23 CHÚA phán: “Khốn cho những kẻ chăn hủy diệt và làm tan tác bầy chiên của đồng cỏ Ta.” 2 Vì thế, CHÚA, Đức Chúa Trời của Y-sơ-ra-ên phán như vầy về những người chăn có trách nhiệm chăn giữ dân Ta: “Chính các ngươi đã làm bầy chiên Ta tan tác và xua đuổi chúng đi, không thăm nom chúng.” CHÚA phán: “Này, Ta sẽ thăm phạt các ngươi vì những hành động gian ác của các ngươi. 3 Chính Ta sẽ tập họp những chiên Ta còn sống sót từ khắp mọi nước, nơi Ta đuổi chúng đến. Ta sẽ đem chúng về đồng cỏ của chúng, và chúng sẽ sinh sôi, nảy nở.” 4 CHÚA phán: “Ta sẽ lập lên những người chăn để chăn giữ chúng, chúng sẽ không còn sợ hãi hoặc kinh hoàng nữa, và sẽ không thiếu mất một con chiên nào.”
5 CHÚA phán:
“Trong những ngày đến,
Ta sẽ khiến cho nhà Đa-vít nảy ra một nhánh chính trực
Một vua trị vì cách khôn ngoan,
Thi hành sự công bình chính trực trong nước.
6 Trong đời vua ấy, Giu-đa sẽ được giải cứu,
Và Y-sơ-ra-ên sẽ sống an toàn.
Và đây là tên của vua:
‘CHÚA là sự chính trực của chúng tôi.’ ”
7 CHÚA phán: “Vì thế, trong những ngày đến, người ta sẽ không thề như vầy nữa: ‘Thật như CHÚA Hằng Sống, là Đấng đem dân Y-sơ-ra-ên ra khỏi xứ Ai-cập,’ 8 nhưng là thề: ‘Thật như CHÚA hằng sống, là Đấng đem con cháu nhà Y-sơ-ra-ên về từ vùng đất phương bắc, và từ mọi đất nước nơi Ngài đã đuổi chúng đến.’ Và chúng sẽ sống trong đất nước mình.
9 Về các tiên tri:
Tâm trí tôi bấn loạn,
Xương cốt tôi rã rời,
Tôi giống như một người say,
Người bị rượu chế ngự,
Vì CHÚA,
Vì các lời thánh của Ngài:
10 ‘Đất nước đầy bọn gian dâm,
Đất khô cằn vì lời rủa sả,
Đồng cỏ nơi sa mạc úa tàn.
Chúng chạy theo đường ác,
Lạm dụng uy quyền.’ ”
11 CHÚA phán:
“Cả tiên tri lẫn thầy tế lễ đều phạm tội phạm thượng,
Ta bắt gặp chúng làm điều gian ác ngay trong nhà Ta,”
12 CHÚA phán:
“Vì thế, đường chúng đi trơn trợt,
Chúng sẽ bị đuổi vào bóng tối,
Và ngã nằm dài tại đấy,
Vì đến năm Ta
Thăm phạt chúng.”
13 “Ta thấy điều sai quấy
Nơi các tiên tri Sa-ma-ri:
Chúng nhân danh Ba-anh nói tiên tri,
Và dẫn dân Y-sơ-ra-ên Ta đi lạc.
14 Nhưng Ta lại thấy một điều rùng rợn
Nơi các tiên tri Giê-ru-sa-lem:
Chúng phạm tội gian dâm, bước đi trong sự dối trá,
Khuyến khích kẻ làm ác,
Cho nên không ai xây bỏ đường ác mình.
Ta coi hết thảy bọn chúng như thành Sô-đôm,
Và dân cư Giê-ru-sa-lem như thành Gô-mô-rơ.”
15 Vì thế, CHÚA Vạn Quân phán về các tiên tri như vầy:
“Này, Ta sẽ cho chúng ăn ngải cứu,
Và uống nước độc,
Vì từ các tiên tri Giê-ru-sa-lem,
Tội phạm thượng đã lan tràn khắp đất nước.”
