At that time the Lord said to Joshua, “Make flint knives and circumcise the Israelites a second time.”(A) So Joshua made flint knives and circumcised the Israelites at Gibeath-haaraloth.[a] This is the reason why Joshua circumcised them: all the males of the people who came out of Egypt, all the warriors, had died during the journey through the wilderness after they had come out of Egypt.(B) Although all the people who came out had been circumcised, yet all the people born on the journey through the wilderness after they had come out of Egypt had not been circumcised. For the Israelites traveled forty years in the wilderness, until all the nation, the warriors who came out of Egypt, perished, not having listened to the voice of the Lord. To them the Lord swore that he would not let them see the land that he had sworn to their ancestors to give us, a land flowing with milk and honey.(C) So it was their children, whom he raised up in their place, that Joshua circumcised, for they were uncircumcised because they had not been circumcised on the way.

When the circumcising of all the nation was done, they remained in their places in the camp until they were healed. The Lord said to Joshua, “Today I have rolled away from you the disgrace of Egypt.” And so that place is called Gilgal[b] to this day.

Is this blessing, then, pronounced only on the circumcised or also on the uncircumcised? We say, “Faith was reckoned to Abraham as righteousness.” 10 How then was it reckoned to him? Was it before or after he had been circumcised? It was not after but before he was circumcised. 11 He received the sign of circumcision as a seal of the righteousness that he had by faith[a] while he was still uncircumcised. The purpose was to make him the ancestor of all who believe[b] without being circumcised and who thus have righteousness reckoned to them,(A) 12 and likewise the ancestor of the circumcised who are not only circumcised but follow the example of the faith that our ancestor Abraham had before he was circumcised.

25 Circumcision indeed is of value if you obey the law, but if you are a transgressor of the law your circumcision has become uncircumcision.(A) 26 So, if the uncircumcised keep the requirements of the law, will not their uncircumcision be regarded as circumcision? 27 Then the physically uncircumcised person who keeps the law will judge you who, though having the written code and circumcision, are a transgressor of the law. 28 For a person is not a Jew who is one outwardly, nor is circumcision something external and physical.(B) 29 Rather, a person is a Jew who is one inwardly, and circumcision is a matter of the heart, by the Spirit, not the written code. Such a person receives praise not from humans but from God.(C)
