Leviticus 16:32-34
New International Version
32 The priest who is anointed and ordained(A) to succeed his father as high priest is to make atonement. He is to put on the sacred linen garments(B) 33 and make atonement for the Most Holy Place, for the tent of meeting and the altar, and for the priests and all the members of the community.(C)
34 “This is to be a lasting ordinance(D) for you: Atonement is to be made once a year(E) for all the sins of the Israelites.”
And it was done, as the Lord commanded Moses.
Hebrews 2:17
New International Version
17 For this reason he had to be made like them,[a](A) fully human in every way, in order that he might become a merciful(B) and faithful high priest(C) in service to God,(D) and that he might make atonement for the sins of the people.(E)

Hebrews 5:1-5
New International Version
5 Every high priest is selected from among the people and is appointed to represent the people in matters related to God,(A) to offer gifts and sacrifices(B) for sins.(C) 2 He is able to deal gently with those who are ignorant and are going astray,(D) since he himself is subject to weakness.(E) 3 This is why he has to offer sacrifices for his own sins, as well as for the sins of the people.(F) 4 And no one takes this honor on himself, but he receives it when called by God, just as Aaron was.(G)
5 In the same way, Christ did not take on himself the glory(H) of becoming a high priest.(I) But God said(J) to him,

New International Version
7 But only the high priest entered(A) the inner room,(B) and that only once a year,(C) and never without blood,(D) which he offered for himself(E) and for the sins the people had committed in ignorance.(F) 8 The Holy Spirit was showing(G) by this that the way(H) into the Most Holy Place had not yet been disclosed as long as the first tabernacle was still functioning. 9 This is an illustration(I) for the present time, indicating that the gifts and sacrifices being offered(J) were not able to clear the conscience(K) of the worshiper. 10 They are only a matter of food(L) and drink(M) and various ceremonial washings(N)—external regulations(O) applying until the time of the new order.
The Blood of Christ
11 But when Christ came as high priest(P) of the good things that are now already here,[a](Q) he went through the greater and more perfect tabernacle(R) that is not made with human hands,(S) that is to say, is not a part of this creation. 12 He did not enter by means of the blood of goats and calves;(T) but he entered the Most Holy Place(U) once for all(V) by his own blood,(W) thus obtaining[b] eternal redemption.
