31 “At that time,” declares the Lord, “I will be the God(A) of all the families of Israel, and they will be my people.”

This is what the Lord says:

“The people who survive the sword
    will find favor(B) in the wilderness;
    I will come to give rest(C) to Israel.”

The Lord appeared to us in the past,[a] saying:

“I have loved(D) you with an everlasting love;
    I have drawn(E) you with unfailing kindness.
I will build you up again,
    and you, Virgin(F) Israel, will be rebuilt.(G)
Again you will take up your timbrels(H)
    and go out to dance(I) with the joyful.(J)
Again you will plant(K) vineyards
    on the hills of Samaria;(L)
the farmers will plant them
    and enjoy their fruit.(M)
There will be a day when watchmen(N) cry out
    on the hills of Ephraim,
‘Come, let us go up to Zion,
    to the Lord our God.’”(O)

This is what the Lord says:

“Sing(P) with joy for Jacob;
    shout for the foremost(Q) of the nations.
Make your praises heard, and say,
    Lord, save(R) your people,
    the remnant(S) of Israel.’
See, I will bring them from the land of the north(T)
    and gather(U) them from the ends of the earth.
Among them will be the blind(V) and the lame,(W)
    expectant mothers and women in labor;
    a great throng will return.
They will come with weeping;(X)
    they will pray as I bring them back.
I will lead(Y) them beside streams of water(Z)
    on a level(AA) path where they will not stumble,
because I am Israel’s father,(AB)
    and Ephraim is my firstborn son.

10 “Hear the word of the Lord, you nations;
    proclaim it in distant coastlands:(AC)
‘He who scattered(AD) Israel will gather(AE) them
    and will watch over his flock like a shepherd.’(AF)
11 For the Lord will deliver Jacob
    and redeem(AG) them from the hand of those stronger(AH) than they.
12 They will come and shout for joy(AI) on the heights(AJ) of Zion;
    they will rejoice in the bounty(AK) of the Lord
the grain, the new wine and the olive oil,(AL)
    the young of the flocks(AM) and herds.
They will be like a well-watered garden,(AN)
    and they will sorrow(AO) no more.
13 Then young women will dance and be glad,
    young men and old as well.
I will turn their mourning(AP) into gladness;
    I will give them comfort(AQ) and joy(AR) instead of sorrow.
14 I will satisfy(AS) the priests(AT) with abundance,
    and my people will be filled with my bounty,(AU)
declares the Lord.

15 This is what the Lord says:

“A voice is heard in Ramah,(AV)
    mourning and great weeping,
Rachel weeping for her children
    and refusing to be comforted,(AW)
    because they are no more.”(AX)

16 This is what the Lord says:

“Restrain your voice from weeping
    and your eyes from tears,(AY)
for your work will be rewarded,(AZ)
declares the Lord.
    “They will return(BA) from the land of the enemy.
17 So there is hope(BB) for your descendants,”
declares the Lord.
    “Your children(BC) will return to their own land.

18 “I have surely heard Ephraim’s moaning:
    ‘You disciplined(BD) me like an unruly calf,(BE)
    and I have been disciplined.
Restore(BF) me, and I will return,
    because you are the Lord my God.
19 After I strayed,(BG)
    I repented;
after I came to understand,
    I beat(BH) my breast.
I was ashamed(BI) and humiliated
    because I bore the disgrace of my youth.’(BJ)
20 Is not Ephraim my dear son,
    the child(BK) in whom I delight?
Though I often speak against him,
    I still remember(BL) him.
Therefore my heart yearns for him;
    I have great compassion(BM) for him,”
declares the Lord.

21 “Set up road signs;
    put up guideposts.(BN)
Take note of the highway,(BO)
    the road that you take.
Return,(BP) Virgin(BQ) Israel,
    return to your towns.
22 How long will you wander,(BR)
    unfaithful(BS) Daughter Israel?
The Lord will create a new thing(BT) on earth—
    the woman will return to[b](BU) the man.”

