The Righteous Kingdom Announced
32 Indeed, a king will reign righteously,
and rulers will rule justly.(A)
2 Each will be like a shelter from the wind,
a refuge from the rain,(B)
like flowing streams(C) in a dry land
and the shade of a massive rock in an arid land.
3 Then the eyes of those who see will not be closed,
and the ears of those who hear will listen.(D)
4 The reckless mind will gain knowledge,
and the stammering tongue(E) will speak clearly and fluently.
5 A fool will no longer be called a noble,(F)
nor a scoundrel said to be important.
6 For a fool speaks foolishness
and his mind plots iniquity.
He lives in a godless way
and speaks falsely about the Lord.
He leaves the hungry empty
and deprives the thirsty of drink.(G)
7 The scoundrel’s weapons are destructive;
he hatches plots to destroy the needy with lies,
even when the poor person says what is right.
8 But a noble person plans noble things;
he stands up for noble causes.
9 Stand up, you complacent women;(H)
listen to me.
Pay attention to what I say,
you overconfident daughters.
10 In a little more than a year
you overconfident ones will shudder,
for the grapes will fail
and the harvest will not come.
11 Shudder, you complacent ones;
tremble, you overconfident ones!
Strip yourselves bare(I)
and put sackcloth round your waists.
12 Beat your breasts in mourning(J)
for the delightful fields and the fruitful vines,(K)
13 for the ground of my people
growing thorns and briars,(L)
indeed, for every joyous house in the jubilant city.
14 For the palace will be deserted,
the busy city abandoned.
The hill and the watchtower will become
barren places for ever,
the joy of wild donkeys,
and a pasture for flocks,
15 until the Spirit[a] from on high is poured out on us.(M)
Then the desert will become an orchard,
and the orchard will seem like a forest.(N)
16 Then justice will inhabit the wilderness,
and righteousness will dwell in the orchard.
17 The result of righteousness will be peace;(O)
the effect of righteousness
will be quiet confidence for ever.
18 Then my people will dwell in a peaceful place,
in safe and secure dwellings.
19 But hail will level the forest,[b](P)
and the city will sink into the depths.(Q)
20 You will be happy as you sow seed
beside abundant water,(R)
and as you let oxen and donkeys range freely.(S)

Good News Translation
A King with Integrity
32 Some day there will be a king who rules with integrity, and national leaders who govern with justice. 2 Each of them will be like a shelter from the wind and a place to hide from storms. They will be like streams flowing in a desert, like the shadow of a giant rock in a barren land. 3 Their eyes and ears will be open to the needs of the people. 4 They will not be impatient any longer, but they will act with understanding and will say what they mean. 5 No one will think that a fool is honorable or say that a scoundrel is honest. 6 A fool speaks foolishly and thinks up evil things to do. What he does and what he says are an insult to the Lord, and he never feeds the hungry or gives thirsty people anything to drink. 7 A stupid person is evil and does evil things; he plots to ruin the poor with lies and to keep them from getting their rights. 8 But an honorable person acts honestly and stands firm for what is right.
Judgment and Restoration
9 You women who live an easy life, free from worries, listen to what I am saying. 10 You may be satisfied now, but this time next year you will be in despair because there will be no grapes for you to gather. 11 You have been living an easy life, free from worries; but now, tremble with fear! Strip off your clothes and tie rags around your waist. 12 Beat your breasts in grief because the fertile fields and the vineyards have been destroyed, 13 and thorn bushes and briers are growing on my people's land. Weep for all the houses where people were happy and for the city that was full of life. 14 Even the palace will be abandoned and the capital city totally deserted. Homes and the forts that guarded them will be in ruins forever. Wild donkeys will roam there, and sheep will find pasture there.
15 But once more God will send us his spirit. The wasteland will become fertile, and fields will produce rich crops. 16 Everywhere in the land righteousness and justice will be done. 17 Because everyone will do what is right, there will be peace and security forever. 18 God's people will be free from worries, and their homes peaceful and safe. 19 (But hail will fall on the forests, and the city will be torn down.) 20 How happy everyone will be with plenty of water for the crops and safe pasture everywhere for the donkeys and cattle.