16 CHÚA Vạn Quân phán như vầy:
“Đừng nghe lời các tiên tri ấy nói với các ngươi,
Chúng cho các ngươi nghe toàn chuyện phù phiếm,
Chúng nói lên cảnh tượng tâm trí chúng suy ra,
Chứ không do miệng CHÚA phán dạy.
17 Chúng tiếp tục nói với những kẻ khinh lờn Ta:
‘CHÚA phán: Các ngươi sẽ sống bình an.’
Chúng nói với mọi người sống theo lòng cứng cỏi mình:
‘Các ngươi sẽ chẳng gặp tai họa đâu.’
18 Vì ai đã đứng chầu trong hội đồng của CHÚA
Để nghe thấy lời Ngài?
Ai đã chú ý nghe để công bố lời Ngài?
19 Kìa, trận cuồng phong của CHÚA,
Cơn giận Ngài đã bừng lên,
Cuồng phong xoáy dữ dội,
Xoáy cuộn trên đầu kẻ ác.
20 CHÚA sẽ không nguôi giận
Cho đến khi nào Ngài thực hiện
Hoàn toàn ý định Ngài.
Trong những ngày đến,
Các ngươi sẽ hiểu tận tường.
21 Ta không sai phái các tiên tri ấy,
Thế nhưng chúng vẫn chạy!
Ta không phán bảo chúng,
Thế mà chúng vẫn nói tiên tri!
22 Nếu chúng có đứng trong hội đồng của Ta,
Ắt chúng đã rao truyền lời Ta cho dân Ta,
Khiến cho dân Ta xây bỏ đường ác,
Và việc làm gian trá.”
23 CHÚA phán:
“Ta có phải là Đức Chúa Trời ở gần,
Mà không phải là Đức Chúa Trời ở xa sao?”
24 CHÚA phán:
“Có ai ẩn mình nơi kín đáo
Đến nỗi Ta không thấy được sao?”
CHÚA phán:
“Có phải Ta hiện diện khắp nơi,
Đầy dẫy các tầng trời và đất không?
25 Ta có nghe các tiên tri nhân danh Ta nói tiên tri dối gạt: ‘Tôi chiêm bao! Tôi chiêm bao!’ 26 Điều này tiếp tục trong lòng các tiên tri dối gạt, nói lên sự giả dối của lòng chúng, cho đến khi nào? 27 Chúng chủ mưu làm cho dân Ta quên danh Ta qua những chiêm bao chúng kể cho nhau nghe, y như tổ phụ chúng đã quên danh Ta, theo thần Ba-anh. 28 Tiên tri nào có chiêm bao, hãy kể chiêm bao! Tiên tri nào có lời Ta, hãy rao truyền lời Ta cách trung thực!” CHÚA phán: “Rơm có thể nào ví với thóc được không? 29 CHÚA phán: Lời Ta há không giống như lửa sao? như búa đập tan đá tảng sao?”
30 CHÚA phán: “Này, Ta chống lại các tiên tri ăn cắp lẫn nhau những lời chúng tự xưng là lời Ta.” 31 CHÚA phán: “Này, Ta chống lại các tiên tri dùng lưỡi mình tuyên bố: ‘CHÚA phán.’ ” 32 CHÚA phán: “Này, Ta chống lại các tiên tri thuật chiêm bao dối gạt, dẫn dân Ta đi lạc với những lời giả dối khinh xuất, trong khi Ta chẳng sai phái, cũng chẳng truyền bảo chúng.” CHÚA phán: “Thật chúng chẳng giúp ích chi cho dân này.
