20 Then Isaiah is so bold as to say,

(A)“I have been found by those who did not seek me;
    I have shown myself to those who did not ask for me.”

21 But of Israel he says, (B)“All day long I have held out my hands to a disobedient and contrary people.”

The Remnant of Israel

11 I ask, then, (C)has God rejected his people? By no means! For (D)I myself am an Israelite, a descendant of Abraham,[a] a member of the tribe of Benjamin. (E)God has not rejected his people whom he (F)foreknew. Do you not know what the Scripture says of Elijah, how he appeals to God against Israel? (G)“Lord, they have killed your prophets, they have demolished your altars, and I alone am left, and they seek my life.” But what is God's reply to him? (H)“I have kept for myself seven thousand men who have not bowed the knee to Baal.” So too at the present time there is (I)a remnant, chosen by grace. (J)But if it is by grace, it is no longer on the basis of works; otherwise grace would no longer be grace.

What then? (K)Israel failed to obtain what it was seeking. The elect obtained it, but the rest (L)were hardened, as it is written,

(M)“God gave them a spirit of stupor,
    (N)eyes that would not see
    and ears that would not hear,
down to this very day.”

And David says,

(O)“Let their table become a snare and a trap,
    a stumbling block and a retribution for them;
10 let their eyes be darkened so that they cannot see,
    and bend their backs forever.”

Gentiles Grafted In

11 So I ask, did they stumble in order that they might fall? By no means! Rather, through their trespass (P)salvation has come to the Gentiles, so as to make Israel jealous. 12 Now if their trespass means riches for the world, and if their failure means riches for the Gentiles, how much more will their full inclusion[b] mean!

Israel's Unbelief

30 What shall we say, then? (A)That Gentiles who did not pursue righteousness have attained it, that is, (B)a righteousness that is by faith; 31 but that Israel (C)who pursued a law that would lead to righteousness[a] (D)did not succeed in reaching that law. 32 Why? Because they did not pursue it by faith, but as if it were based on works. They have stumbled over the (E)stumbling stone, 33 as it is written,

(F)“Behold, I am laying in Zion (G)a stone of stumbling, and a rock of offense;
    (H)and whoever believes in him will not be (I)put to shame.”

23 When they had appointed a day for him, they came to him at his lodging in greater numbers. From morning till evening (A)he expounded to them, testifying to (B)the kingdom of God and (C)trying to convince them about Jesus (D)both from the Law of Moses and from the Prophets. 24 And (E)some were convinced by what he said, but others disbelieved. 25 And disagreeing among themselves, they departed after Paul had made one statement: (F)“The Holy Spirit was right in saying to your fathers through Isaiah the prophet:

26 (G)“‘Go to this people, and say,
(H)“You will indeed hear but never understand,
    and you will indeed see but never perceive.”
27 (I)For this people's heart has grown dull,
    and with their ears they can barely hear,
    and their eyes they have closed;
lest they should see with their eyes
    and hear with their ears
and understand with their heart
    and (J)turn, and I would heal them.’

28 Therefore let it be known to you that (K)this (L)salvation of God (M)has been sent to the Gentiles; (N)they will listen.”[a]

(F)“‘I have made you (G)a light for the Gentiles,

Jesus Weeps over Jerusalem

41 (A)And when he drew near and saw the city, (B)he wept over it, 42 saying, (C)“Would that you, even you, had known on this day the things that make for peace! But now (D)they are hidden from your eyes. 43 For (E)the days will come upon you, when your enemies (F)will set up a barricade around you and (G)surround you and hem you in on every side 44 (H)and tear you down to the ground, you and your children within you.
