By no means! But through their stumbling[b] salvation has come to the gentiles, so as to make Israel[c] jealous.(J) 12 Now if their stumbling[d] means riches for the world and if their loss means riches for gentiles, how much more will their full inclusion mean!

Israel’s Unbelief

30 What then are we to say? Gentiles, who did not strive for righteousness, have attained it, that is, righteousness through faith,(A) 31 but Israel, who did strive for the law of righteousness, did not attain that law.(B) 32 Why not? Because they did not strive for it on the basis of faith but as if it were based on works. They have stumbled over the stumbling stone,(C) 33 as it is written,

“See, I am laying in Zion a stone that will make people stumble, a rock that will make them fall,
    and whoever trusts in him[a] will not be put to shame.”(D)

Paul Preaches in Rome

23 After they had set a day to meet with him, they came to him at his lodgings in great numbers. From morning until evening he explained the matter to them, testifying to the kingdom of God and trying to convince them about Jesus both from the law of Moses and from the prophets. 24 Some were convinced by what he had said, while others refused to believe. 25 So they disagreed with each other, and as they were leaving Paul made one further statement: “The Holy Spirit was right in saying to your ancestors through the prophet Isaiah,

26 ‘Go to this people and say,
You will indeed listen but never understand,
    and you will indeed look but never perceive.
27 For this people’s heart has grown dull,
    and their ears are hard of hearing,
        and they have shut their eyes;
        otherwise they might look with their eyes
    and listen with their ears
and understand with their heart and turn—
    and I would heal them.’

28 “Let it be known to you, then, that this salvation of God has been sent to the gentiles; they will listen.”[a]
