Isaiah 44:26-28

26 who confirms the message of His servant
and fulfills the counsel of His messengers;
who says to Jerusalem, “She will be inhabited,”
and to the cities of Judah, “They will be rebuilt,”
and I will restore her ruins;
27 who says to the depths of the sea, “Be dry,”
and I will dry up your rivers;
28 who says to Cyrus,(A) “My shepherd,
he will fulfill all My pleasure”(B)
and says to Jerusalem, “She will be rebuilt,”(C)
and of the temple, “Its foundation will be laid.”

And [a]performing the purpose of His messengers.
It is I who says of Jerusalem, ‘She shall be inhabited!’
And of the (B)cities of Judah, ‘(C)They shall be built.’
And I will raise up her ruins again.
27 “It is I who says to the depth of the sea, ‘Be dried up!’
And I will make your rivers (D)dry.
28 “It is I who says of (E)Cyrus, ‘He is My shepherd!
And he will perform all My desire.’
And [b]he declares of Jerusalem, ‘(F)She will be built,’
And of the temple, ‘[c]Your foundation will be laid.’”