23 This is what the Lord Almighty, the God of Israel, says: “When I bring them back from captivity,[c](BV) the people in the land of Judah and in its towns will once again use these words: ‘The Lord bless(BW) you, you prosperous city,(BX) you sacred mountain.’(BY) 24 People will live(BZ) together in Judah and all its towns—farmers and those who move about with their flocks.(CA) 25 I will refresh the weary(CB) and satisfy the faint.”(CC)

26 At this I awoke(CD) and looked around. My sleep had been pleasant to me.

27 “The days are coming,”(CE) declares the Lord, “when I will plant(CF) the kingdoms of Israel and Judah with the offspring of people and of animals. 28 Just as I watched(CG) over them to uproot(CH) and tear down, and to overthrow, destroy and bring disaster,(CI) so I will watch over them to build and to plant,”(CJ) declares the Lord. 29 “In those days people will no longer say,

‘The parents(CK) have eaten sour grapes,
    and the children’s teeth are set on edge.’(CL)

30 Instead, everyone will die for their own sin;(CM) whoever eats sour grapes—their own teeth will be set on edge.

31 “The days are coming,” declares the Lord,
    “when I will make a new covenant(CN)
with the people of Israel
    and with the people of Judah.
32 It will not be like the covenant(CO)
    I made with their ancestors(CP)
when I took them by the hand
    to lead them out of Egypt,(CQ)
because they broke my covenant,
    though I was a husband(CR) to[d] them,[e]
declares the Lord.
33 “This is the covenant I will make with the people of Israel
    after that time,” declares the Lord.
“I will put my law in their minds(CS)
    and write it on their hearts.(CT)
I will be their God,
    and they will be my people.(CU)
34 No longer will they teach(CV) their neighbor,
    or say to one another, ‘Know the Lord,’
because they will all know(CW) me,
    from the least of them to the greatest,”
declares the Lord.
“For I will forgive(CX) their wickedness
    and will remember their sins(CY) no more.”

35 This is what the Lord says,

he who appoints(CZ) the sun
    to shine by day,
who decrees the moon and stars
    to shine by night,(DA)
who stirs up the sea(DB)
    so that its waves roar(DC)
    the Lord Almighty is his name:(DD)
36 “Only if these decrees(DE) vanish from my sight,”
    declares the Lord,
“will Israel(DF) ever cease
    being a nation before me.”

37 This is what the Lord says:

“Only if the heavens above can be measured(DG)
    and the foundations of the earth below be searched out
will I reject(DH) all the descendants of Israel
    because of all they have done,”
declares the Lord.

38 “The days are coming,” declares the Lord, “when this city will be rebuilt(DI) for me from the Tower of Hananel(DJ) to the Corner Gate.(DK) 39 The measuring line(DL) will stretch from there straight to the hill of Gareb and then turn to Goah. 40 The whole valley(DM) where dead bodies(DN) and ashes are thrown, and all the terraces out to the Kidron Valley(DO) on the east as far as the corner of the Horse Gate,(DP) will be holy(DQ) to the Lord. The city will never again be uprooted or demolished.”

Israels kommande frälsning

31 På den tiden, säger Herren, skall jag vara Gud för alla Israels släkter, och de skall vara mitt folk.

Så säger Herren:
    Det folk som kommer undan svärdet

    Israel får gå dit där jag ger det ro.
Fjärran ifrån uppenbarade sig Herren för mig:
"Med evig kärlek har jag älskat dig,

Än en gång skall jag upprätta dig,
    så att du blir upprättad, du jungfru Israel.
Än en gång skall du ta upp din tamburin
och dra ut i dans bland dem som är glada.
Än en gång skall du plantera vingårdar
på Samariens berg,
    och de som planterar skall själva njuta av frukten.
Ty en dag kommer
    då väktare skall ropa på Efraims berg:
Kom, låt oss dra upp till Sion,
    upp till Herren, vår Gud."

Ty så säger Herren:
    Jubla i glädje över Jakob,
höj fröjderop över honom
    som är den främste bland folken.
Brist ut i lovsång och säg:
    "Fräls, Herre, ditt folk,
de som finns kvar av Israel."
Se, jag skall föra dem från landet i norr
och samla dem från jordens yttersta hörn,
bland dem både blinda och halta,
    både havande kvinnor och barnaföderskor.
I en stor skara skall de komma tillbaka hit.
Gråtande skall de komma,
    men jag skall leda dem
där de går bedjande fram.
    Jag skall föra dem till vattenbäckar
på en jämn väg där de inte skall stappla.
Ty jag är en fader för Israel,
    och Efraim är min förstfödde son.

