31 At the same time, saith the Lord,
will I be the God of all the families of Israel,
and they shall be my people.
Thus saith the Lord,
The people which were left of the sword
found grace in the wilderness;
even Israel, when I went to cause him to rest.
The Lord hath appeared of old unto me, saying,
Yea, I have loved thee with an everlasting love:
therefore with lovingkindness have I drawn thee.
Again I will build thee, and thou shalt be built,
O virgin of Israel:
thou shalt again be adorned with thy tabrets,
and shalt go forth in the dances of them that make merry.
Thou shalt yet plant vines upon the mountains of Samaria:
the planters shall plant, and shall eat them as common things.
For there shall be a day, that the watchmen upon the mount Ephraim shall cry,
Arise ye, and let us go up to Zion unto the Lord our God.
For thus saith the Lord;
Sing with gladness for Jacob,
and shout among the chief of the nations:
publish ye, praise ye, and say,
O Lord, save thy people, the remnant of Israel.
Behold, I will bring them from the north country,
and gather them from the coasts of the earth,
and with them the blind and the lame,
the woman with child and her that travaileth with child together:
a great company shall return thither.
They shall come with weeping,
and with supplications will I lead them:
I will cause them to walk by the rivers of waters in a straight way,
wherein they shall not stumble:
for I am a father to Israel,
and Ephraim is my firstborn.

10 Hear the word of the Lord, O ye nations,
and declare it in the isles afar off, and say,
He that scattered Israel will gather him, and keep him,
as a shepherd doth his flock.
11 For the Lord hath redeemed Jacob,
and ransomed him from the hand of him that was stronger than he.
12 Therefore they shall come and sing in the height of Zion,
and shall flow together to the goodness of the Lord,
for wheat, and for wine, and for oil,
and for the young of the flock and of the herd:
and their soul shall be as a watered garden;
and they shall not sorrow any more at all.
13 Then shall the virgin rejoice in the dance,
both young men and old together:
for I will turn their mourning into joy,
and will comfort them,
and make them rejoice from their sorrow.
14 And I will satiate the soul of the priests with fatness,
and my people shall be satisfied with my goodness, saith the Lord.

15 Thus saith the Lord;
A voice was heard in Ramah,
lamentation, and bitter weeping;
Rahel weeping for her children
refused to be comforted for her children,
because they were not.
16 Thus saith the Lord; Refrain thy voice from weeping,
and thine eyes from tears:
for thy work shall be rewarded, saith the Lord;
and they shall come again from the land of the enemy.
17 And there is hope in thine end, saith the Lord,
that thy children shall come again to their own border.

18 I have surely heard Ephraim bemoaning himself thus;
Thou hast chastised me, and I was chastised,
as a bullock unaccustomed to the yoke:
turn thou me, and I shall be turned;
for thou art the Lord my God.
19 Surely after that I was turned, I repented;
and after that I was instructed, I smote upon my thigh:
I was ashamed, yea, even confounded,
because I did bear the reproach of my youth.
20 Is Ephraim my dear son?
is he a pleasant child?
for since I spake against him,
I do earnestly remember him still:
therefore my bowels are troubled for him;
I will surely have mercy upon him, saith the Lord.

21 Set thee up waymarks, make thee high heaps:
set thine heart toward the highway,
even the way which thou wentest:
turn again, O virgin of Israel,
turn again to these thy cities.
22 How long wilt thou go about,
O thou backsliding daughter?
for the Lord hath created a new thing in the earth,
A woman shall compass a man.

23 Thus saith the Lord of hosts, the God of Israel; As yet they shall use this speech in the land of Judah and in the cities thereof, when I shall bring again their captivity; The Lord bless thee, O habitation of justice, and mountain of holiness. 24 And there shall dwell in Judah itself, and in all the cities thereof together, husbandmen, and they that go forth with flocks. 25 For I have satiated the weary soul, and I have replenished every sorrowful soul. 26 Upon this I awaked, and beheld; and my sleep was sweet unto me.

27 Behold, the days come, saith the Lord, that I will sow the house of Israel and the house of Judah with the seed of man, and with the seed of beast. 28 And it shall come to pass, that like as I have watched over them, to pluck up, and to break down, and to throw down, and to destroy, and to afflict; so will I watch over them, to build, and to plant, saith the Lord. 29 In those days they shall say no more, The fathers have eaten a sour grape, and the children’s teeth are set on edge. 30 But every one shall die for his own iniquity: every man that eateth the sour grape, his teeth shall be set on edge.

