Leviticus 16:8-10

8 Aaron is to cast lots for the two goats, one lot marked “for the Lord” and the other lot marked “for the scapegoat.”[a] 9 Aaron shall bring forward the goat that received the lot “for the Lord,” to prepare it as a sin offering, 10 but the goat that received the lot marked “for the scapegoat” is to be kept alive before the Lord, to make atonement upon it[b] in order to send it off into the wilderness as the scapegoat.

Leviticus 16:8-10
New International Version
8 He is to cast lots(A) for the two goats—one lot for the Lord and the other for the scapegoat.[a](B) 9 Aaron shall bring the goat whose lot falls to the Lord and sacrifice it for a sin offering. 10 But the goat chosen by lot as the scapegoat shall be presented alive before the Lord to be used for making atonement(C) by sending it into the wilderness as a scapegoat.