10 Hör Herrens ord, ni hednafolk,
    och förkunna det i kustländerna i fjärran.
Säg: Han som skingrade Israel
    skall också samla det
och bevara det som en herde bevarar sin hjord.
11 Ty Herren skall befria Jakob
    och friköpa honom från den som är starkare än han.
12 De skall komma och jubla på Sions höjd
och strömma likt en flod till Herrens goda,
till säd, vin och olja
    och till unga får och oxar.
Deras själ skall vara som en vattenrik trädgård,
och de skall inte sörja mer.
13 Då skall unga kvinnor dansa och vara glada,
unga och gamla skall glädja sig tillsammans.
Jag skall förvandla deras sorg till glädje
och trösta dem och glädja dem efter deras bedrövelse.
14 Prästerna skall jag mätta med utsökta rätter
och mitt folk skall mättas av mitt goda,
säger Herren.

Guds barmhärtighet mot Israel

15 Så säger Herren:
    Ett rop hörs i Rama,
klagan och bitter gråt.
    Det är Rakel som gråter över sina barn,
hon vill inte låta trösta sig,
    eftersom hennes barn inte mer finns till.
16 Men så säger Herren:
    Sluta med din högljudda gråt,
låt inte dina ögon fälla tårar.
    Ty ditt verk skall få sin lön, säger Herren,
och de skall vända tillbaka från sina fienders land.
17 Det finns hopp för din framtid,
    säger Herren.
Dina barn skall vända tillbaka till sitt land.

18 Jag har hört hur Efraim klagar:
    "Du har tuktat mig,
jag har blivit tuktad som en otämd kalv.
Omvänd mig, så blir jag omvänd!
    Ty du är Herren, min Gud.
19 Ty sedan jag har vänt om
    känner jag ånger,
och sedan jag har besinnat mig
    slår jag mig på höften.[a]
Jag både blygs och skäms
    då jag nu bär min ungdoms förnedring."

20 Är inte Efraim en dyrbar son för mig,
är han inte mitt älsklingsbarn?
    Ju mer jag går till rätta med honom,
desto mer tänker jag på honom.
    Därför ömmar mitt hjärta för honom.
Jag måste förbarma mig över honom,
säger Herren.

21 Sätt upp vägmärken åt dig,
    skaffa dig vägvisare!
Ge akt på vägen,
    på stigen där du vandrade.
Vänd tillbaka, du jungfru Israel,
    vänd tillbaka till dessa dina städer.
22 Hur länge skall du irra hit och dit,
    du trolösa dotter?
Herren vill skapa något nytt på jorden:
En kvinna skall omsluta en mäktig man.
23 Så säger Herren Sebaot, Israels Gud:
När jag på nytt har gjort slut på fångenskapen för Juda land och dess städer,
skall man ännu en gång säga detta ord:
" Herren välsigne dig, du rättfärdighetens boning,
du heliga berg."
24 Och Juda folk med alla sina städer skall bo där tillsammans,
jordbrukare såväl som vandrande herdar.
25 Ty jag skall stärka trötta själar,
    och alla utsvultna själar skall jag mätta.

26 Vid detta vaknade jag och såg mig om, och min sömn hade varit ljuvlig.

27 Se, dagar skall komma, säger Herren, då jag skall beså Israels land och Juda land med säd av människor och med säd av djur. 28 Och liksom jag har vakat över dem för att rycka upp, bryta ner, fördärva, förgöra och skada, skall jag nu vaka över dem för att bygga upp och plantera, säger Herren. 29 På den tiden skall man inte mer säga: "Fäderna har ätit sura druvor och barnens tänder blir ömma av dem." 30 Nej, var och en skall dö genom sin egen missgärning. Den som äter sura druvor får själv ömma tänder.