31 Behold, the days come, saith the Lord, that I will make a new covenant with the house of Israel, and with the house of Judah: 32 not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the Lord: 33 but this shall be the covenant that I will make with the house of Israel; After those days, saith the Lord, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people. 34 And they shall teach no more every man his neighbour, and every man his brother, saying, Know the Lord: for they shall all know me, from the least of them unto the greatest of them, saith the Lord: for I will forgive their iniquity, and I will remember their sin no more.

35 Thus saith the Lord, which giveth the sun for a light by day, and the ordinances of the moon and of the stars for a light by night, which divideth the sea when the waves thereof roar; The Lord of hosts is his name: 36 if those ordinances depart from before me, saith the Lord, then the seed of Israel also shall cease from being a nation before me for ever. 37 Thus saith the Lord; If heaven above can be measured, and the foundations of the earth searched out beneath, I will also cast off all the seed of Israel for all that they have done, saith the Lord.

38 Behold, the days come, saith the Lord, that the city shall be built to the Lord from the tower of Hananeel unto the gate of the corner. 39 And the measuring line shall yet go forth over against it upon the hill Gareb, and shall compass about to Goath. 40 And the whole valley of the dead bodies, and of the ashes, and all the fields unto the brook of Kidron, unto the corner of the horse gate toward the east, shall be holy unto the Lord; it shall not be plucked up, nor thrown down any more for ever.

31 En aquel tiempo, dice Jehová, yo seré por Dios a todas las familias de Israel, y ellas me serán a mí por pueblo.

Así ha dicho Jehová: El pueblo que escapó de la espada halló gracia en el desierto, cuando Israel iba en busca de reposo. Jehová se manifestó a mí hace ya mucho tiempo, diciendo: Con amor eterno te he amado; por tanto, te prolongué mi misericordia. Aún te edificaré, y serás edificada, oh virgen de Israel; todavía serás adornada con tus panderos, y saldrás en alegres danzas. Aún plantarás viñas en los montes de Samaria; plantarán los que plantan, y disfrutarán de ellas. Porque habrá día en que clamarán los guardas en el monte de Efraín: Levantaos, y subamos a Sion, a Jehová nuestro Dios.

Porque así ha dicho Jehová: Regocijaos en Jacob con alegría, y dad voces de júbilo a la cabeza de naciones; haced oír, alabad, y decid: Oh Jehová, salva a tu pueblo, el remanente de Israel. He aquí yo los hago volver de la tierra del norte, y los reuniré de los fines de la tierra, y entre ellos ciegos y cojos, la mujer que está encinta y la que dio a luz juntamente; en gran compañía volverán acá. Irán con lloro, mas con misericordia los haré volver, y los haré andar junto a arroyos de aguas, por camino derecho en el cual no tropezarán; porque soy a Israel por padre, y Efraín es mi primogénito.

10 Oíd palabra de Jehová, oh naciones, y hacedlo saber en las costas que están lejos, y decid: El que esparció a Israel lo reunirá y guardará, como el pastor a su rebaño. 11 Porque Jehová redimió a Jacob, lo redimió de mano del más fuerte que él. 12 Y vendrán con gritos de gozo en lo alto de Sion, y correrán al bien de Jehová, al pan, al vino, al aceite, y al ganado de las ovejas y de las vacas; y su alma será como huerto de riego, y nunca más tendrán dolor. 13 Entonces la virgen se alegrará en la danza, los jóvenes y los viejos juntamente; y cambiaré su lloro en gozo, y los consolaré, y los alegraré de su dolor. 14 Y el alma del sacerdote satisfaré con abundancia, y mi pueblo será saciado de mi bien, dice Jehová.

15 Así ha dicho Jehová: Voz fue oída en Ramá, llanto y lloro amargo; Raquel que lamenta por sus hijos,(A) y no quiso ser consolada acerca de sus hijos, porque perecieron.(B)

16 Así ha dicho Jehová: Reprime del llanto tu voz, y de las lágrimas tus ojos; porque salario hay para tu trabajo, dice Jehová, y volverán de la tierra del enemigo. 17 Esperanza hay también para tu porvenir, dice Jehová, y los hijos volverán a su propia tierra. 18 Escuchando, he oído a Efraín que se lamentaba: Me azotaste, y fui castigado como novillo indómito; conviérteme, y seré convertido, porque tú eres Jehová mi Dios. 19 Porque después que me aparté tuve arrepentimiento, y después que reconocí mi falta, herí mi muslo; me avergoncé y me confundí, porque llevé la afrenta de mi juventud. 20 ¿No es Efraín hijo precioso para mí? ¿no es niño en quien me deleito? pues desde que hablé de él, me he acordado de él constantemente. Por eso mis entrañas se conmovieron por él; ciertamente tendré de él misericordia, dice Jehová.

