28 Woe to the crown of pride, to the drunkards of Ephraim, whose glorious beauty is a fading flower, which are on the head of the fat valleys of them that are overcome with wine!

Behold, the Lord hath a mighty and strong one, which as a tempest of hail and a destroying storm, as a flood of mighty waters overflowing, shall cast down to the earth with the hand.

The crown of pride, the drunkards of Ephraim, shall be trodden under feet:

And the glorious beauty, which is on the head of the fat valley, shall be a fading flower, and as the hasty fruit before the summer; which when he that looketh upon it seeth, while it is yet in his hand he eateth it up.

In that day shall the Lord of hosts be for a crown of glory, and for a diadem of beauty, unto the residue of his people,

And for a spirit of judgment to him that sitteth in judgment, and for strength to them that turn the battle to the gate.

But they also have erred through wine, and through strong drink are out of the way; the priest and the prophet have erred through strong drink, they are swallowed up of wine, they are out of the way through strong drink; they err in vision, they stumble in judgment.

For all tables are full of vomit and filthiness, so that there is no place clean.

Whom shall he teach knowledge? and whom shall he make to understand doctrine? them that are weaned from the milk, and drawn from the breasts.

10 For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little:

11 For with stammering lips and another tongue will he speak to this people.

12 To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear.

13 But the word of the Lord was unto them precept upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little; that they might go, and fall backward, and be broken, and snared, and taken.

14 Wherefore hear the word of the Lord, ye scornful men, that rule this people which is in Jerusalem.

15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:

16 Therefore thus saith the Lord God, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.

17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.

18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.

19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

20 For the bed is shorter than that a man can stretch himself on it: and the covering narrower than that he can wrap himself in it.

21 For the Lord shall rise up as in mount Perazim, he shall be wroth as in the valley of Gibeon, that he may do his work, his strange work; and bring to pass his act, his strange act.

22 Now therefore be ye not mockers, lest your bands be made strong: for I have heard from the Lord God of hosts a consumption, even determined upon the whole earth.

23 Give ye ear, and hear my voice; hearken, and hear my speech.

24 Doth the plowman plow all day to sow? doth he open and break the clods of his ground?

25 When he hath made plain the face thereof, doth he not cast abroad the fitches, and scatter the cummin, and cast in the principal wheat and the appointed barley and the rie in their place?

26 For his God doth instruct him to discretion, and doth teach him.

27 For the fitches are not threshed with a threshing instrument, neither is a cart wheel turned about upon the cummin; but the fitches are beaten out with a staff, and the cummin with a rod.

28 Bread corn is bruised; because he will not ever be threshing it, nor break it with the wheel of his cart, nor bruise it with his horsemen.

29 This also cometh forth from the Lord of hosts, which is wonderful in counsel, and excellent in working.

Judgment on Ephraim and Jerusalem

28 Ah, the proud crown of (A)the drunkards of Ephraim,
    and the fading flower of its glorious beauty,
    which is on the head of the rich valley of those overcome with wine!
Behold, the Lord has (B)one who is mighty and strong;
    like a storm of hail, a destroying tempest,
like (C)a storm of mighty, overflowing waters,
    he casts down to the earth with his hand.
(D)The proud crown of the drunkards of Ephraim
    will be trodden underfoot;
(E)and the fading flower of its glorious beauty,
    which is on the head of the rich valley,
will be like (F)a first-ripe fig[a] before the summer:
    when someone sees it, he swallows it
    as soon as it is in his hand.

(G)In that day the Lord of hosts will be a crown of glory,[b]
    and a diadem of beauty, to the remnant of his people,
and (H)a spirit of justice to him who sits in judgment,
    and (I)strength to those who turn back the battle at the gate.

(J)These also reel with wine
    and (K)stagger with strong drink;
the priest and (L)the prophet reel with strong drink,
    they are swallowed by[c] wine,
    they stagger with strong drink,
they reel in vision,
    they stumble in giving judgment.
For all tables are full of filthy vomit,
    with no space left.

