In the midst of the years make it known.

Did the Lord rage against the (R)rivers,
Or was Your anger against the rivers,

10 The mountains saw You and quaked;
The downpour of waters swept by.

This is the prayer that Habakkuk the prophet sang to the Eternal One.

When Habakkuk looks around him, it seems the good suffer and the wicked prosper. The Babylonian Empire is threatening to destroy Judah, the Egyptian armies have abandoned their treaty with Jerusalem, and within Judah some of God’s own people are abandoning Him for personal gain. But when he asks God why the good suffer, God explains that in the long run, they don’t. God is in control of all of creation, and only He can see how current circumstances fit into His greater plan. With that knowledge, Habakkuk now praises God for answering the prophet’s questions, for being in control, and for eventually vindicating His faithful followers.

I have heard the reports about You,
    and I am in awe when I consider all You have done.
O Eternal One, revive Your work in our lifetime;
    reveal it among us in our times.
As You unleash Your wrath, remember Your compassion.

God is on the move from Teman in the south;
    the Holy One is on His way from Mount Paran.

His splendor overtakes the skies;
    His praise fills every corner of the earth.
His radiance is like a bright light, rays stream down from His hand,
    and there His power is hidden.
Pestilence marches before Him;
    plagues follow in His steps.
He stands still and surveys the earth;
    He looks their way, and the nations jump in fear.
Indeed, the eternal mountains crumble.
    The ancient hills are humbled and bow down.
The paths He carved will last forever.
I see the tents of Cushan under attack by evil forces.
    The tent curtains of Midian shake throughout that land.

Was Your rage directed at the rivers, O Eternal One?
    Or Your anger at the rivers?
Or Your fury at the seas?
    Is this why You drove your horses, Your chariots of deliverance?
Your bow was prepared for battle.
    Your arrows waited for Your command.

You split the earth with rivers.
10 The mountains saw You and trembled; heavy rains passed through.
    The deep made its voice heard; it lifted its hands high.
11 The sun and the moon remained in their homes in the sky.
    At the flash of Your arrows, they go out;
At the gleam of Your spear, they go away.
12 In fury You marched across the earth.
    In anger You trampled the nations.
13 You went out to rescue Your people,
    to rescue Your anointed one.
You shattered the head of the wicked empire;
    You laid him bare from thigh to neck.

14 Their warriors rushed in to scatter us,
    thrilled to consume their poor victims in secret,
But You turned their weapons against them
    and pierced the heads of their warriors with their own arrows.[b]
15 You marched on the sea with Your horses,
    stirring up raging waters and overwhelming waves.

This victory poem is not unlike Exodus 15, the celebration of the Eternal’s victory over Egypt and the Red Sea.

16 I listened and began to feel sick with fear; my insides churned.
    My lips quivered at the sound.
Decay crept into my bones;
    I stood there shaking.
Now I wait quietly for the day of distress;
    I sit and wait for the time when disaster strikes those who attacked my people.
17 Even if the fig tree does not blossom
    and there are no grapes on the vines,
If the olive trees fail to give fruit
    and the fields produce no food,
If the flocks die far from the fold
    and there are no cattle in the stalls;
18 Then I will still rejoice in the Eternal!
    I will rejoice in the God who saves me!
19 The Eternal Lord is my strength!
    He has made my feet like the feet of a deer;
He allows me to walk on high places.

God Racing on the Crest of the Waves

1-2 A prayer of the prophet Habakkuk, with orchestra:

God, I’ve heard what our ancestors say about you,
    and I’m stopped in my tracks, down on my knees.
Do among us what you did among them.
    Work among us as you worked among them.
And as you bring judgment, as you surely must,
    remember mercy.

3-7 God’s on his way again,
    retracing the old salvation route,
Coming up from the south through Teman,
    the Holy One from Mount Paran.
Skies are blazing with his splendor,
    his praises sounding through the earth,
His cloud-brightness like dawn, exploding, spreading,
    forked-lightning shooting from his hand—
    what power hidden in that fist!
Plague marches before him,
    pestilence at his heels!
He stops. He shakes Earth.
    He looks around. Nations tremble.
The age-old mountains fall to pieces;
    ancient hills collapse like a spent balloon.
The paths God takes are older
    than the oldest mountains and hills.
I saw everyone worried, in a panic:
    Old wilderness adversaries,
Cushan and Midian, were terrified,
    hoping he wouldn’t notice them.

