Therefore, just as (A)the Holy Spirit says,

(B)Today if you hear His voice,
(C)Do not harden your hearts as [a]when they provoked Me,
As on the day of trial in the wilderness,
(D)Where your fathers put Me to the test,
And saw My works for (E)forty years.
10 (F)Therefore I was angry with this generation,
And said, ‘They always go astray in their heart,
And they did not know My ways’;
11 (G)As I swore in My anger,
They certainly shall not enter My rest.’”

Praise to the Lord and Warning against Unbelief.

95 Come, let’s (A)sing for joy to the Lord,
Let’s shout joyfully to (B)the rock of our salvation.
Let’s (C)come before His presence (D)with a song of thanksgiving,
Let’s shout joyfully to Him (E)in songs with instruments.
For the Lord is a (F)great God
And a great King (G)above all gods,
In whose hand are the (H)depths of the earth,
The peaks of the mountains are also His.
[a]The sea is His, for it was He (I)who made it,
And His hands formed the dry land.

Come, let’s (J)worship and bow down,
Let’s (K)kneel before the Lord our (L)Maker.
For He is our God,
And (M)we are the people of His [b](N)pasture and the sheep of His hand.
(O)Today, [c]if you will hear His voice,
Do not harden your hearts as at [d](P)Meribah,
As on the day of [e](Q)Massah in the wilderness,
“When your fathers (R)put Me to the test,
They tested Me, though they had seen My work.
10 For (S)forty years I was disgusted with that generation,
And said they are a people who err in their heart,
And they do not know My ways.
11 Therefore I (T)swore in My anger,
They certainly shall not enter My (U)rest.”

Water in the Rock

17 Then all the congregation of the sons of Israel journeyed by [a]stages from the wilderness of (A)Sin, according to the [b]command of the Lord, and camped at (B)Rephidim, and there was no water for the people to drink. So the people (C)quarreled with Moses and said, “Give us water so that we may drink!” And Moses said to them, “(D)Why do you quarrel with me? (E)Why do you test the Lord?” But the people were thirsty for water there; and [c]they (F)grumbled against Moses and said, “Why is it that you have brought us up from Egypt, to kill [d]us and [e]our children and [f](G)our livestock with thirst?” So Moses cried out to the Lord, saying, “What am I to do with this people? A (H)little more and they will stone me!” Then the Lord said to Moses, “Pass before the people and take with you some of (I)the elders of Israel; and take in your hand your staff with which (J)you struck the Nile, and go. Behold, I will stand before you there on the rock at (K)Horeb; and (L)you shall strike the rock, and water will come out of it, so that the people may drink.” And Moses did so in the sight of the elders of Israel. Then he named the place [g](M)Massah and [h](N)Meribah because of the quarrel of the sons of Israel, and because they (O)tested the Lord, saying, “Is the Lord among us, or not?”

32 So they brought (A)a bad report of the land which they had spied out to the sons of Israel, saying, “The land through which we have gone to spy out is (B)a land that devours its inhabitants; and (C)all the people whom we saw in it are people of great stature. 33 We also saw the [a](D)Nephilim there (the sons of Anak are part of the Nephilim); and (E)we were like [b]grasshoppers in our own sight, and so we were in their sight.”

The People Rebel

14 Then all the congregation [c]raised their voices and cried out, and the people wept [d]that night. And all the sons of Israel (F)grumbled against Moses and Aaron; and the entire congregation said to them, “(G)If only we had died in the land of Egypt! Or even if we had died in this wilderness! So why is the Lord bringing us into this land (H)to fall by the sword? (I)Our wives and our little ones will become plunder! Would it not be better for us to return to Egypt?” So they said to one another, “(J)Let’s appoint a leader and return to Egypt!”

(K)Then Moses and Aaron fell on their faces in the presence of all the assembly of the congregation of the sons of Israel. And Joshua the son of Nun and Caleb the son of Jephunneh, of those who had spied out the land, tore their clothes; and they spoke to all the congregation of the sons of Israel, saying, “(L)The land which we passed through to spy out is an exceedingly good land. (M)If the Lord is pleased with us, then He will bring us into this land and give it to us—(N)a land which flows with milk and honey. Only (O)do not rebel against the Lord; and do not (P)fear the people of the land, for they will be our [e]prey. Their [f]protection is gone from them, and the Lord is with us; do not fear them.” 10 (Q)But all the congregation said to stone them with stones. Then (R)the glory of the Lord appeared in the tent of meeting to all the sons of Israel.

