19 “耶和华你神将列国之民剪除的时候,耶和华你神也将他们的地赐给你,你接着住他们的城邑并他们的房屋, 2 就要在耶和华你神所赐你为业的地上分定三座城, 3 要将耶和华你神使你承受为业的地分为三段,又要预备道路,使误杀人的都可以逃到那里去。
4 “误杀人的逃到那里可以存活,定例乃是这样:凡素无仇恨,无心杀了人的, 5 就如人与邻舍同入树林砍伐树木,手拿斧子一砍,本想砍下树木,不料,斧头脱了把,飞落在邻舍身上,以至于死,这人逃到那些城的一座城,就可以存活。 6 免得报血仇的心中火热追赶他,因路远就追上,将他杀死;其实他不该死,因为他与被杀的素无仇恨。 7 所以我吩咐你说,要分定三座城。 8 耶和华你神若照他向你列祖所起的誓扩张你的境界,将所应许赐你列祖的地全然给你, 9 你若谨守遵行我今日所吩咐的这一切诫命,爱耶和华你的神,常常遵行他的道,就要在这三座城之外,再添三座城, 10 免得无辜之人的血流在耶和华你神所赐你为业的地上,流血的罪就归于你。
11 “若有人恨他的邻舍,埋伏着起来击杀他,以至于死,便逃到这些城的一座城, 12 本城的长老就要打发人去,从那里带出他来,交在报血仇的手中,将他治死。 13 你眼不可顾惜他,却要从以色列中除掉流无辜血的罪,使你可以得福。

15 “人无论犯什么罪,作什么恶,不可凭一个人的口做见证,总要凭两三个人的口做见证才可定案。 16 若有凶恶的见证人起来,见证某人作恶, 17 这两个争讼的人就要站在耶和华面前,和当时的祭司并审判官面前, 18 审判官要细细地查究。若见证人果然是作假见证的,以假见证陷害弟兄, 19 你们就要待他如同他想要待的弟兄。这样,就把那恶从你们中间除掉。 20 别人听见都要害怕,就不敢在你们中间再行这样的恶了。 21 你眼不可顾惜,要以命偿命,以眼还眼,以牙还牙,以手还手,以脚还脚。

20 “你出去与仇敌争战的时候,看见马匹、车辆,并有比你多的人民,不要怕他们,因为领你出埃及地的耶和华你神与你同在。 2 你们将要上阵的时候,祭司要到百姓面前宣告, 3 说:‘以色列人哪,你们当听!你们今日将要与仇敌争战,不要胆怯,不要惧怕战兢,也不要因他们惊恐。 4 因为耶和华你们的神与你们同去,要为你们与仇敌争战,拯救你们。’ 5 官长也要对百姓宣告说:‘谁建造房屋,尚未奉献,他可以回家去,恐怕他阵亡,别人去奉献。 6 谁种葡萄园,尚未用所结的果子,他可以回家去,恐怕他阵亡,别人去用。 7 谁聘定了妻,尚未迎娶,他可以回家去,恐怕他阵亡,别人去娶。’ 8 官长又要对百姓宣告说:‘谁惧怕胆怯,他可以回家去,恐怕他弟兄的心消化,和他一样。’ 9 官长对百姓宣告完了,就当派军长率领他们。

10 “你临近一座城,要攻打的时候,先要对城里的民宣告和睦的话。 11 他们若以和睦的话回答你,给你开了城,城里所有的人都要给你效劳,服侍你。 12 若不肯与你和好,反要与你打仗,你就要围困那城。 13 耶和华你的神把城交付你手,你就要用刀杀尽这城的男丁。 14 唯有妇女、孩子、牲畜和城内一切的财物,你可以取为自己的掠物。耶和华你神把你仇敌的财物赐给你,你可以吃用。 15 离你甚远的各城,不是这些国民的城,你都要这样待他。 16 但这些国民的城,耶和华你神既赐你为业,其中凡有气息的,一个不可存留, 17 只要照耶和华你神所吩咐的,将这赫人、亚摩利人、迦南人、比利洗人、希未人、耶布斯人都灭绝净尽, 18 免得他们教导你们学习一切可憎恶的事,就是他们向自己神所行的,以致你们得罪耶和华你们的神。
19 “你若许久围困,攻打所要取的一座城,就不可举斧子砍坏树木。因为你可以吃那树上的果子,不可砍伐。田间的树木岂是人,叫你糟蹋吗? 20 唯独你所知道不是结果子的树木,可以毁坏、砍伐,用以修筑营垒,攻击那与你打仗的城,直到攻塌了。