33 Khi dân này, hoặc tiên tri, hoặc thầy tế lễ, hỏi con: ‘Gánh nặng từ CHÚA là gì?’, con hãy đáp: ‘CHÚA phán: chính các ngươi là gánh nặng. Và Ta sẽ ném các ngươi đi.’ 34 Còn tiên tri, thầy tế lễ, hoặc người dân nào nói: ‘Đây là gánh nặng từ CHÚA,’ Ta sẽ phạt người ấy cùng với cả gia đình. 35 Đây là điều các ngươi phải hỏi nhau, người này hỏi người kia: ‘CHÚA giải đáp thế nào?’ hoặc ‘CHÚA phán dạy điều gì?’ 36 Nhưng các ngươi không được nhắc đến ‘gánh nặng từ CHÚA nữa’ vì ‘gánh nặng’ ấy chỉ là lời riêng của mỗi các ngươi, và như vậy, các ngươi bóp méo lời của Đức Chúa Trời Hằng Sống, CHÚA Vạn Quân, Đức Chúa Trời của chúng ta. 37 Đây là điều các ngươi phải hỏi tiên tri: ‘CHÚA trả lời ông thế nào?’ hoặc ‘CHÚA phán dạy điều gì?’ 38 Còn nếu như các ngươi tiếp tục nói: ‘Đây là gánh nặng từ CHÚA,’ thì CHÚA phán như vầy: ‘Vì các ngươi nói lời này: Đây là gánh nặng từ CHÚA,’ trong khi Ta đã sai người đến dạy các ngươi: ‘Đừng nói: Đây là gánh nặng từ CHÚA,’ 39 vì thế, này, chắc chắn Ta sẽ nhấc các ngươi lên,[a] và Ta sẽ ném các ngươi luôn với thành Ta ban cho các ngươi và tổ phụ các ngươi xa khỏi mặt Ta. 40 Và Ta sẽ khiến cho các ngươi chuốc lấy xấu hổ đời đời, nhục nhã mãi mãi, không sao quên được.”

The Branch of Righteousness
23 “Woe (A)to the shepherds who destroy and scatter the sheep of My pasture!” says the Lord. 2 Therefore thus says the Lord God of Israel against the shepherds who feed My people: “You have scattered My flock, driven them away, and not attended to them. (B)Behold, I will attend to you for the evil of your doings,” says the Lord. 3 “But (C)I will gather the remnant of My flock out of all countries where I have driven them, and bring them back to their folds; and they shall be fruitful and increase. 4 I will set up (D)shepherds over them who will feed them; and they shall fear no more, nor be dismayed, nor shall they be lacking,” says the Lord.
5 “Behold, (E)the days are coming,” says the Lord,
“That I will raise to David a Branch of righteousness;
A King shall reign and [a]prosper,
(F)And execute [b]judgment and righteousness in the [c]earth.
6 (G)In His days Judah will be saved,
And Israel (H)will dwell safely;
Now (I)this is His name by which He will be called:
[d]THE LORD OUR RIGHTEOUSNESS.
7 “Therefore, behold, (J)the days are coming,” says the Lord, “that they shall no longer say, ‘As the Lord lives who brought up the children of Israel from the land of Egypt,’ 8 but, ‘As the Lord lives who brought up and led the descendants of the house of Israel from the north country (K)and from all the countries where I had driven them.’ And they shall dwell in their own (L)land.”
False Prophets and Empty Oracles
9 My heart within me is broken
Because of the prophets;
(M)All my bones shake.
I am like a drunken man,
And like a man whom wine has overcome,
Because of the Lord,
And because of His holy words.
10 For (N)the land is full of adulterers;
For (O)because of a curse the land mourns.
(P)The pleasant places of the wilderness are dried up.
Their course of life is evil,
And their might is not right.
11 “For (Q)both prophet and priest are profane;
Yes, (R)in My house I have found their wickedness,” says the Lord.
12 “Therefore(S) their way shall be to them
Like slippery ways;
In the darkness they shall be driven on
And fall in them;
For I (T)will bring disaster on them,
The year of their punishment,” says the Lord.
13 “And I have seen [e]folly in the prophets of Samaria:
(U)They prophesied by Baal
And (V)caused My people Israel to err.
14 Also I have seen a horrible thing in the prophets of Jerusalem:
(W)They commit adultery and walk in lies;
They also (X)strengthen the hands of evildoers,
So that no one turns back from his wickedness.
All of them are like (Y)Sodom to Me,
And her inhabitants like Gomorrah.
15 “Therefore thus says the Lord of hosts concerning the prophets:
‘Behold, I will feed them with (Z)wormwood,
And make them drink the water of gall;
For from the prophets of Jerusalem
[f]Profaneness has gone out into all the land.’ ”
16 Thus says the Lord of hosts:
“Do not listen to the words of the prophets who prophesy to you.
