20 “When he has finished atoning for the Holy Place and the Tent of Meeting and the altar, he shall present the live goat. 21 Then Aaron shall lay both of his hands on the head of the live goat, and confess over it all the wickedness of the sons of Israel and all their transgressions in regard to all their sins; and he shall lay them on the head of the goat [the scapegoat, the sin-bearer], and send it away into the wilderness by the hand of a man who is prepared [for the task]. 22 The goat shall carry on itself all their (the Israelites) wickedness, carrying them to a solitary (infertile) land; and he shall release the goat in the wilderness.(A)
23 “Then Aaron shall come into the Tent of Meeting and take off the linen garments which he put on when he went into the Holy Place (Holy of Holies), and shall leave them there. 24 He shall bathe his body with water in a holy place and put on his clothes, and come out and offer his burnt offering and that of the people, and make atonement for himself and for the people. 25 And he shall offer up in smoke the fat of the sin offering on the altar. 26 The man who released the goat as the [sin-bearing] scapegoat shall wash his clothes and bathe his body in water, and afterward he may come into the camp. 27 The bull for the sin offering and the goat for the sin offering, whose blood was brought in to make atonement in the Holy Place (Holy of Holies), shall be taken outside the camp; their skins, their meat, and their waste shall be burned in the fire.(B) 28 Then he who burns them shall wash his clothes and bathe his body with water, and afterward he may come into the camp.

20 “When he has finished purifying the most holy place, the tent of meeting, and the altar, he is to present the live male goat. 21 Aaron will lay both his hands on the head of the live goat and confess(A) over it all the Israelites’ wrongdoings(B) and rebellious acts—all their sins.(C) He is to put them on the goat’s head and send it away into the wilderness(D) by the man appointed for the task.[a] 22 The goat will carry on it all their wrongdoings into a desolate land,(E) and he will release it there.
23 “Then Aaron is to enter the tent of meeting, take off the linen garments(F) he wore when he entered the most holy place, and leave them there. 24 He will bathe his body with water in a holy place(G) and put on his clothes.(H) Then he must go out and sacrifice his burnt offering and the people’s burnt offering; he will make atonement for himself and for the people. 25 He is to burn the fat of the sin offering on the altar. 26 The man who released the goat for azazel[b] is to wash his clothes and bathe his body with water; afterward he may reenter the camp. 27 The bull for the sin offering and the goat for the sin offering, whose blood was brought into the most holy place to make atonement, must be brought outside the camp(I) and their hide,(J) flesh, and dung burned up.(K) 28 The one who burns them is to wash his clothes and bathe himself with water; afterward he may reenter the camp.

20 “When Aaron has finished purifying the Most Holy Place and the Tabernacle and the altar, he must present the live goat. 21 He will lay both of his hands on the goat’s head and confess over it all the wickedness, rebellion, and sins of the people of Israel. In this way, he will transfer the people’s sins to the head of the goat. Then a man specially chosen for the task will drive the goat into the wilderness. 22 As the goat goes into the wilderness, it will carry all the people’s sins upon itself into a desolate land.
23 “When Aaron goes back into the Tabernacle, he must take off the linen garments he was wearing when he entered the Most Holy Place, and he must leave the garments there. 24 Then he must bathe himself with water in a sacred place, put on his regular garments, and go out to sacrifice a burnt offering for himself and a burnt offering for the people. Through this process, he will purify himself and the people, making them right with the Lord. 25 He must then burn all the fat of the sin offering on the altar.
26 “The man chosen to drive the scapegoat into the wilderness of Azazel must wash his clothes and bathe himself in water. Then he may return to the camp.
27 “The bull and the goat presented as sin offerings, whose blood Aaron takes into the Most Holy Place for the purification ceremony, will be carried outside the camp. The animals’ hides, internal organs, and dung are all to be burned. 28 The man who burns them must wash his clothes and bathe himself in water before returning to the camp.
