The Voice
17-18 from Mount Halak, near Seir, to Baal-gad in the valley of Lebanon below Mount Hermon. Wherever he went in that land—and it was a long war—he captured their kings and defeated them and executed them. 19 The only people who were not destroyed in battle were the Gibeonites (Hivites) who had made peace with the Israelites. 20 The Eternal boosted the courage of Israel’s enemies so they would come out and oppose Israel as nations receiving no favor but only to be utterly destroyed, just as the Eternal had commanded Moses.

Joshua 11:18-20
New International Version
18 Joshua waged war against all these kings for a long time. 19 Except for the Hivites(A) living in Gibeon,(B) not one city made a treaty of peace(C) with the Israelites, who took them all in battle. 20 For it was the Lord himself who hardened their hearts(D) to wage war against Israel, so that he might destroy them totally, exterminating them without mercy, as the Lord had commanded Moses.(E)