19 “你们的上帝耶和华毁灭那些民族,把他们的土地赐给你们,使你们赶走他们,住进他们的城邑和房屋后, 2-3 你们要把土地划分为三个地区,在每个地区设立一座避难城,修好通往这三座城的道路,以便误杀人者可以逃往最近的避难城。
4 “如果有人无意间杀了素无冤仇的同伴,他可以逃往避难城,以保住性命。 5 例如,有人和朋友去森林砍树,斧头脱柄,误杀了朋友,他就可以逃往避难城,以保住性命。 6 否则,如果避难城离误杀人者太远,怒火中烧的报仇者就会追上去杀死他。其实他是不该死的,因为他与被误杀的人素无冤仇。 7 因此,我吩咐你们要设立三座避难城。
8-9 “如果你们谨遵我今天吩咐你们的这一切诫命,爱你们的上帝耶和华,一生遵行祂的旨意,祂就会按照祂对你们祖先所起的誓,扩张你们的疆域,把应许给你们祖先的土地赐给你们。那时,你们要再设三座避难城, 10 免得无辜人的血流在你们的上帝耶和华赐给你们作产业之地,以致你们担当枉杀无辜的罪。
11 “如果有人因憎恨邻居而暗中埋伏,杀了邻居,然后逃到避难城, 12 他本城的长老要派人去把他带回来,交给复仇的人,将他处死。 13 不可怜悯他,要从以色列除掉这种滥杀无辜的罪,这样你们才会顺利。
14 “在你们的上帝耶和华将要赐给你们作产业之地,你们不可挪动邻居的界石,因为那是先人立的。
15 “如果人犯了什么罪或有什么过失,不可凭一个证人作证就定罪,要有两三个证人才可以定案。 16 如果有人作伪证诬陷别人, 17 诉讼双方要站在耶和华面前,让当值的祭司和审判官定夺。 18 审判官要仔细审查案件,如果发现那人作伪证, 19 就要按照他企图加给被诬告者的伤害处罚他。这样,就从你们当中除掉了罪恶。 20 其他人听说后,都会害怕,不敢再做这种恶事。 21 你们对恶人不可心软,要以命偿命,以眼还眼,以牙还牙,以手还手,以脚还脚。
交战的条例
20 “你们和敌人交战时,面对比你们强大的军队及战车战马,不要害怕,因为你们的上帝耶和华与你们同在,祂曾带领你们离开埃及。 2 你们出战之前,祭司要上前鼓舞士气, 3 说,‘以色列人啊,听着!今天你们要和敌人交战,不要胆怯,不要惧怕,也不要恐慌。 4 因为你们的上帝耶和华要与你们同去,为你们争战,使你们得胜。’ 5 官长要对士兵说,‘你们谁建了新房子还没有举行奉献礼[a]?他可以回家去,以免他阵亡了,别人为他的房子举行奉献礼。 6 谁栽种了葡萄园还没有享受过园中的果子?他可以回家去,以免他阵亡了,别人享受他园中的果子。 7 谁订了亲还没有迎娶?他可以回家去,以免他阵亡了,别人娶他的未婚妻。’ 8 官长也要告诉士兵,‘有没有胆怯、害怕的?他可以回家去,免得影响他人士气。’ 9 他们讲完后,就要委派将领率军出战。
攻城之略
10 “你们进攻一座城之前,要先给城中居民求和的机会。 11 如果他们开城投降,城里所有的人都要做你们的奴隶,为你们服劳役。 12 如果他们不肯投降,要交战,你们就要围攻那城。 13 你们的上帝耶和华把城交给你们时,你们要杀光城里所有的男子, 14 但可以留下城中的妇女、孩童、牲畜及其他一切作战利品。你们可以享用仇敌的财物,那是你们的上帝耶和华赐给你们的。 15 上述做法只适用于离你们很遥远的城邑,你们附近各族的城邑除外。 16 你们的上帝耶和华将把你们附近各族的城邑赐给你们,你们要将里面有气息的全部消灭。 17 要遵照你们的上帝耶和华的吩咐,彻底灭绝赫人、亚摩利人、迦南人、比利洗人、希未人和耶布斯人, 18 免得他们将祭拜自己神明的可憎习俗传给你们,以致你们得罪你们的上帝耶和华。

