20 But Isaiah is very bold and says:

(A)“I was found by those who did not seek Me;
I was made manifest to those who did not ask for Me.”

21 But to Israel he says:

(B)“All day long I have stretched out My hands
To a disobedient and contrary people.”

Israel’s Rejection Not Total

11 I say then, (C)has God cast away His people? (D)Certainly not! For (E)I also am an Israelite, of the seed of Abraham, of the tribe of Benjamin. God has not cast away His people whom (F)He foreknew. Or do you not know what the Scripture says of Elijah, how he pleads with God against Israel, saying, (G)Lord, they have killed Your prophets and torn down Your altars, and I alone am left, and they seek my life”? But what does the divine response say to him? (H)“I have reserved for Myself seven thousand men who have not bowed the knee to Baal.” (I)Even so then, at this present time there is a remnant according to the election of grace. And (J)if by grace, then it is no longer of works; otherwise grace is no longer grace. [a]But if it is of works, it is no longer grace; otherwise work is no longer work.

What then? (K)Israel has not obtained what it seeks; but the elect have obtained it, and the rest were (L)blinded. Just as it is written:

(M)“God has given them a spirit of stupor,
(N)Eyes that they should not see
And ears that they should not hear,
To this very day.”

And David says:

(O)“Let their table become a snare and a trap,
A stumbling block and a recompense to them.
10 Let their eyes be darkened, so that they do not see,
And bow down their back always.”

Israel’s Rejection Not Final

11 I say then, have they stumbled that they should fall? Certainly not! But (P)through their [b]fall, to provoke them to (Q)jealousy, salvation has come to the Gentiles. 12 Now if their [c]fall is riches for the world, and their failure riches for the Gentiles, how much more their fullness!

Present Condition of Israel

30 What shall we say then? (A)That Gentiles, who did not pursue righteousness, have attained to righteousness, (B)even the righteousness of faith; 31 but Israel, (C)pursuing the law of righteousness, (D)has not attained to the law [a]of righteousness. 32 Why? Because they did not seek it by faith, but as it were, [b]by the works of the law. For (E)they stumbled at that stumbling stone. 33 As it is written:

(F)“Behold, I lay in Zion a stumbling stone and rock of offense,
And (G)whoever believes on Him will not be put to shame.”

23 So when they had appointed him a day, many came to him at his lodging, (A)to whom he explained and solemnly testified of the kingdom of God, persuading them concerning Jesus (B)from both the Law of Moses and the Prophets, from morning till evening. 24 And (C)some were persuaded by the things which were spoken, and some disbelieved. 25 So when they did not agree among themselves, they departed after Paul had said one word: “The Holy Spirit spoke rightly through Isaiah the prophet to [a]our fathers, 26 saying,

(D)‘Go to this people and say:
“Hearing you will hear, and shall not understand;
And seeing you will see, and not perceive;
27 For the hearts of this people have grown dull.
Their ears are hard of hearing,
And their eyes they have closed,
Lest they should see with their eyes and hear with their ears,
Lest they should understand with their hearts and turn,
So that I should heal them.” ’