Moses Pleads for the People

11 (S)And the Lord said to Moses, “How long will this people be disrespectful to Me? And how long will (T)they not [g]believe in Me, despite all the signs that I have performed in their midst? 12 I will strike them with [h](U)plague and dispossess them, and I (V)will make you into a nation greater and mightier than they.”

13 (W)But Moses said to the Lord, “Then the Egyptians will hear of it, for by Your strength You brought this people up from their midst, 14 and they will tell it to the inhabitants of this land. They have heard that You, Lord, are in the midst of this people, because (X)You, Lord, are seen eye to eye, while Your cloud stands over them; and You go before them in a pillar of cloud by day, and in a pillar of fire by night. 15 Now if You put this people to death [i]all at once, (Y)then the nations who have heard of Your fame will [j]say, 16 ‘Since the Lord (Z)could not bring this people into the land which He promised them by oath, He slaughtered them in the wilderness.’ 17 So now, please, let the power of the Lord be great, just as You have declared, saying, 18 (AA)The Lord is slow to anger and abundant in mercy, forgiving wrongdoing and violation of His Law; but (AB)He will by no means leave the guilty unpunished, (AC)inflicting the [k]punishment of the fathers on the children [l]to the third and the fourth generations.’ 19 Please (AD)forgive the guilt of this people in accordance with the greatness of Your mercy, just as You also have forgiven this people, from Egypt even until now.”

The Lord Pardons and Rebukes

20 So the Lord said, “(AE)I have forgiven them in accordance with your word; 21 however, (AF)as I live, [m](AG)all the earth will be filled with the glory of the Lord. 22 Certainly (AH)all the people who have seen My glory and My signs which I performed in Egypt and in the wilderness, yet (AI)have put Me to the test these ten times and have not listened to My voice, 23 (AJ)shall by no means see the land which I swore to their fathers, nor shall any of those who were disrespectful to Me see it. 24 But as for My servant Caleb, (AK)because he has had a different spirit and has followed Me fully, (AL)I will bring him into the land which he [n]entered, and his [o]descendants shall take possession of it. 25 (AM)Now the Amalekites and the Canaanites live in the valleys; turn tomorrow and set out for the wilderness by the way of the [p]Red Sea.”

26 The Lord spoke to Moses and Aaron again, saying, 27 “How long shall I put up with this evil congregation who are (AN)grumbling against Me? I have heard the complaints of the sons of Israel which they are [q]voicing against Me. 28 Say to them, ‘(AO)As I live,’ declares the Lord, ‘just as (AP)you have spoken in My hearing, so I will do to you; 29 (AQ)your dead bodies will fall in this wilderness, all (AR)your [r]numbered men according to your complete number from twenty years old and upward, who have grumbled against Me. 30 By no means will you come into the land where I [s]swore to settle you, (AS)except for Caleb the son of Jephunneh and Joshua the son of Nun. 31 (AT)Your children, however, whom you said would become plunder—I will bring them in, and they will know the land which you have rejected. 32 (AU)But as for you, your dead bodies will fall in this wilderness. 33 Also, your sons will be shepherds in the wilderness for (AV)forty years, and they will [t]suffer for your unfaithfulness, until your bodies perish in the wilderness. 34 In accordance with the (AW)number of days that you spied out the land, forty days, for every day you shall suffer the punishment for your [u]guilt a year, that is, forty years, and you will know My opposition. 35 (AX)I, the Lord, have spoken, I certainly will do this to all this evil congregation who are gathered together against Me. They shall be worn out in this wilderness, and there they shall die.’”

36 (AY)As for the men whom Moses sent to spy out the land, and who returned and led all the congregation to grumble against him by bringing a bad report about the land, 37 (AZ)those men who brought the bad report of the land also died by a (BA)plague in the presence of the Lord. 38 But Joshua the son of Nun and Caleb the son of Jephunneh remained alive out of those men who went to spy out the land.
