31 At that time, says the Lord, will I be the God of all the families of Israel, and they will be My people.
2 Thus says the Lord: The people who survived the sword found favor in the wilderness [place of exile]—when Israel sought to find rest.
3 The Lord appeared from of old to me [Israel], saying, Yes, I have loved you with an everlasting love; therefore with loving-kindness have I drawn you and continued My faithfulness to you.(A)
4 Again I will build you and you will be built, O Virgin Israel! You will again be adorned with your timbrels [small one-headed drums] and go forth in the dancing [chorus] of those who make merry.(B)
5 Again you shall plant vineyards upon the mountains of Samaria; the planters shall plant and make the fruit common and enjoy it [undisturbed].
6 For there shall be a day when the watchmen on the hills of Ephraim shall cry out, Arise, and let us go up to Zion, to the Lord our God.
7 For thus says the Lord: Sing aloud with gladness for Jacob, and shout for the head of the nations [on account of the chosen people, Israel]. Proclaim, praise, and say, The Lord has saved His people, the remnant of Israel!
8 Behold, I will bring them from the north country and gather them from the uttermost parts of the earth, and among them will be the blind and the lame, the woman with child and she who labors in childbirth together; a great company, they will return here to Jerusalem.
9 They will come with weeping [in penitence and for joy], pouring out prayers [for the future]. I will lead them back; I will cause them to walk by streams of water and bring them in a straight way in which they will not stumble, for I am a Father to Israel, and Ephraim [Israel] is My firstborn.
10 Hear the word of the Lord, O you nations, and declare it in the isles and coastlands far away, and say, He Who scattered Israel will gather him and will keep him as a shepherd keeps his flock.
11 For the Lord has ransomed Jacob and has redeemed him from the hand of him who was too strong for him.
12 They shall come and sing aloud on the height of Zion and shall flow together and be radiant with joy over the goodness of the Lord—for the corn, for the juice [of the grape], for the oil, and for the young of the flock and the herd. And their life shall be like a watered garden, and they shall not sorrow or languish any more at all.
13 Then will the maidens rejoice in the dance, and the young men and old together. For I will turn their mourning into joy and will comfort them and make them rejoice after their sorrow.
14 I will satisfy fully the life of the priests with abundance [of offerings shared with them], and My people will be satisfied with My goodness, says the Lord.
15 Thus says the Lord: A [a]voice is heard in Ramah, lamentation and bitter weeping. Rachel is weeping for her children; she refuses to be comforted for her children, because they are no more.(C)
16 Thus says the Lord: Restrain your voice from weeping and your eyes from tears, for your work shall be rewarded, says the Lord; and [your children] shall return from the enemy’s land.
17 And there is hope for your future, says the Lord; your children shall come back to their own country.
18 I have surely heard Ephraim [Israel] moaning thus: You have chastised me, and I was chastised, like a bullock unaccustomed to the yoke; bring me back, that I may be restored, for You are the Lord my God.
19 Surely after I [Ephraim] was turned [from You], I repented; and after I was instructed, I penitently smote my thigh. I was ashamed, yes, even confounded, because I bore the disgrace of my youth [as a nation].
20 Is Ephraim My dear son? Is he a darling child and beloved? For as often as I speak against him, I do [earnestly] remember him still. Therefore My affection is stirred and My heart yearns for him; I will surely have mercy, pity, and loving-kindness for him, says the Lord.
21 Set up for yourselves highway markers [back to Canaan], make for yourselves guideposts; turn your thoughts and attention to the way by which you went [into exile]. Retrace your steps, O Virgin Israel, return to these your cities.
22 How long will you waver and hesitate [to return], O you backsliding daughter? For the Lord has created a [b]new thing in the land [of Israel]: a female shall compass (woo, win, and protect) a man.
23 Thus says the Lord of hosts, the God of Israel: Once more they shall use these words in the land of Judah and in her cities when I release them from exile: The Lord bless you, O habitation of justice and righteousness, O holy mountain!
24 And [the people of] Judah and all its cities shall dwell there together—[nomad] farmers and those who wander about with their flocks.
25 For I will [fully] satisfy the weary soul, and I will replenish every languishing and sorrowful person.
26 Thereupon I [Jeremiah] awoke and looked, and my [trancelike] sleep was sweet [in the assurance it gave] to me.
27 Behold, the days are coming, says the Lord, when I will sow the house of Israel and the house of Judah with the seed (offspring) of man and of beast.
28 And it will be that as I have watched over them to pluck up and to break down, and to overthrow, destroy, and afflict [with evil], so will I watch over them to build and to plant [with good], says the Lord.
29 In those days they shall say no more, The fathers have eaten sour grapes, and the children’s teeth are set on edge.(D)
30 But everyone shall die for his own iniquity [only]; every man who eats sour grapes—his [own] teeth shall be set on edge.
31 Behold, the days are coming, says the Lord, when I will make a new covenant with the house of Israel and with the house of Judah,(E)
32 Not according to the covenant which I made with their fathers in the day when I took them by the hand to bring them out of the land of Egypt, My covenant which they broke, although I was their Husband, says the Lord.
33 But this is the covenant which I will make with the house of Israel: After those days, says the Lord, I will put My law within them, and on their hearts will I write it; and I will be their God, and they will be My people.
34 And they will no more teach each man his neighbor and each man his brother, saying, Know the Lord, for they will all know Me [recognize, understand, and be acquainted with Me], from the least of them to the greatest, says the Lord. For I will forgive their iniquity, and I will [seriously] remember their sin no more.(F)
35 Thus says the Lord, Who gives the sun for a light by day and the fixed order of the moon and of the stars for a light by night, Who stirs up the sea’s roaring billows or stills the waves when they roar—the Lord of hosts is His name:
36 If these ordinances [of fixed order] depart from before Me, says the Lord, then the posterity of Israel also shall cease from being a nation before Me throughout the ages.
37 Thus says the Lord: If the heavens above can be measured and the foundations of the earth searched out beneath, then I will cast off all the offspring of Israel for all that they have done, says the Lord.
38 Behold, the days are coming, says the Lord, when the city [of Jerusalem] shall be built [again] for the Lord from the [c]Tower of Hananel to the Corner Gate.
39 And the measuring line shall go out farther straight onward to the hill Gareb and shall then turn to Goah [exact location unknown].
40 And the whole valley [Hinnom] of the dead bodies and [the hill] of the ashes [long dumped there from the temple sacrifices], and all the fields as far as the brook Kidron, to the corner of the Horse Gate toward the east, shall be holy to the Lord. It [the city] shall not be plucked up or overthrown any more to the end of the age.(G)