(M)“To whom will he teach knowledge,
    and to whom will he explain the message?
Those who are weaned from the milk,

11 (N)For by people of strange lips
    and with a foreign tongue
the Lord will speak to this people,
12     to whom he has said,
(O)“This is rest;
    give rest to the weary;
and this is repose”;
    yet they would not hear.
13 And the word of the Lord will be to them
precept upon precept, precept upon precept,
    line upon line, line upon line,
    here a little, there a little,
(P)that they may go, and fall backward,
    and be broken, and snared, and taken.

A Cornerstone in Zion

14 Therefore hear the word of the Lord, you (Q)scoffers,
    who rule this people in Jerusalem!
15 Because you have said, “We have made a covenant with death,
    and with Sheol we have an agreement,
when the (R)overwhelming whip passes through
    it will not come to us,
for we have made (S)lies our refuge,
    and in falsehood we have taken shelter”;
16 therefore thus says the Lord God,
(T)“Behold, I am the one who has laid[d] as a foundation (U)in Zion,
    a stone, a tested stone,
a precious cornerstone, of a sure foundation:
    ‘Whoever believes will not be in haste.’
17 And I will make justice (V)the line,
    and righteousness (W)the plumb line;
and hail will sweep away the refuge of lies,
    and waters will overwhelm the shelter.”
18 Then (X)your covenant with death will be annulled,
    and your agreement with Sheol will not stand;
when the overwhelming scourge passes through,
    you will be beaten down by it.
19 As often as it passes through it will take you;
    (Y)for morning by morning it will pass through,
    by day and by night;
and it will be (Z)sheer terror to understand the message.
20 For the bed is too short to stretch oneself on,
    and the covering too narrow to wrap oneself in.
21 For the Lord will rise up (AA)as on Mount Perazim;
    (AB)as in the Valley of (AC)Gibeon he will be roused;
to do his deed—strange is his deed!
    and to work his work—alien is his work!
22 Now therefore do not (AD)scoff,
    lest your bonds be made strong;
for I have heard (AE)a decree of destruction
    from the Lord God of hosts against the whole land.

23 Give ear, and hear my voice;
    give attention, and hear my speech.
24 Does he who plows for sowing plow continually?
    Does he continually open and harrow his ground?
25 (AF)When he has leveled its surface,
    does he not scatter dill, sow cumin,
and put in wheat in rows
    and barley in its proper place,
    and emmer[e] as the border?
26 (AG)For he is rightly instructed;
    his God teaches him.

27 Dill is not threshed with a threshing sledge,
    nor is a cart wheel rolled over cumin,
but dill is beaten out with a stick,
    and cumin with a rod.
28 Does one crush grain for bread?
    No, he does not thresh it forever;[f]
when he drives his cart wheel over it
    with his horses, he does not crush it.
29 This also comes from the Lord of hosts;
    he is (AH)wonderful in counsel
    and excellent in wisdom.

Ephraim’s Captivity Predicted

28 Woe to the proud crown of the (A)habitually drunk of (B)Ephraim,
And to the fading flower of its glorious beauty,
Which is at the head of the [a]fertile valley

Behold, the Lord has a strong and (C)mighty agent;
As a storm of (D)hail, a tempest of destruction,
Like a storm of (E)mighty overflowing waters,
He has thrown it down to the earth with His hand.
The splendid crown of the habitually drunk of Ephraim is (F)trampled underfoot.
And the fading flower of its glorious beauty,
Which is at the head of the [c]fertile valley,
Will be like the (G)first-ripe fig prior to the summer,
Which [d]one sees,
And [e]as soon as it is in his [f]hand,
He swallows it.
On that day the (H)Lord of armies will become a beautiful (I)crown
And a glorious wreath to the remnant of His people;
A (J)spirit of justice for him who sits in judgment,
A (K)strength to those who repel the [g]onslaught at the gate.
And these also (L)reel with wine and stagger from intoxicating drink:
(M)The priest and (N)the prophet reel with intoxicating drink,
They are confused by wine, they stagger from (O)intoxicating drink;
They reel while [h]having (P)visions,
They stagger when rendering a verdict.
For all the tables are full of filthy (Q)vomit, without a single clean place.