They make you worthless;
(AA)They speak a vision of their own heart,
Not from the mouth of the Lord.
17 They continually say to those who despise Me,
‘The Lord has said, (AB)“You shall have peace” ’;
And to everyone who (AC)walks according to the [g]dictates of his own heart, they say,
(AD)‘No evil shall come upon you.’ ”
18 For (AE)who has stood in the counsel of the Lord,
And has perceived and heard His word?
Who has marked His word and heard it?
19 Behold, a (AF)whirlwind of the Lord has gone forth in fury—
A violent whirlwind!
It will fall violently on the head of the wicked.
20 The (AG)anger of the Lord will not turn back
Until He has executed and performed the thoughts of His heart.
(AH)In the latter days you will understand it perfectly.
21 “I(AI) have not sent these prophets, yet they ran.
I have not spoken to them, yet they prophesied.
22 But if they had stood in My counsel,
And had caused My people to hear My words,
Then they would have (AJ)turned them from their evil way
And from the evil of their doings.
23 “Am I a God near at hand,” says the Lord,
“And not a God afar off?
24 Can anyone (AK)hide himself in secret places,
So I shall not see him?” says the Lord;
(AL)“Do I not fill heaven and earth?” says the Lord.
25 “I have heard what the prophets have said who prophesy lies in My name, saying, ‘I have dreamed, I have dreamed!’ 26 How long will this be in the heart of the prophets who prophesy lies? Indeed they are prophets of the deceit of their own heart, 27 who try to make My people forget My name by their dreams which everyone tells his neighbor, (AM)as their fathers forgot My name for Baal.
28 “The prophet who has a dream, let him tell a dream;
And he who has My word, let him speak My word faithfully.
What is the chaff to the wheat?” says the Lord.
29 “Is not My word like a (AN)fire?” says the Lord,
“And like a hammer that breaks the rock in pieces?
30 “Therefore behold, (AO)I am against the prophets,” says the Lord, “who steal My words every one from his neighbor. 31 Behold, I am (AP)against the prophets,” says the Lord, “who use their tongues and say, ‘He says.’ 32 Behold, I am against those who prophesy false dreams,” says the Lord, “and tell them, and cause My people to err by their (AQ)lies and by (AR)their recklessness. Yet I did not send them or command them; therefore they shall not (AS)profit this people at all,” says the Lord.
33 “So when these people or the prophet or the priest ask you, saying, ‘What is (AT)the [h]oracle of the Lord?’ you shall then say to them, [i]‘What oracle?’ I will even forsake you,” says the Lord. 34 “And as for the prophet and the priest and the people who say, ‘The [j]oracle of the Lord!’ I will even punish that man and his house. 35 Thus every one of you shall say to his neighbor, and every one to his brother, ‘What has the Lord answered?’ and, ‘What has the Lord spoken?’ 36 And the [k]oracle of the Lord you shall mention no more. For every man’s word will be his oracle, for you have (AU)perverted the words of the living God, the Lord of hosts, our God. 37 Thus you shall say to the prophet, ‘What has the Lord answered you?’ and, ‘What has the Lord spoken?’ 38 But since you say, ‘The [l]oracle of the Lord!’ therefore thus says the Lord: ‘Because you say this word, “The oracle of the Lord!” and I have sent to you, saying, “Do not say, ‘The oracle of the Lord!’ ” 39 therefore behold, I, even I, (AV)will utterly forget you and forsake you, and the city that I gave you and your fathers, and will cast you out of My presence. 40 And I will bring (AW)an everlasting reproach upon you, and a perpetual (AX)shame, which shall not be forgotten.’ ”

23 Woe be unto the pastors that destroy and scatter the sheep of my pasture! saith the Lord.
2 Therefore thus saith the Lord God of Israel against the pastors that feed my people; Ye have scattered my flock, and driven them away, and have not visited them: behold, I will visit upon you the evil of your doings, saith the Lord.
3 And I will gather the remnant of my flock out of all countries whither I have driven them, and will bring them again to their folds; and they shall be fruitful and increase.
4 And I will set up shepherds over them which shall feed them: and they shall fear no more, nor be dismayed, neither shall they be lacking, saith the Lord.