- Jeremiah 31:15 The mourning at Ramah is a forecast of that bitter wailing which would be raised by the mothers of the slaughtered babes of Bethlehem centuries later when Herod would attempt to kill the Christ Child (Matt. 2:17, 18). Rachel’s name, used in the prophecy, is naturally associated with Bethlehem by the fact that her tomb was in that neighborhood (The Cambridge Bible).
- Jeremiah 31:22 The early church fathers believed this passage had reference to the mystery of Christ’s incarnation, but that interpretation is now generally rejected for various reasons. It is sufficient to say that the word “female” here used for “woman” absolutely excludes the idea that this refers to the virgin birth (for this was to be a “new thing”). To “compass” is to woo and win. That the early translators attached that meaning to it is clear from the fact that Shakespeare, their contemporary, so used it (Charles Ellicott, A Bible Commentary). Probably the implication is that Israel, the erring but deeply penitent wife, instead of going about after other lovers will devote herself to winning back and being worthy of the love of her divine Husband and Lord, Who had rejected her.
- Jeremiah 31:38 Many times after the days of the Old Testament, Jerusalem was destroyed. Travelers in recent centuries reported it to be an almost deserted city—its buildings were ruins filled with rubble, its inhabitants numbered barely enough to populate a village. Yet not only did God’s word declare that it would be rebuilt, but also definitely and in detail it drew a word map of the exact outline which the future city would follow—from a well-known tower to the gate at a certain corner, then on over a particular hill, coming now outside the walls of the original city and taking in a large area definitely marked out by familiar landmarks. Eight details are unmistakably given here, and Zechariah adds another (Zech. 14:10). Moreover, the city’s enlargement was to be in one general direction—to the northwest. Twenty-five hundred years later, in a.d. 1935, the prophecy had been fulfilled to the letter, as if indeed with God’s “measuring line” (Jer. 31:39). What a God, and what a Book! So unlikely seemed this prophecy’s fulfillment that some commentators were of the opinion that it should be interpreted spiritually!

