Habakkuk 1:2-4

2 How long, Lord, must I cry for help?
But you do not listen!
I call out to you, “Violence!”
But you do not deliver!
3 Why do you force me to witness injustice?[a]
Why do you put up with wrongdoing?[b]
Destruction and violence confront[c] me;
conflict is present and one must endure strife.[d]
4 For this reason the law lacks power,[e]
and justice is never carried out.[f]
Indeed,[g] the wicked intimidate[h] the innocent.[i]
For this reason justice is perverted.[j]

- Habakkuk 1:3 tn Heb “and there is conflict and strife he lifts up.” The present translation takes the verb יִשָּׂא (yisaʾ) in the sense of “carry, bear,” and understands the subject to be indefinite (“one”).
- Habakkuk 1:4 tn Heb “the law is numb,” i.e., like a hand that has “fallen asleep” (see Ps 77:2). Cf. NAB “is benumbed”; NIV “is paralyzed.”
- Habakkuk 1:4 tn Heb “never goes out.”
- Habakkuk 1:4 tn Or “for.”
- Habakkuk 1:4 tn Heb “surround” (so NASB, NRSV).
- Habakkuk 1:4 tn Or “righteous” (KJV, NASB, NIV, NRSV, NLT).

Habakkuk’s First Prayer
2 How long,(A) Lord, must I call for help(B)
and you do not listen
or cry out to you about violence(C)
and you do not save?
3 Why do you force me to look at injustice?(D)
Why do you tolerate[a] wrongdoing?
Oppression and violence are right in front of me.
Strife is ongoing, and conflict escalates.
4 This is why the law is ineffective
and justice never emerges.
For the wicked restrict(E) the righteous;
therefore, justice(F) comes out perverted.