“To (R)whom would He teach knowledge,
And to whom would He interpret the message?
Those just (S)weaned from milk?
Those just taken from the breast?
10 For He says,
[i](T)Order on order, order on order,
Line on line, line on line,
A little here, a little there.’”
11 Indeed, He will speak to this people
Through (U)stammering lips and a foreign tongue,
12 He who said to them, “This is the (V)place of quiet, give rest to the weary,”
And, “This is the resting place,” but they would not listen.
13 So the word of the Lord to them will be,
[j]Order on order, order on order,
Line on line, line on line,
A little here, a little there,”
That they may go and (W)stumble backward, be broken, snared, and taken captive.

Judah Is Warned

14 Therefore, (X)hear the word of the Lord, you (Y)scoffers,
Who rule this people who are in Jerusalem,
15 Because you have said, “We have made a (Z)covenant with death,
And with [k]Sheol we have made a [l]pact.
(AA)The [m]gushing flood will not reach us when it passes by,
Because we have made (AB)falsehood our refuge and we have (AC)concealed ourselves with deception.”

16 Therefore this is what the Lord [n]God says:

(AD)Behold, I am laying a stone in Zion, a tested (AE)stone,
A precious cornerstone for the foundation, [o]firmly placed.
The one who believes in it will not be [p]disturbed.
17 I will make (AF)justice the measuring line
And righteousness the level;
Then (AG)hail will sweep away the refuge of lies,
And the waters will overflow the secret place.
18 Your (AH)covenant with death will be [q](AI)canceled,
And your pact with Sheol will not stand;
When the [r](AJ)gushing flood passes through,
Then you will become its (AK)trampling ground.
19 As (AL)often as it passes through, it will [s]seize you;
For (AM)morning after morning it will pass through, anytime during the day or night,
And it will be [t]sheer (AN)terror to understand [u]what it means.”
20 The bed is too short on which to stretch out,
And the (AO)blanket is too [v]small to wrap oneself in.
21 For the Lord will rise up as at Mount (AP)Perazim,
He will be stirred up as in the Valley of (AQ)Gibeon,
To do His (AR)task, His [w](AS)unusual task,
And to work His work, His [x]extraordinary work.
22 And now do not carry on as (AT)scoffers,
Or your shackles will be made stronger;
For I have heard from the Lord [y]God of armies
Of decisive (AU)destruction on all the earth.

23 Listen and hear my voice,
Pay attention and hear my words.
24 Does the [z]farmer plow [aa]continually to plant seed?
Does he continually [ab]turn and break up his ground?
25 Does he not level its surface
And sow dill and scatter (AV)cumin
And [ac]plant (AW)wheat in rows,
Barley in its place and rye within its [ad]area?
26 For his God instructs and teaches him properly.
27 For dill is not threshed with a (AX)threshing sledge,
Nor is the cartwheel [ae]driven over cumin;
But dill is beaten out with a rod, and cumin with a club.
28 Grain for bread is crushed,
Indeed, he does not continue to thresh it forever.
Because the wheel of his cart and his horses eventually [af]damage it,
He does not thresh it longer.
29 This also comes from the Lord of armies,
Who has made His counsel (AY)wonderful and His wisdom (AZ)great.

O anúncio do castigo de Efraim e de Judá por causa da sua impenitência

28 Ai da coroa de soberba dos bêbados de Efraim, cujo glorioso ornamento é como a flor que cai, que está sobre a cabeça do fértil vale dos vencidos do vinho! Eis que o Senhor mandará um homem valente e poderoso; como uma queda de saraiva, uma tormenta de destruição e como uma tempestade de impetuosas águas que trasbordam, violentamente a derribará por terra. A coroa de soberba dos bêbados de Efraim será pisada aos pés. E a flor caída do seu glorioso ornamento que está sobre a cabeça do fértil vale será como o figo antes do verão, que, vendo-o alguém e tendo-o ainda na mão, o engole. Naquele dia, o Senhor dos Exércitos será por coroa gloriosa e por grinalda formosa para os restantes de seu povo; e será espírito de juízo para o que se assenta a julgar e por fortaleza para os que fazem recuar a peleja até à porta.