2 Thus saith the Lord, The people which were left of the sword found grace in the wilderness; even Israel, when I went to cause him to rest.
3 The Lord hath appeared of old unto me, saying, Yea, I have loved thee with an everlasting love: therefore with lovingkindness have I drawn thee.
4 Again I will build thee, and thou shalt be built, O virgin of Israel: thou shalt again be adorned with thy tabrets, and shalt go forth in the dances of them that make merry.

11 For the Lord hath redeemed Jacob, and ransomed him from the hand of him that was stronger than he.

15 Thus saith the Lord; A voice was heard in Ramah, lamentation, and bitter weeping; Rahel weeping for her children refused to be comforted for her children, because they were not.
16 Thus saith the Lord; Refrain thy voice from weeping, and thine eyes from tears: for thy work shall be rewarded, saith the Lord; and they shall come again from the land of the enemy.
17 And there is hope in thine end, saith the Lord, that thy children shall come again to their own border.
18 I have surely heard Ephraim bemoaning himself thus; Thou hast chastised me, and I was chastised, as a bullock unaccustomed to the yoke: turn thou me, and I shall be turned; for thou art the Lord my God.
19 Surely after that I was turned, I repented; and after that I was instructed, I smote upon my thigh: I was ashamed, yea, even confounded, because I did bear the reproach of my youth.
20 Is Ephraim my dear son? is he a pleasant child? for since I spake against him, I do earnestly remember him still: therefore my bowels are troubled for him; I will surely have mercy upon him, saith the Lord.
21 Set thee up waymarks, make thee high heaps: set thine heart toward the highway, even the way which thou wentest: turn again, O virgin of Israel, turn again to these thy cities.
22 How long wilt thou go about, O thou backsliding daughter? for the Lord hath created a new thing in the earth, A woman shall compass a man.
23 Thus saith the Lord of hosts, the God of Israel; As yet they shall use this speech in the land of Judah and in the cities thereof, when I shall bring again their captivity; The Lord bless thee, O habitation of justice, and mountain of holiness.
24 And there shall dwell in Judah itself, and in all the cities thereof together, husbandmen, and they that go forth with flocks.
25 For I have satiated the weary soul, and I have replenished every sorrowful soul.
26 Upon this I awaked, and beheld; and my sleep was sweet unto me.
27 Behold, the days come, saith the Lord, that I will sow the house of Israel and the house of Judah with the seed of man, and with the seed of beast.
28 And it shall come to pass, that like as I have watched over them, to pluck up, and to break down, and to throw down, and to destroy, and to afflict; so will I watch over them, to build, and to plant, saith the Lord.
29 In those days they shall say no more, The fathers have eaten a sour grape, and the children's teeth are set on edge.