Contemporary English Version
Justice Will Rule
32 A king and his leaders
will rule with justice.
2 They will be a place of safety
from stormy winds,
a stream in the desert,
and a rock that gives shade
from the heat of the sun.
3 Then everyone who has eyes
will open them and see,
and those who have ears
will pay attention.
4 All who are impatient
will take time to think;
everyone who stutters
will talk clearly.
5 Fools will no longer
be highly respected,
and crooks won't be given
positions of honor.
6 Fools talk foolishness.
They always make plans
to do sinful things,
to lie about the Lord,
to let the hungry starve,
and to keep water from those
who are thirsty.
7 Cruel people tell lies—
they do evil things,
and make cruel plans
to destroy the poor and needy,
even when they beg
for justice.
8 But helpful people
can always be trusted
to make helpful plans.
Punishment for the Women of Jerusalem
9 Listen to what I say,
you women who are carefree
and careless!
10 You may not have worries now,
but in about a year,
the grape harvest will fail,
and you will tremble.
11 Shake and shudder,
you women without a care!
Strip off your clothes—
put on sackcloth.
12 Slap your breasts in sorrow
because of what happened
to the fruitful fields
and vineyards,
13 and to the happy homes
in Jerusalem.
The land of my people
is covered with thorns.
14 The palace will be deserted,
the crowded city empty.
Fortresses and towers
will forever become
playgrounds for wild donkeys
and pastures for sheep.
God's Spirit Makes the Difference
15 When the Spirit is given to us
from heaven,
deserts will become orchards
thick as fertile forests.
16 Honesty and justice
will prosper there,
17 and justice will produce
lasting peace and security.
18 You, the Lord's people,
will live in peace,
calm and secure,
19 even if hailstones flatten
forests and cities.
20 You will have God's blessing,
as you plant your crops
beside streams,
while your donkeys and cattle
roam freely about.

The Kingdom of Righteousness
32 See, a king(A) will reign in righteousness
and rulers will rule with justice.(B)
2 Each one will be like a shelter(C) from the wind
and a refuge from the storm,(D)

and the shadow of a great rock in a thirsty land.
3 Then the eyes of those who see will no longer be closed,(G)
and the ears(H) of those who hear will listen.
4 The fearful heart will know and understand,(I)
and the stammering tongue(J) will be fluent and clear.
5 No longer will the fool(K) be called noble
nor the scoundrel be highly respected.
6 For fools speak folly,(L)
their hearts are bent on evil:(M)
They practice ungodliness(N)
and spread error(O) concerning the Lord;
the hungry they leave empty(P)
and from the thirsty they withhold water.
7 Scoundrels use wicked methods,(Q)
they make up evil schemes(R)
to destroy the poor with lies,
even when the plea of the needy(S) is just.(T)
8 But the noble make noble plans,
and by noble deeds(U) they stand.(V)
The Women of Jerusalem
9 You women(W) who are so complacent,
rise up and listen(X) to me;
you daughters who feel secure,(Y)
hear what I have to say!
10 In little more than a year(Z)
you who feel secure will tremble;
the grape harvest will fail,(AA)
and the harvest of fruit will not come.
11 Tremble,(AB) you complacent women;
shudder, you daughters who feel secure!(AC)
Strip off your fine clothes(AD)
and wrap yourselves in rags.(AE)
12 Beat your breasts(AF) for the pleasant fields,
for the fruitful vines(AG)
13 and for the land of my people,
a land overgrown with thorns and briers(AH)—
yes, mourn(AI) for all houses of merriment
and for this city of revelry.(AJ)
14 The fortress(AK) will be abandoned,
the noisy city deserted;(AL)
citadel and watchtower(AM) will become a wasteland forever,
the delight of donkeys,(AN) a pasture for flocks,(AO)
15 till the Spirit(AP) is poured on us from on high,
and the desert becomes a fertile field,(AQ)
and the fertile field seems like a forest.(AR)
16 The Lord’s justice(AS) will dwell in the desert,(AT)
his righteousness(AU) live in the fertile field.
17 The fruit of that righteousness(AV) will be peace;(AW)
its effect will be quietness and confidence(AX) forever.
18 My people will live in peaceful(AY) dwelling places,
in secure homes,(AZ)
in undisturbed places of rest.(BA)
19 Though hail(BB) flattens the forest(BC)
and the city is leveled(BD) completely,
20 how blessed you will be,
sowing(BE) your seed by every stream,(BF)
and letting your cattle and donkeys range free.(BG)
