Therefore when he comes into the world, he says,

“You didn’t desire sacrifice and offering,
    but you prepared a body for me.
You had no pleasure in whole burnt offerings and sacrifices for sin.
    Then I said, ‘Behold, I have come (in the scroll of the book it is written of me)
    to do your will, O God.’”Psalm 40:6-8

Previously saying, “Sacrifices and offerings and whole burnt offerings and sacrifices for sin you didn’t desire, neither had pleasure in them” (those which are offered according to the law), then he has said, “Behold, I have come to do your will.” He takes away the first, that he may establish the second, 10 by which will we have been sanctified through the offering of the body of Jesus Christ once for all.

That is why, when Christ[a] came into the world, he said to God,

“You did not want animal sacrifices or sin offerings.
    But you have given me a body to offer.
You were not pleased with burnt offerings
    or other offerings for sin.
Then I said, ‘Look, I have come to do your will, O God—
    as is written about me in the Scriptures.’”[b]

First, Christ said, “You did not want animal sacrifices or sin offerings or burnt offerings or other offerings for sin, nor were you pleased with them” (though they are required by the law of Moses). Then he said, “Look, I have come to do your will.” He cancels the first covenant in order to put the second into effect. 10 For God’s will was for us to be made holy by the sacrifice of the body of Jesus Christ, once for all time.