8-16 God, is it River you’re mad at?
    Angry at old River?
Were you raging at Sea when you rode
    horse and chariot through to salvation?
You unfurled your bow
    and let loose a volley of arrows.
    You split Earth with rivers.
Mountains saw what was coming.
    They twisted in pain.
Flood Waters poured in.
    Ocean roared and reared huge waves.
Sun and Moon stopped in their tracks.
    Your flashing arrows stopped them,
    your lightning-strike spears impaled them.
Angry, you stomped through Earth.
    Furious, you crushed the godless nations.
You were out to save your people,
    to save your specially chosen people.
You beat the stuffing
    out of King Wicked,
Stripped him naked
    from head to toe,
Set his severed head on his own spear
    and blew away his army.
Scattered they were to the four winds—
    and ended up food for the sharks!
You galloped through the Sea on your horses,
    racing on the crest of the waves.
When I heard it, my stomach did flips.
    I stammered and stuttered.
My bones turned to water.
    I staggered and stumbled.
I sit back and wait for Doomsday
    to descend on our attackers.

17-19 Though the cherry trees don’t blossom
    and the strawberries don’t ripen,
Though the apples are worm-eaten
    and the wheat fields stunted,
Though the sheep pens are sheepless
    and the cattle barns empty,
I’m singing joyful praise to God.
    I’m turning cartwheels of joy to my Savior God.
Counting on God’s Rule to prevail,
    I take heart and gain strength.
I run like a deer.
    I feel like I’m king of the mountain!

Habakkuk’s Vision of the Divine Warrior

This is a prayer of Habakkuk the prophet:[a]

Habakkuk Declares His Confidence

16 I listened and my stomach churned;[ba]
the sound made my lips quiver.
My frame went limp, as if my bones were decaying,[bb]
and I shook as I tried to walk.[bc]
I long[bd] for the day of distress

17 When[bf] the fig tree does not bud,
and there are no grapes on the vines;
when the olive trees do not produce[bg]
and the fields yield no crops;[bh]

I will be happy because of the God who delivers me!

It may refer to the literary genre of the prayer or to the musical style to be employed when it is sung. The NEB leaves the term untranslated; several other modern English versions transliterate the term into English, sometimes with explanatory notes (NASB, NRSV “according to Shigionoth”; NIV “On shigyonoth”).

All of the forms are best taken as indicating completed action from the speaker’s standpoint (all of the prefixed forms being regarded as preterites). The forms could be translated with the past tense, but this would be misleading, for this is not a mere recital of God’s deeds in Israel’s past history. Habakkuk here describes, in terms reminiscent of past theophanies, his prophetic vision of a future theophany (see v. 7, “I saw”). From the prophet’s visionary standpoint the theophany is “as good as done.” This translation uses the English present tense throughout these verses to avoid misunderstanding. A similar strategy is followed by the NEB; in contrast note the NIV and NRSV, which consistently use past tenses throughout the section, and the NASB, which employs present tenses in vv. 3-5 and mostly past tenses in vv. 6-15.

  16. Habakkuk 3:4 tc The subject, נֹגָהּ (nogah, “brightness”), is masculine but the verb is feminine. The LXX and most English translations add “his” to the subject. The verb form in the MT, an imperfect form of the stative verb הָיָה (hayah, “to be”) should always be future tense, as here in the LXX, and in English translations in the Psalms. But here most English translations use past or present. The BHS editors suggest emending the verb תִּהְיֶה (tihyeh) to the preposition and suffix תַּחְתָּיו (takhtayv) to make “[his] brightness is as lightning beneath him.” While this gets rid of the grammatical problem using similar looking consonants, it is speculative.tn Heb “[His] radiance is like light.” Some see a reference to sunlight, but the Hebrew word אוֹר (ʾor) here refers to lightning, as the context indicates (see vv. 4b, 9, 11).   17. Habakkuk 3:4 tn Heb “two horns from his hand [belong] to him.” Sharp, pointed lightning bolts have a “horn-like” appearance. The weapon of “double lightning” appears often in Mesopotamian representations of gods. See Elizabeth Van Buren, Symbols of the Gods in Mesopotamian Art (AnOr), 70-73. The term קֶרֶן (qeren), here in the dual form, commonly means “horn” but can also be used metaphorically (HALOT 1145 s.v. 4).
  18. Habakkuk 3:4 tn Heb “and there [is] the covering of his strength”; or “and there is his strong covering.” The meaning of this line is unclear. The point may be that the lightning bolts are merely a covering, or outward display, of God’s raw power. In Job 36:32 one reads that God “covers his hands with light [or, “lightning”].”

Habakkuk 3:9 tn Heb “[with] rivers you split open the earth.” A literal rendering like “You split the earth with rivers” (so NIV, NRSV) suggests geological activity to the modern reader, but in the present context of a violent thunderstorm, the idea of streams swollen to torrents by downpours better fits the imagery.sn As the Lord comes in a thunderstorm the downpour causes streams to swell to river-like proportions and spread over the surface of the ground, causing flash floods.
  39. Habakkuk 3:10 tn Heb “a heavy rain of waters passes by.” Perhaps the flash floods produced by the downpour are in view here.
  40. Habakkuk 3:10 sn The great deep, which is to be equated with the sea (vv. 8, 15), is a symbol of chaos and represents the Lord’s enemies.
