10 (A)“Then fear not, (B)O Jacob my servant, declares the Lord,
    nor be dismayed, O Israel;
for behold, (C)I will save you from far away,
    (D)and your offspring from the land of their captivity.
(E)Jacob shall return and have quiet and ease,
    and none shall make him afraid.
11 (F)For I am with you to save you,
declares the Lord;
(G)I will make a full end of all the nations
    among whom I scattered you,
    but of you I will not make a full end.
(H)I will (I)discipline you in just measure,
    and I will by no means leave you unpunished.

12 “For thus says the Lord:
(J)Your hurt is incurable,
    (K)and your wound is grievous.
13 There is none to uphold your cause,
    no medicine for your wound,
    (L)no healing for you.
14 (M)All your lovers have forgotten you;
    they care nothing for you;
for I have dealt you the blow of (N)an enemy,
    the punishment (O)of a merciless foe,
because your guilt is great,
    (P)because your sins are flagrant.
15 (Q)Why do you cry out over your hurt?
    (R)Your pain is incurable.
Because your guilt is great,
    (S)because your sins are flagrant,
    I have done these things to you.
16 (T)Therefore all who devour you shall be devoured,
    and (U)all your foes, every one of them, shall go into captivity;
(V)those who plunder you shall be plundered,
    (W)and all who prey on you I will make a prey.
17 (X)For I will restore (Y)health to you,
    and (Z)your wounds I will heal,
declares the Lord,
because (AA)they have called you an outcast:
    (AB)‘It is Zion, for whom no one cares!’

18 “Thus says the Lord:
Behold, (AC)I will restore the fortunes of the tents of Jacob
    and have compassion on his dwellings;
the city shall be rebuilt on (AD)its mound,
    and the palace shall stand where it used to be.
19 (AE)Out of them shall come songs of thanksgiving,
    and the voices of those who celebrate.
(AF)I will multiply them, and they shall not be few;
    I will make them honored, and they shall not be small.
20 (AG)Their children shall be as they were of old,
    and their congregation shall be established before me,
    and I will punish all who oppress them.
21 (AH)Their prince shall be one of themselves;
    (AI)their ruler shall come out from their midst;
(AJ)I will make him draw near, and he shall approach me,
    (AK)for who would dare of himself to approach me?
declares the Lord.
22 (AL)And you shall be my people,
    and I will be your God.”

23 (AM)Behold (AN)the storm of the Lord!
    Wrath has gone forth,
a whirling tempest;
    it will burst upon the head of the wicked.
24 (AO)The fierce anger of the Lord will not turn back
    until he has executed and accomplished
    the intentions of his mind.

    your descendants from the land of their exile.
Jacob will again have peace and security,(D)
    and no one will make him afraid.(E)
11 I am with you(F) and will save you,’
    declares the Lord.
‘Though I completely destroy all the nations
    among which I scatter you,
    I will not completely destroy(G) you.
I will discipline(H) you but only in due measure;
    I will not let you go entirely unpunished.’(I)

12 “This is what the Lord says:

“‘Your wound(J) is incurable,
    your injury beyond healing.(K)
13 There is no one to plead your cause,(L)
    no remedy for your sore,
    no healing(M) for you.
14 All your allies(N) have forgotten you;
    they care nothing for you.
I have struck you as an enemy(O) would
    and punished you as would the cruel,(P)
because your guilt is so great
    and your sins(Q) so many.
15 Why do you cry out over your wound,
    your pain that has no cure?(R)
Because of your great guilt and many sins
    I have done these things to you.(S)

16 “‘But all who devour(T) you will be devoured;
    all your enemies will go into exile.(U)
Those who plunder(V) you will be plundered;
    all who make spoil of you I will despoil.
17 But I will restore you to health
    and heal(W) your wounds,’
declares the Lord,
‘because you are called an outcast,(X)
    Zion for whom no one cares.’(Y)

18 “This is what the Lord says:

    and they will not be decreased;

    and they will not be disdained.
20 Their children(AI) will be as in days of old,
    and their community will be established(AJ) before me;
    I will punish(AK) all who oppress them.
21 Their leader(AL) will be one of their own;
    their ruler will arise from among them.(AM)
I will bring him near(AN) and he will come close to me—
    for who is he who will devote himself
    to be close to me?’
declares the Lord.
22 “‘So you will be my people,(AO)
    and I will be your God.(AP)’”

23 See, the storm(AQ) of the Lord
    will burst out in wrath,
a driving wind swirling down
    on the heads of the wicked.
24 The fierce anger(AR) of the Lord will not turn back(AS)
    until he fully accomplishes
    the purposes of his heart.
In days to come
    you will understand(AT) this.