5 Behold, the days come, saith the Lord, that I will raise unto David a righteous Branch, and a King shall reign and prosper, and shall execute judgment and justice in the earth.
6 In his days Judah shall be saved, and Israel shall dwell safely: and this is his name whereby he shall be called, The Lord Our Righteousness.
7 Therefore, behold, the days come, saith the Lord, that they shall no more say, The Lord liveth, which brought up the children of Israel out of the land of Egypt;
8 But, The Lord liveth, which brought up and which led the seed of the house of Israel out of the north country, and from all countries whither I had driven them; and they shall dwell in their own land.
9 Mine heart within me is broken because of the prophets; all my bones shake; I am like a drunken man, and like a man whom wine hath overcome, because of the Lord, and because of the words of his holiness.
10 For the land is full of adulterers; for because of swearing the land mourneth; the pleasant places of the wilderness are dried up, and their course is evil, and their force is not right.
11 For both prophet and priest are profane; yea, in my house have I found their wickedness, saith the Lord.
12 Wherefore their way shall be unto them as slippery ways in the darkness: they shall be driven on, and fall therein: for I will bring evil upon them, even the year of their visitation, saith the Lord.
13 And I have seen folly in the prophets of Samaria; they prophesied in Baal, and caused my people Israel to err.
14 I have seen also in the prophets of Jerusalem an horrible thing: they commit adultery, and walk in lies: they strengthen also the hands of evildoers, that none doth return from his wickedness; they are all of them unto me as Sodom, and the inhabitants thereof as Gomorrah.
15 Therefore thus saith the Lord of hosts concerning the prophets; Behold, I will feed them with wormwood, and make them drink the water of gall: for from the prophets of Jerusalem is profaneness gone forth into all the land.
16 Thus saith the Lord of hosts, Hearken not unto the words of the prophets that prophesy unto you: they make you vain: they speak a vision of their own heart, and not out of the mouth of the Lord.
17 They say still unto them that despise me, The Lord hath said, Ye shall have peace; and they say unto every one that walketh after the imagination of his own heart, No evil shall come upon you.
18 For who hath stood in the counsel of the Lord, and hath perceived and heard his word? who hath marked his word, and heard it?
19 Behold, a whirlwind of the Lord is gone forth in fury, even a grievous whirlwind: it shall fall grievously upon the head of the wicked.
20 The anger of the Lord shall not return, until he have executed, and till he have performed the thoughts of his heart: in the latter days ye shall consider it perfectly.
21 I have not sent these prophets, yet they ran: I have not spoken to them, yet they prophesied.
22 But if they had stood in my counsel, and had caused my people to hear my words, then they should have turned them from their evil way, and from the evil of their doings.
23 Am I a God at hand, saith the Lord, and not a God afar off?
24 Can any hide himself in secret places that I shall not see him? saith the Lord. Do not I fill heaven and earth? saith the Lord.
25 I have heard what the prophets said, that prophesy lies in my name, saying, I have dreamed, I have dreamed.
26 How long shall this be in the heart of the prophets that prophesy lies? yea, they are prophets of the deceit of their own heart;

33 And when this people, or the prophet, or a priest, shall ask thee, saying, What is the burden of the Lord? thou shalt then say unto them, What burden? I will even forsake you, saith the Lord.
34 And as for the prophet, and the priest, and the people, that shall say, The burden of the Lord, I will even punish that man and his house.
35 Thus shall ye say every one to his neighbour, and every one to his brother, What hath the Lord answered? and, What hath the Lord spoken?
36 And the burden of the Lord shall ye mention no more: for every man's word shall be his burden; for ye have perverted the words of the living God, of the Lord of hosts our God.
37 Thus shalt thou say to the prophet, What hath the Lord answered thee? and, What hath the Lord spoken?
38 But since ye say, The burden of the Lord; therefore thus saith the Lord; Because ye say this word, The burden of the Lord, and I have sent unto you, saying, Ye shall not say, The burden of the Lord;
39 Therefore, behold, I, even I, will utterly forget you, and I will forsake you, and the city that I gave you and your fathers, and cast you out of my presence:
40 And I will bring an everlasting reproach upon you, and a perpetual shame, which shall not be forgotten.
