^13 (A)But if he did not lie in wait for him, but God let him fall into his hand, then ^(B)I will appoint for you a place to which he may flee.

² “Say to the people of Israel, ^(A)‘Appoint the cities of refuge, of which I spoke to you through Moses, ³ that the manslayer who strikes any person without intent or unknowingly may flee there. They shall be for you a refuge from the avenger of blood. ⁴ He shall flee to one of these cities and shall stand ^(B)at the entrance of the gate of the city and explain his case to the elders of that city. Then they shall take him into the city and give him a place, and he shall remain with them. ⁵ And if the avenger of blood pursues him, they shall not give up the manslayer into his hand, because he struck his neighbor unknowingly, and did not hate him in the past. ⁶ And he shall remain in that city ^(C)until he has stood before the congregation for judgment, until the death of him who is high priest at the time. Then the manslayer may return to his own town and his own home, to the town from which he fled.’”

⁷ So they set apart ^(D)Kedesh in Galilee in the hill country of Naphtali, and ^(E)Shechem in the hill country of Ephraim, and ^(F)Kiriath-arba (that is, Hebron) ^(G)in the hill country of Judah. ⁸ And beyond the Jordan east of Jericho, they appointed ^(H)Bezer in the wilderness on the tableland, from the tribe of Reuben, and ^(I)Ramoth in Gilead, from the tribe of Gad, and ^(J)Golan in Bashan, from the tribe of Manasseh. ⁹ These were the cities designated for all the people of Israel and ^(K)for the stranger sojourning among them, that anyone who killed a person without intent could flee there, so that he might not die by the hand of the avenger of blood, till he stood before the congregation.

¹⁸ And you have declared this day how you have dealt well with me, in that you did not kill me when the Lord put me into your hands.

¹⁰ Behold, this day your eyes have seen how the Lord gave you today into my hand in the cave. ^(A)And some told me to kill you, but I spared you.^[a] I said, ‘I will not put out my hand against my lord, ^(B)for he is the Lord's anointed.’

⁴ And the men of David said to him, ^(A)“Here is the day of which the Lord said to you, ‘Behold, I will give your enemy into your hand, and you shall do to him as it shall seem good to you.’” Then David arose and stealthily cut off a corner of Saul's robe.

Laws Concerning Cities of Refuge

19 “When ^(A)the Lord your God cuts off the nations whose land the Lord your God is giving you, and you dispossess them and dwell in their cities and in their houses, ^2 (B)you shall set apart three cities for yourselves in the land that the Lord your God is giving you to possess. ³ You shall measure the distances^[a] and divide into three parts the area of the land that the Lord your God gives you as a possession, so that any manslayer can flee to them.

⁴ “This is the provision for ^(C)the manslayer, who by fleeing there may save his life. If anyone kills his neighbor unintentionally without having hated him in the past— ⁵ as when someone goes into the forest with his neighbor to cut wood, and his hand swings the axe to cut down a tree, and the head slips from the handle and strikes his neighbor so that he dies—he may flee to one of these cities and live, ⁶ lest ^(D)the avenger of blood in hot anger pursue the manslayer and overtake him, because the way is long, and strike him fatally, though the man did not deserve to die, since he had not hated his neighbor in the past. ⁷ Therefore I command you, You shall set apart three cities. ^8 (E)And if the Lord your God enlarges your territory, ^(F)as he has sworn to your fathers, and ^(G)gives you all the land that he promised to give to your fathers— ⁹ provided you are careful to keep all this commandment, which I command you today, by loving the Lord your God and by walking ever in his ways—^(H)then you shall add three other cities to these three, ¹⁰ lest innocent blood be shed in your land that the Lord your God is giving you for an inheritance, and so the guilt of bloodshed be upon you.

¹¹ “But if anyone hates his neighbor and lies in wait for him and attacks him ^(I)and strikes him fatally so that he dies, and he flees into one of these cities, ¹² then the elders of his city shall send and take him from there, and hand him over to the avenger of blood, so that he may die. ^13 (J)Your eye shall not pity him, ^(K)but you shall purge the guilt of innocent blood^[b] from Israel, so that it may be well with you.

Cities of Refuge

⁴¹ Then Moses ^(A)set apart three cities in the east beyond the Jordan, ⁴² that ^(B)the manslayer might flee there, anyone who kills his neighbor unintentionally, without being at enmity with him in time past; he may flee to one of these cities and save his life: ^43 (C)Bezer in the wilderness on the ^(D)tableland for the Reubenites, Ramoth in Gilead for the Gadites, and Golan in Bashan for the Manassites.

¹⁰ “Speak to the people of Israel and say to them, ^(A)When you cross the Jordan into the land of Canaan, ^11 (B)then you shall select cities to be cities of refuge for you, that the manslayer who kills any person without intent may flee there. ¹² The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment. ¹³ And the cities that you give shall be your ^(C)six cities of refuge. ^14 (D)You shall give three cities beyond the Jordan, and three cities in the land of Canaan, to be cities of refuge. ¹⁵ These six cities shall be for refuge for the people of Israel, and ^(E)for the stranger and for the sojourner among them, that anyone who kills any person without intent may flee there.

^16 (F)“But if he struck him down with an iron object, so that he died, he is a murderer. The murderer shall be put to death. ¹⁷ And if he struck him down with a stone tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. ¹⁸ Or if he struck him down with a wooden tool that could cause death, and he died, he is a murderer. The murderer shall be put to death. ^19 (G)The avenger of blood shall himself put the murderer to death; when he meets him, he shall put him to death. ²⁰ And if he pushed him out of hatred or hurled something at him, ^(H)lying in wait, so that he died, ²¹ or in enmity struck him down with his hand, so that he died, then he who struck the blow shall be put to death. He is a murderer. ^(I)The avenger of blood shall put the murderer to death when he meets him.

²² “But if he pushed him suddenly without enmity, or hurled anything on him ^(J)without lying in wait ²³ or used a stone that could cause death, and without seeing him dropped it on him, so that he died, though he was not his enemy and did not seek his harm, ²⁴ then ^(K)the congregation shall judge between the manslayer and ^(L)the avenger of blood, in accordance with these rules. ²⁵ And the congregation shall rescue the manslayer from the hand of the avenger of blood, and the congregation shall restore him to his city of refuge to which he had fled, and he shall live in it ^(M)until the death of the high priest ^(N)who was anointed with the holy oil. ²⁶ But if the manslayer shall at any time go beyond the boundaries of his city of refuge to which he fled, ²⁷ and ^(O)the avenger of blood finds him outside the boundaries of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of blood. ²⁸ For he must remain in his city of refuge ^(P)until the death of the high priest, but after the death of the high priest the manslayer may return to the land of his possession. ²⁹ And these things shall be for ^(Q)a statute and rule for you throughout your generations in all your dwelling places.

³⁰ “If anyone kills a person, the murderer shall be put to death on the ^(R)evidence of witnesses. But no person shall be put to death on the testimony of one witness. ³¹ Moreover, you shall accept no ransom for the life of a murderer, who is guilty of death, but he shall be put to death. ³² And you shall accept no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the high priest. ³³ You shall not ^(S)pollute the land in which you live, for blood ^(T)pollutes the land, and no atonement can be made for the land for the blood that is shed in it, except ^(U)by the blood of the one who shed it. ^34 (V)You shall not defile the land in which you live, in the midst of which I dwell, ^(W)for I the Lord dwell in the midst of the people of Israel.”