31 Zu derselben Zeit, spricht der HERR, will ich aller Geschlechter Israels Gott sein, und sie sollen mein Volk sein.
2 So spricht der HERR: Das Volk, so übriggeblieben ist vom Schwert, hat Gnade gefunden in der Wüste; Israel zieht hin zu seiner Ruhe.
3 Der HERR ist mir erschienen von ferne: Ich habe dich je und je geliebt; darum habe ich dich zu mir gezogen aus lauter Güte.
4 Wohlan, ich will dich wiederum bauen, daß du sollst gebaut heißen, du Jungfrau Israel; du sollst noch fröhlich pauken und herausgehen an den Tanz.
5 Du sollst wiederum Weinberge pflanzen an den Bergen Samarias; pflanzen wird man sie und ihre Früchte genießen.
6 Denn es wird die Zeit noch kommen, daß die Hüter an dem Gebirge Ephraim werden rufen: Wohlauf, und laßt uns hinaufgehen gen Zion zu dem HERRN, unserm Gott!
7 Denn also spricht der HERR: Rufet über Jakob mit Freuden und jauchzet über das Haupt unter den Heiden; rufet laut, rühmet und sprecht: HERR, hilf deinem Volk, den übrigen in Israel!
8 Siehe, ich will sie aus dem Lande der Mitternacht bringen und will sie sammeln aus den Enden der Erde, Blinde und Lahme, Schwangere und Kindbetterinnen, daß sie in großen Haufen wieder hierher kommen sollen.
9 Sie werden weinend kommen und betend, so will ich sie leiten; ich will sie leiten an den Wasserbächen auf schlichtem Wege, daß sie sich nicht stoßen; denn ich bin Israels Vater, so ist Ephraim mein erstgeborenen Sohn.
10 Höret ihr Heiden, des HERRN Wort und verkündigt es fern in die Inseln und sprecht: Der Israel zerstreut hat, der wird's auch wieder sammeln und wird sie hüten wie ein Hirte sein Herde.
11 Denn der HERR wird Jakob erlösen und von der Hand des Mächtigen erretten.
12 Und sie werden kommen und auf der Höhe Zion jauchzen und werden zu den Gaben des HERRN laufen, zum Getreide, Most, Öl, und jungen Schafen und Ochsen, daß ihre Seele wird sein wie ein wasserreicher Garten und sie nicht mehr bekümmert sein sollen.
13 Alsdann werden auch die Jungfrauen fröhlich am Reigen sein, dazu die junge Mannschaft und die Alten miteinander. Denn ich will ihr Trauern in Freude verkehren und sie trösten und sie erfreuen nach ihrer Betrübnis.
14 Und ich will der Priester Herz voller Freude machen, und mein Volk soll meiner Gaben die Fülle haben, spricht der HERR.
15 So spricht der HERR: Man hört eine klägliche Stimme und bitteres Weinen auf der Höhe; Rahel weint über ihre Kinder und will sich nicht trösten lassen über ihre Kinder, denn es ist aus mit ihnen.
16 Aber der HERR spricht also: Laß dein Schreien und Weinen und die Tränen deiner Augen; denn deine Arbeit wird wohl belohnt werden, spricht der HERR. Sie sollen wiederkommen aus dem Lande des Feindes;
17 und deine Nachkommen haben viel Gutes zu erwarten, spricht der HERR; denn deine Kinder sollen wieder in ihre Grenze kommen.
18 Ich habe wohl gehört, wie Ephraim klagt: "Du hast mich gezüchtigt, und ich bin auch gezüchtigt wie ein ungebändigtes Kalb; bekehre mich du, so werde ich bekehrt; denn du, HERR, bist mein Gott.
19 Da ich bekehrt ward, tat ich Buße; denn nachdem ich gewitzigt bin, schlage ich mich auf die Hüfte. Ich bin zu Schanden geworden und stehe schamrot; denn ich muß leiden den Hohn meiner Jugend."
20 Ist nicht Ephraim mein teurer Sohn und mein trautes Kind? Denn ich gedenke noch wohl daran, was ich ihm geredet habe; darum bricht mir mein Herz gegen ihn, daß ich mich sein erbarmen muß, spricht der HERR.