Mas também estes erram por causa do vinho e com a bebida forte se desencaminham; até o sacerdote e o profeta erram por causa da bebida forte; são absorvidos do vinho, desencaminham-se por causa da bebida forte, andam errados na visão e tropeçam no juízo. Porque todas as suas mesas estão cheias de vômitos e de imundícia; não nenhum lugar limpo. A quem, pois, se ensinaria a ciência? E a quem se daria a entender o que se ouviu? Ao desmamado e ao arrancado dos seios? 10 Porque é mandamento sobre mandamento, mandamento e mais mandamento, regra sobre regra, regra e mais regra: um pouco aqui, um pouco ali. 11 Pelo que, por lábios estranhos e por outra língua, falará a este povo, 12 ao qual disse: Este é o descanso, dai descanso ao cansado; e este é o refrigério; mas não quiseram ouvir. 13 Assim, pois, a palavra do Senhor lhes será mandamento sobre mandamento, mandamento e mais mandamento, regra sobre regra, regra e mais regra: um pouco aqui, um pouco ali; para que vão, e caiam para trás, e se quebrantem, e se enlacem, e sejam presos.

14 Ouvi, pois, a palavra do Senhor, homens escarnecedores que dominais este povo que está em Jerusalém. 15 Porquanto dizeis: Fizemos concerto com a morte e com o inferno fizemos aliança; quando passar o dilúvio do açoite, não chegará a nós, porque pusemos a mentira por nosso refúgio e debaixo da falsidade nos escondemos. 16 Portanto, assim diz o Senhor Jeová: Eis que eu assentei em Sião uma pedra, uma pedra já provada, pedra preciosa de esquina, que está bem firme e fundada; aquele que crer não se apresse. 17 E regrarei o juízo pela linha e a justiça, pelo prumo, e a saraiva varrerá o refúgio da mentira, e as águas cobrirão o esconderijo. 18 E o vosso concerto com a morte se anulará; e a vossa aliança com o inferno não subsistirá; e, quando o dilúvio do açoite passar, então, sereis oprimidos por ele. 19 Desde que comece a passar, vos arrebatará, porque todas as manhãs passará e todos os dias e todas as noites; e será que somente o ouvir tal notícia causará grande turbação.

20 Porque a cama será tão curta, que ninguém se poderá estender nela; e o cobertor, tão estreito, que ninguém se poderá cobrir com ele. 21 Porque o Senhor se levantará, como no monte de Perazim, e se irará, como no vale de Gibeão, para fazer a sua obra, a sua estranha obra, e para executar o seu ato, o seu estranho ato. 22 Agora, pois, não mais escarneçais, para que vossas ligaduras se não façam mais fortes; porque já ouvi o Senhor Jeová dos Exércitos falar de uma destruição, e esta já está determinada sobre toda a terra.

23 Inclinai os ouvidos e ouvi a minha voz; atendei bem e ouvi o meu discurso. 24 Porventura, lavra todo o dia o lavrador, para semear? Ou abre e esterroa todo o dia a sua terra? 25 Não é, antes, assim: quando tem gradado a sua superfície, então, espalha nela ervilhaca, e semeia cominhos; ou lança nela do melhor trigo, ou cevada escolhida, ou centeio, cada qual no seu lugar? 26 O seu Deus o ensina e o instrui acerca do que há de fazer. 27 Porque a ervilhaca não se trilha com instrumento de trilhar, nem sobre os cominhos passa roda de carro; mas, com uma vara, se sacode a ervilhaca e os cominhos, com um pedaço de pau. 28 O trigo é esmiuçado, mas não se trilha continuamente, nem se esmiúça com as rodas do seu carro, nem se quebra com os seus cavalos. 29 Até isto procede do Senhor dos Exércitos, porque é maravilhoso em conselho e grande em obra.