Det nya förbundet

31 Se, dagar skall komma, säger Herren,
då jag skall sluta ett nytt förbund
    med Israels hus och med Juda hus,
32 inte ett sådant förbund som jag slöt med deras fäder
den dag då jag tog dem vid handen
och förde dem ut ur Egyptens land -
det förbund med mig som de bröt
    fastän jag var deras rätte herre -
säger Herren.
33 Nej, detta är det förbund
    som jag efter denna tid skall sluta med Israels hus,
säger Herren:
    Jag skall lägga min lag i deras inre
och skriva den i deras hjärtan.
    Jag skall vara deras Gud
och de skall vara mitt folk.
34 Då skall de inte mer behöva undervisa varandra,
ingen sin broder och säga:
    "Lär känna Herren!"
Ty alla skall känna mig
    från den minste bland dem till den störste,
säger Herren.
    Ty jag skall förlåta deras missgärningar
och deras synder skall jag inte mer komma ihåg.

35 Så säger Herren,
    han som har satt solen till att lysa om dagen
och månen och stjärnorna till att lysa om natten, i ordnad gång,
han som rör upp havet så att dess böljor brusar,
Herren Sebaot är hans namn:
36 Om denna ordning inte längre består inför mig,
säger Herren,
    först då skall Israels släkte upphöra att vara ett folk
inför mig för alltid.
37 Så säger Herren:
    Om himlen därovan kan mätas
och jordens grundvalar där nere kan utforskas,
först då skall jag förkasta hela Israels släkte
för allt vad de har gjort,
    säger Herren.

38 Se, dagar skall komma, säger Herren, då staden skall bli uppbyggd åt Herren, från Hananeltornet till Hörnporten. 39 Och mätsnöret skall vidare dras rätt fram mot Garebshöjden och skall sedan vändas mot Goa. 40 Hela dalen där man lagt lik och aska och alla fälten ner till Kidrondalen och till hörnet vid Hästporten österut skall vara helgade åt Herren. Aldrig mer skall staden raseras eller förstöras.

God’s Relationship with His People

31 “At that time”—this is the Lord’s declaration—“I will be the God of all the families of Israel,(A) and they will be my people.”

This is what the Lord says:

The people who survived the sword

When Israel went to find rest,(C)
the Lord appeared to him[a] from far away.
I have loved you with an everlasting love;(D)
therefore, I have continued to extend faithful love to you.(E)
Again I will build you so that you will be rebuilt,
Virgin Israel.(F)
You will take up your tambourines again(G)
and go out in joyful dancing.
You will plant vineyards again(H)
on the mountains of Samaria;
the planters will plant and will enjoy the fruit.(I)
For there will be a day when watchmen will call out
in the hill country of Ephraim,
“Come, let’s go up to Zion,(J)
to the Lord our God!”

God’s People Brought Home

For this is what the Lord says:

Sing with joy for Jacob;
shout for the foremost of the nations!
Proclaim, praise, and say,
Lord, save your people,(K)
the remnant of Israel!” (L)
Watch! I am going to bring them from the northern land.
I will gather them from remote regions of the earth(M)
the blind and the lame will be with them,(N)
along with those who are pregnant and those about to give birth.
They will return here as a great assembly!(O)
They will come weeping,
but I will bring them back with consolation.[b](P)
I will lead them to wadis filled with water,
by a smooth way where they will not stumble,(Q)
for I am Israel’s Father,
and Ephraim is my firstborn.(R)
10 Nations, hear the word of the Lord,
and tell it among the far off coasts and islands!(S)
Say, “The one who scattered Israel will gather him.(T)
He will watch over him as a shepherd guards his flock,
11 for the Lord has ransomed Jacob
and redeemed him from the power of one stronger than he.”(U)
12 They will come and shout for joy on the heights of Zion;(V)
they will be radiant with joy(W)
because of the Lord’s goodness,
because of the grain, the new wine, the fresh oil,(X)
and because of the young of the flocks and herds.
Their life will be like an irrigated garden,
and they will no longer grow weak from hunger.
13 Then the young women will rejoice with dancing,
while young and old men rejoice together.
I will turn their mourning into joy,(Y)
give them consolation,
and bring happiness out of grief.
14 I will refresh the priests with an abundance,[c](Z)
and my people will be satisfied with my goodness.
This is the Lord’s declaration.