21 Richte dir Denkmale auf, setze dir Zeichen und richte dein Herz auf die gebahnte Straße, darauf du gewandelt hast; kehre wieder, Jungfrau Israel, kehre dich wieder zu diesen deinen Städten!
22 Wie lange willst du in der Irre gehen, du abtrünnige Tochter? Denn der HERR wird ein Neues im Lande erschaffen: das Weib wird den Mann umgeben.
23 So spricht der HERR Zebaoth, der Gott Israels: Man wird noch dies Wort wieder reden im Lande Juda und in seinen Städten, wenn ich ihr Gefängnis wenden werde: Der HERR segne dich, du Wohnung der Gerechtigkeit, du heiliger Berg!
24 Und Juda samt allen seinen Städten sollen darin wohnen, dazu Ackerleute und die mit Herden umherziehen;
25 denn ich will die müden Seelen erquicken und die bekümmerten Seelen sättigen.
26 Darüber bin ich aufgewacht und sah auf und hatte so sanft geschlafen.
27 Siehe, es kommt die Zeit, spricht der HERR, daß ich das Haus Israel und das Haus Juda besäen will mit Menschen und mit Vieh.
28 Und gleichwie ich über sie gewacht habe, auszureuten, zu zerreißen, abzubrechen, zu verderben und zu plagen: also will ich über sie wachen, zu bauen und zu pflanzen, spricht der HERR.
29 Zu derselben Zeit wird man nicht mehr sagen: "Die Väter haben Herlinge gegessen, und der Kinder Zähne sind stumpf geworden":
30 sondern ein jeglicher soll um seiner Missetat willen sterben, und welcher Mensch Herlinge ißt, dem sollen seine Zähne stumpf werden.
31 Siehe, es kommt die Zeit, spricht der HERR, da will ich mit dem Hause Israel und mit dem Hause Juda einen neuen Bund machen;
32 nicht wie der Bund gewesen ist, den ich mit ihren Vätern machte, da ich sie bei der Hand nahm, daß ich sie aus Ägyptenland führte, welchen Bund sie nicht gehalten haben, und ich sie zwingen mußte, spricht der HERR;
33 sondern das soll der Bund sein, den ich mit dem Hause Israel machen will nach dieser Zeit, spricht der HERR: Ich will mein Gesetz in ihr Herz geben und in ihren Sinn schreiben; und sie sollen mein Volk sein, so will ich ihr Gott sein;
34 und wird keiner den andern noch ein Bruder den andern lehren und sagen: "Erkenne den HERRN", sondern sie sollen mich alle kennen, beide, klein und groß, spricht der Herr. Denn ich will ihnen ihre Missetat vergeben und ihrer Sünden nimmermehr gedenken.
35 So spricht der HERR, der die Sonne dem Tage zum Licht gibt und den Mond und die Sterne nach ihrem Lauf der Nacht zum Licht; der das Meer bewegt, daß seine Wellen brausen, HERR Zebaoth ist sein Name:
36 Wenn solche Ordnungen vergehen vor mir, spricht der HERR, so soll auch aufhören der Same Israels, daß er nicht mehr ein Volk vor mir sei ewiglich.
37 So spricht der HERR: Wenn man den Himmel oben kann messen und den Grund der Erde erforschen, so will ich auch verwerfen den ganzen Samen Israels um alles, was sie tun, spricht der HERR.
38 Siehe, es kommt die Zeit, spricht der HERR, daß die Stadt des HERRN soll gebaut werden vom Turm Hananeel an bis ans Ecktor;
39 und die Richtschnur wird neben demselben weiter herausgehen bis an den Hügel Gareb und sich gen Goath wenden;
40 und das Tal der Leichen und Asche samt dem ganzen Acker bis an den Bach Kidron, bis zur Ecke am Roßtor gegen Morgen, wird dem Herrn heilig sein, daß es nimmermehr zerrissen noch abgebrochen soll werden.

