Leviticus 17:9-11

9 And bringeth it not unto the door of the Tabernacle of the Congregation to offer it unto the Lord, even that man shall be cut off from his people.
10 ¶ Likewise whosoever he be of the house of Israel: or of the strangers that sojourn among them, that eateth any blood, I will even set [a]my face against that person that eateth blood, and will cut him off from among his people.
11 For the life of the flesh is in the blood, and I have given it unto you to offer upon the altar, to make an atonement for your souls: for this blood shall make an atonement for the soul.

New International Version
9 and does not bring it to the entrance to the tent(A) of meeting(B) to sacrifice it to the Lord(C) must be cut off from the people of Israel.
10 “‘I will set my face against any Israelite or any foreigner residing among them who eats blood,(D) and I will cut them off from the people. 11 For the life of a creature is in the blood,(E) and I have given it to you to make atonement for yourselves on the altar; it is the blood that makes atonement for one’s life.[a](F)