Cities of Refuge(A)
19 When the Lord your God has destroyed the nations whose land he is giving you, and when you have driven them out and settled in their towns and houses,(B) 2 then set aside for yourselves three cities in the land the Lord your God is giving you to possess. 3 Determine the distances involved and divide into three parts the land the Lord your God is giving you as an inheritance, so that a person who kills someone may flee for refuge to one of these cities.
4 This is the rule concerning anyone who kills a person and flees there for safety—anyone who kills a neighbor unintentionally, without malice aforethought. 5 For instance, a man may go into the forest with his neighbor to cut wood, and as he swings his ax to fell a tree, the head may fly off and hit his neighbor and kill him. That man may flee to one of these cities and save his life. 6 Otherwise, the avenger of blood(C) might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. 7 This is why I command you to set aside for yourselves three cities.
8 If the Lord your God enlarges your territory,(D) as he promised(E) on oath to your ancestors, and gives you the whole land he promised them, 9 because you carefully follow all these laws I command you today—to love the Lord your God and to walk always in obedience to him(F)—then you are to set aside three more cities. 10 Do this so that innocent blood(G) will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.(H)
11 But if out of hate someone lies in wait, assaults and kills a neighbor,(I) and then flees to one of these cities, 12 the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. 13 Show no pity.(J) You must purge from Israel the guilt of shedding innocent blood,(K) so that it may go well with you.
14 Do not move your neighbor’s boundary stone set up by your predecessors in the inheritance you receive in the land the Lord your God is giving you to possess.(L)
Witnesses
15 One witness is not enough to convict anyone accused of any crime or offense they may have committed. A matter must be established by the testimony of two or three witnesses.(M)
16 If a malicious witness(N) takes the stand to accuse someone of a crime, 17 the two people involved in the dispute must stand in the presence of the Lord before the priests and the judges(O) who are in office at the time. 18 The judges must make a thorough investigation,(P) and if the witness proves to be a liar, giving false testimony against a fellow Israelite, 19 then do to the false witness as that witness intended to do to the other party.(Q) You must purge the evil from among you. 20 The rest of the people will hear of this and be afraid,(R) and never again will such an evil thing be done among you. 21 Show no pity:(S) life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.(T)
Going to War
20 When you go to war against your enemies and see horses and chariots and an army greater than yours,(U) do not be afraid(V) of them,(W) because the Lord your God, who brought you up out of Egypt, will be with(X) you. 2 When you are about to go into battle, the priest shall come forward and address the army. 3 He shall say: “Hear, Israel: Today you are going into battle against your enemies. Do not be fainthearted(Y) or afraid; do not panic or be terrified by them. 4 For the Lord your God is the one who goes with you(Z) to fight(AA) for you against your enemies to give you victory.(AB)”
5 The officers shall say to the army: “Has anyone built a new house and not yet begun to live in(AC) it? Let him go home, or he may die in battle and someone else may begin to live in it. 6 Has anyone planted(AD) a vineyard and not begun to enjoy it?(AE) Let him go home, or he may die in battle and someone else enjoy it. 7 Has anyone become pledged to a woman and not married her? Let him go home, or he may die in battle and someone else marry her.(AF)” 8 Then the officers shall add, “Is anyone afraid or fainthearted? Let him go home so that his fellow soldiers will not become disheartened too.”(AG) 9 When the officers have finished speaking to the army, they shall appoint commanders over it.
10 When you march up to attack a city, make its people an offer of peace.(AH) 11 If they accept and open their gates, all the people in it shall be subject(AI) to forced labor(AJ) and shall work for you. 12 If they refuse to make peace and they engage you in battle, lay siege to that city. 13 When the Lord your God delivers it into your hand, put to the sword all the men in it.(AK) 14 As for the women, the children, the livestock(AL) and everything else in the city,(AM) you may take these as plunder(AN) for yourselves. And you may use the plunder the Lord your God gives you from your enemies. 15 This is how you are to treat all the cities that are at a distance(AO) from you and do not belong to the nations nearby.
16 However, in the cities of the nations the Lord your God is giving you as an inheritance, do not leave alive anything that breathes.(AP) 17 Completely destroy[a] them—the Hittites, Amorites, Canaanites, Perizzites, Hivites and Jebusites—as the Lord your God has commanded you. 18 Otherwise, they will teach you to follow all the detestable things they do in worshiping their gods,(AQ) and you will sin(AR) against the Lord your God.
19 When you lay siege to a city for a long time, fighting against it to capture it, do not destroy its trees by putting an ax to them, because you can eat their fruit. Do not cut them down. Are the trees people, that you should besiege them?[b] 20 However, you may cut down trees that you know are not fruit trees(AS) and use them to build siege works until the city at war with you falls.