31 “At that time,” declares the Lord, “I will be the God(A) of all the families of Israel, and they will be my people.”
2 This is what the Lord says:
“The people who survive the sword
will find favor(B) in the wilderness;
I will come to give rest(C) to Israel.”
3 The Lord appeared to us in the past,[a] saying:
“I have loved(D) you with an everlasting love;
I have drawn(E) you with unfailing kindness.
4 I will build you up again,
and you, Virgin(F) Israel, will be rebuilt.(G)
Again you will take up your timbrels(H)

Make your praises heard, and say,

expectant mothers and women in labor;
a great throng will return.

the young of the flocks(AM) and herds.

young men and old as well.
I will turn their mourning(AP) into gladness;

and my people will be filled with my bounty,(AU)”
declares the Lord.

“Restrain your voice from weeping
and your eyes from tears,(AY)
for your work will be rewarded,(AZ)”
declares the Lord.
“They will return(BA) from the land of the enemy.
17 So there is hope(BB) for your descendants,”
declares the Lord.
“Your children(BC) will return to their own land.
18 “I have surely heard Ephraim’s moaning:
‘You disciplined(BD) me like an unruly calf,(BE)
and I have been disciplined.
Restore(BF) me, and I will return,
because you are the Lord my God.
19 After I strayed,(BG)
I repented;
after I came to understand,
I beat(BH) my breast.
I was ashamed(BI) and humiliated
because I bore the disgrace of my youth.’(BJ)
20 Is not Ephraim my dear son,
the child(BK) in whom I delight?
Though I often speak against him,
I still remember(BL) him.
Therefore my heart yearns for him;
I have great compassion(BM) for him,”
declares the Lord.
21 “Set up road signs;
put up guideposts.(BN)
Take note of the highway,(BO)
the road that you take.
Return,(BP) Virgin(BQ) Israel,
return to your towns.
22 How long will you wander,(BR)
unfaithful(BS) Daughter Israel?
The Lord will create a new thing(BT) on earth—
the woman will return to[b](BU) the man.”
23 This is what the Lord Almighty, the God of Israel, says: “When I bring them back from captivity,[c](BV) the people in the land of Judah and in its towns will once again use these words: ‘The Lord bless(BW) you, you prosperous city,(BX) you sacred mountain.’(BY) 24 People will live(BZ) together in Judah and all its towns—farmers and those who move about with their flocks.(CA) 25 I will refresh the weary(CB) and satisfy the faint.”(CC)
26 At this I awoke(CD) and looked around. My sleep had been pleasant to me.
27 “The days are coming,”(CE) declares the Lord, “when I will plant(CF) the kingdoms of Israel and Judah with the offspring of people and of animals. 28 Just as I watched(CG) over them to uproot(CH) and tear down, and to overthrow, destroy and bring disaster,(CI) so I will watch over them to build and to plant,”(CJ) declares the Lord. 29 “In those days people will no longer say,
30 Instead, everyone will die for their own sin;(CM) whoever eats sour grapes—their own teeth will be set on edge.
31 “The days are coming,” declares the Lord,
“when I will make a new covenant(CN)
with the people of Israel
and with the people of Judah.
32 It will not be like the covenant(CO)
I made with their ancestors(CP)
when I took them by the hand
to lead them out of Egypt,(CQ)
because they broke my covenant,
though I was a husband(CR) to[d] them,[e]”
declares the Lord.
33 “This is the covenant I will make with the people of Israel
after that time,” declares the Lord.
“I will put my law in their minds(CS)
and write it on their hearts.(CT)
I will be their God,
and they will be my people.(CU)
34 No longer will they teach(CV) their neighbor,
or say to one another, ‘Know the Lord,’
because they will all know(CW) me,
from the least of them to the greatest,”
declares the Lord.
“For I will forgive(CX) their wickedness
and will remember their sins(CY) no more.”
35 This is what the Lord says,
he who appoints(CZ) the sun
to shine by day,
who decrees the moon and stars
to shine by night,(DA)
who stirs up the sea(DB)
so that its waves roar(DC)—
the Lord Almighty is his name:(DD)
36 “Only if these decrees(DE) vanish from my sight,”
declares the Lord,
“will Israel(DF) ever cease
being a nation before me.”
37 This is what the Lord says:
“Only if the heavens above can be measured(DG)
and the foundations of the earth below be searched out
will I reject(DH) all the descendants of Israel
because of all they have done,”
declares the Lord.
38 “The days are coming,” declares the Lord, “when this city will be rebuilt(DI) for me from the Tower of Hananel(DJ) to the Corner Gate.(DK) 39 The measuring line(DL) will stretch from there straight to the hill of Gareb and then turn to Goah. 40 The whole valley(DM) where dead bodies(DN) and ashes are thrown, and all the terraces out to the Kidron Valley(DO) on the east as far as the corner of the Horse Gate,(DP) will be holy(DQ) to the Lord. The city will never again be uprooted or demolished.”