21 Establécete señales, ponte majanos altos, nota atentamente la calzada; vuélvete por el camino por donde fuiste, virgen de Israel, vuelve a estas tus ciudades. 22 ¿Hasta cuándo andarás errante, oh hija contumaz? Porque Jehová creará una cosa nueva sobre la tierra: la mujer rodeará al varón.

23 Así ha dicho Jehová de los ejércitos, Dios de Israel: Aún dirán esta palabra en la tierra de Judá y en sus ciudades, cuando yo haga volver sus cautivos: Jehová te bendiga, oh morada de justicia, oh monte santo. 24 Y habitará allí Judá, y también en todas sus ciudades labradores, y los que van con rebaño. 25 Porque satisfaré al alma cansada, y saciaré a toda alma entristecida.

26 En esto me desperté, y vi, y mi sueño me fue agradable.

El nuevo pacto

27 He aquí vienen días, dice Jehová, en que sembraré la casa de Israel y la casa de Judá de simiente de hombre y de simiente de animal. 28 Y así como tuve cuidado de ellos para arrancar y derribar, y trastornar y perder y afligir, tendré cuidado de ellos para edificar y plantar, dice Jehová. 29 En aquellos días no dirán más: Los padres comieron las uvas agrias y los dientes de los hijos tienen la dentera,(C) 30 sino que cada cual morirá por su propia maldad; los dientes de todo hombre que comiere las uvas agrias, tendrán la dentera.

31 He aquí que vienen días, dice Jehová, en los cuales haré nuevo pacto(D) con la casa de Israel y con la casa de Judá. 32 No como el pacto que hice con sus padres el día que tomé su mano para sacarlos de la tierra de Egipto; porque ellos invalidaron mi pacto, aunque fui yo un marido para ellos, dice Jehová. 33 Pero este es el pacto que haré con la casa de Israel después de aquellos días, dice Jehová: Daré mi ley en su mente, y la escribiré en su corazón;(E) y yo seré a ellos por Dios, y ellos me serán por pueblo. 34 Y no enseñará más ninguno a su prójimo, ni ninguno a su hermano, diciendo: Conoce a Jehová; porque todos me conocerán, desde el más pequeño de ellos hasta el más grande, dice Jehová; porque perdonaré la maldad de ellos, y no me acordaré más de su pecado.(F)(G)

35 Así ha dicho Jehová, que da el sol para luz del día, las leyes de la luna y de las estrellas para luz de la noche, que parte el mar, y braman sus ondas; Jehová de los ejércitos es su nombre: 36 Si faltaren estas leyes delante de mí, dice Jehová, también la descendencia de Israel faltará para no ser nación delante de mí eternamente.

37 Así ha dicho Jehová: Si los cielos arriba se pueden medir, y explorarse abajo los fundamentos de la tierra, también yo desecharé toda la descendencia de Israel por todo lo que hicieron, dice Jehová.

38 He aquí que vienen días, dice Jehová, en que la ciudad será edificada a Jehová, desde la torre de Hananeel hasta la puerta del Ángulo. 39 Y saldrá más allá el cordel de la medida delante de él sobre el collado de Gareb, y rodeará a Goa. 40 Y todo el valle de los cuerpos muertos y de la ceniza, y todas las llanuras hasta el arroyo de Cedrón, hasta la esquina de la puerta de los caballos al oriente, será santo a Jehová; no será arrancada ni destruida más para siempre.

The Exiles Return

31 At that time, says the Lord, I will be the God of all the families of Israel, and they shall be My people.

Thus says the Lord:

The people who survived the sword
    found grace in the wilderness,
    when I went to give Israel rest.

The Lord has appeared to him from afar, saying:

Indeed, I have loved you with an everlasting love;
    therefore with lovingkindness I have drawn you.
Again I will build you
    and you will be built, O virgin of Israel.
You will again be adorned with your tambourines
    and shall go forth in the dances of those who make merry.
You will yet plant vines
    on the mountains of Samaria;
the planters will plant
    and will enjoy them.
For there will be a day when the watchmen
    on the hills of Ephraim will proclaim,
“Arise, and let us go up to Zion,
    to the Lord our God.”

