Exodus 18:25-27

25 He chose some competent leaders from every tribe in Israel and put them over groups of 10, 50, 100, and 1,000. 26 They served as judges, deciding the easy cases themselves, but bringing the more difficult ones to Moses.
27 After Moses and his father-in-law Jethro had said goodbye to each other, Jethro returned home.

New International Version
25 He chose capable men from all Israel and made them leaders(A) of the people, officials over thousands, hundreds, fifties and tens.(B) 26 They served as judges(C) for the people at all times. The difficult cases(D) they brought to Moses, but the simple ones they decided themselves.(E)
27 Then Moses sent his father-in-law on his way, and Jethro returned to his own country.(F)