Lament Turned to Joy

15 This is what the Lord says:

A voice was heard in Ramah,(AA)
a lament with bitter weeping—
Rachel weeping for her children,
refusing to be comforted for her children
because they are no more.(AB)

16 This is what the Lord says:

Keep your voice from weeping
and your eyes from tears,
for the reward for your work will come—
this is the Lord’s declaration—
and your children will return from the enemy’s land.
17 There is hope for your future(AC)
this is the Lord’s declaration—
and your children will return to their own territory.
18 I have surely heard Ephraim moaning,
“You disciplined me, and I have been disciplined
like an untrained calf.(AD)
Take me back, so that I can return,
for you, Lord, are my God.(AE)
19 After my return, I felt regret;
After I was instructed, I struck my thigh in grief.(AF)
I was ashamed and humiliated(AG)
because I bore the disgrace of my youth.”
20 Isn’t Ephraim a precious son to me,
a delightful child?(AH)
Whenever I speak against him,
I certainly still think about him.
Therefore, my inner being yearns for him;
I will truly have compassion on him.(AI)
This is the Lord’s declaration.

Repentance and Restoration

21 Set up road markers(AJ) for yourself;
establish signposts!
Keep the highway in mind,
the way you have traveled.
Return, Virgin Israel!
Return to these cities of yours.
22 How long will you turn here and there,
faithless daughter?(AK)
For the Lord creates something new in the land[d]
a female[e] will shelter[f] a man.

23 This is what the Lord of Armies, the God of Israel, says: “When I restore their fortunes,[g] they will once again speak this word in the land of Judah and in its cities: ‘May the Lord bless you, righteous settlement,(AL) holy mountain.’(AM) 24 Judah and all its cities will live in it together—also farmers and those who move[h] with the flocks— 25 for I satisfy the thirsty person and feed all those who are weak.”(AN)

26 At this I awoke and looked around. My sleep had been most pleasant to me.

27 “Look, the days are coming”—this is the Lord’s declaration—“when I will sow the house of Israel(AO) and the house of Judah with the seed of people and the seed of animals. 28 Just as I watched over them to uproot and to tear them down, to demolish and to destroy, and to cause disaster,(AP) so will I watch over them to build and to plant them”(AQ)—this is the Lord’s declaration. 29 “In those days, it will never again be said,

‘The fathers have eaten sour grapes,
and the children’s teeth are set on edge.’(AR)

30 Rather, each will die for his own iniquity.(AS) Anyone who eats sour grapes—his own teeth will be set on edge.

The New Covenant

31 “Look, the days are coming”(AT)—this is the Lord’s declaration—“when I will make a new covenant(AU) with the house of Israel and with the house of Judah. 32 This one will not be like the covenant I made with their ancestors on the day I took them by the hand to lead them out of the land of Egypt—my covenant that they broke even though I am their master”[i](AV)—the Lord’s declaration. 33 “Instead, this is the covenant I will make with the house of Israel after those days”—the Lord’s declaration. “I will put my teaching within them and write it on their hearts. I will be their God, and they will be my people. 34 No longer will one teach his neighbor or his brother, saying, ‘Know the Lord,’(AW) for they will all know me, from the least to the greatest of them”(AX)—this is the Lord’s declaration. “For I will forgive their iniquity(AY) and never again remember their sin.

35 “This is what the Lord says:

The one who gives the sun for light by day,
the fixed order of moon and stars for light by night,
who stirs up the sea and makes its waves roar(AZ)
the Lord of Armies is his name:
36 If this fixed order departs from before me—
this is the Lord’s declaration—
only then will Israel’s descendants cease
to be a nation before me forever.(BA)

37 “This is what the Lord says:

Only if the heavens above can be measured
and the foundations of the earth below explored,
will I reject all of Israel’s descendants
because of all they have done—
this is the Lord’s declaration.

38 “Look, the days are coming”—the Lord’s declaration—“when the city[j] from the Tower of Hananel(BB) to the Corner Gate(BC) will be rebuilt for the Lord. 39 A measuring line will once again stretch out straight to the hill of Gareb(BD) and then turn toward Goah. 40 The whole valley—the corpses, the ashes, and all the fields as far as the Kidron Valley(BE) to the corner of the Horse Gate(BF) to the east—will be holy to the Lord. It will never be uprooted or demolished again.”