For thus says the Lord:

Sing with gladness for Jacob,
    and shout among the chief of the nations;
publish, praise, and say,
    “O Lord, save Your people,
    the remnant of Israel.”
See, I will bring them from the north country,
    and gather them from the remote parts of the earth,
and with them the blind and the lame,
    the woman with child and her who is in labor with child, together;
    a great company will return here.
They will come with weeping,
    and with supplications I will lead them.
I will cause them to walk by the rivers of waters,
    in a straight way in which they shall not stumble.
For I am a Father to Israel,
    and Ephraim is My firstborn.

    and declare it in the coastlands far off, and say,
“He who scattered Israel will gather him
    and keep him, as a shepherd does his flock.”
11 For the Lord has redeemed Jacob
    and ransomed him from the hand of him who was stronger than he.

    and will be joyful over the goodness of the Lord,
for wheat and for wine and for oil

15 Thus says the Lord:

A voice is heard in Ramah,
    lamentation and bitter weeping,
Rachel weeping for her children,
    refusing to be comforted for her children,
    because they are no more.

16 Thus says the Lord:

Keep your voice from weeping
    and your eyes from tears;
for your work shall be rewarded,
    says the Lord,
    and they shall come back from the land of the enemy.
17 There is hope for your future,
    says the Lord,
    that your children will come back to their own border.

18 I have surely heard Ephraim pleading:
    “You have chastised me,
    and I was chastised, as an untrained calf;
turn me back and I will be turned,
    for you are the Lord my God.
19 Surely after I turned back,
    I repented;
and after I was instructed,
    I struck myself on my thigh;
I was ashamed and even humiliated
    because I bore the reproach of my youth.”
20 Is Ephraim My dear son?
    Is he a pleasant child?
For since I spoke against him,
    I surely do remember him still;
therefore My heart longs for him.
    I will surely have mercy on him,
    says the Lord.

21 Set up road marks,
    place guideposts.
Set your heart toward the highway,
    even the way by which you went.
Turn back, O virgin of Israel,
    turn back to these your cities.
22 How long will you go about,
    O faithless daughter?
For the Lord has created a new thing in the earth:
    A woman shall obtain a man.

23 Thus says the Lord of Hosts, the God of Israel: Once again they shall use this speech in the land of Judah and in the cities when I restore their fortunes: “May the Lord bless you, O habitation of righteousness and mountain of holiness!” 24 And Judah and all its cities will dwell there, the farmer and those who go out with the flocks. 25 For I satiate the weary souls and I replenish every languishing soul.

26 Upon this I awoke and looked, and my sleep was sweet to me.

27 Surely, the days are coming, says the Lord, when I will sow the house of Israel and the house of Judah with the seed of man and with the seed of beast. 28 It shall come to pass that as I have watched over them to pluck up, and to break down, and to throw down, and to destroy, and to afflict, so I will watch over them, to build, and to plant, says the Lord. 29 In those days they will say no more:

“The fathers have eaten sour grapes,
    and the children’s teeth are set on edge.”

30 But everyone will die for his own iniquity. Every man that eats the sour grape, his teeth will be set on edge.

A New Covenant

31 Surely, the days are coming, says the Lord,
    when I will make a new covenant
with the house of Israel
    and with the house of Judah.
32 It will not be according to the covenant
    that I made with their fathers
in the day that I took them by the hand
    to bring them out of the land of Egypt,
because they broke My covenant,
    although I was a husband to them,
    says the Lord.
33 But this shall be the covenant that I will make with the house of Israel
    after those days, says the Lord:
I will put My law within them
    and write it in their hearts;
and I will be their God,
    and they shall be My people.
34 They shall teach no more every man his neighbor
    and every man his brother, saying, “Know the Lord,”
for they all shall know Me,
    from the least of them to the greatest of them,
    says the Lord,
for I will forgive their iniquity,
    and I will remember their sin no more.

35 Thus says the Lord,

who gives the sun

38 Surely, the days are coming, says the Lord, when the city will be built to the Lord from the Tower of Hananel to the Corner Gate. 39 The measuring line shall stretch out straight to the hill Gareb, and shall then turn to Goah. 40 The whole valley of the dead bodies and of the ashes, and all the fields to the Kidron Valley, to the corner of the Horse Gate toward the east, will be holy to the Lord. It will not be plucked up nor thrown down any more forever.
