Exodus 18:23-25
The Voice
23 If you do what I advise and God directs you, then you will be able to handle the pressure. Not only that, but all these people standing around needing help, they will be able to return to their tents at peace.
24 Moses accepted Jethro’s advice and did all that he said. 25 He chose competent leaders and put them in charge of the community of Israel. He divided and subdivided the nation into groups of a thousand, hundred, fifty, and ten, and he appointed a leader over each group.

23 If you do this and God so commands, you will be able to stand the strain, and all these people will go home satisfied.”
24 Moses listened to his father-in-law and did everything he said. 25 He chose capable men from all Israel and made them leaders(A) of the people, officials over thousands, hundreds, fifties and tens.(B)
